Interagency Council on Outdoor Recreation.</official-title></form><legis-body id="H0606B43DDE014C8FB0523D5FD153F989" style="OLC"><section id="H7915C514D85A425CA6F67C345E9A9DCC" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Improving Outdoor Recreation Coordination Act</short-title></quote>.</text></section><section id="H580863526F9241B98BF08148F6DA00F7"><enum>2.</enum><header>Federal Interagency Council on Outdoor Recreation</header><subsection id="H6148AE0DCB4B4AFD9081573333CA2ED2"><enum>(a)</enum><header>Definitions</header><text>Section 200102 of title 54, United States Code, is amended—</text><paragraph id="H2FC47F5084B745CCBE761BF4035D0DA3"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (1) and (2) as paragraphs (4) and (5) respectively; and</text></paragraph><paragraph id="HA9EECEB018AB4FE0A659F05D129648E8"><enum>(2)</enum><text>by inserting before paragraph (4), as so redesignated, the following: </text><quoted-block style="USC" id="H2AFB8EB6C96047A889E245A7C5DABAE3" display-inline="no-display-inline"><paragraph id="H64A8EDF609DC44439D2AE82ABB45FA87"><enum>(1)</enum><header>Council</header><text display-inline="yes-display-inline">The term <term>Council</term> means the Federal Interagency Council on Outdoor Recreation established under section 200104.</text></paragraph><paragraph id="HB63A80FF9DAA474D9CEE71973C8A7851"><enum>(2)</enum><header>Federal land management agency</header><text>The term <term>Federal land management agency</term> has the meaning given the term in section 802 of the Federal Lands Recreation Enhancement Act (<external-xref legal-doc="usc" parsable-cite="usc/16/6801">16 U.S.C. 6801</external-xref>).</text></paragraph><paragraph id="H915578CAEA314AA58F9F4B007732059B"><enum>(3)</enum><header>Federal recreational lands and waters</header><text>The term <term>Federal recreational lands and waters</term> has the meaning given the term in section 802 of the Federal Lands Recreation Enhancement Act (<external-xref legal-doc="usc" parsable-cite="usc/16/6801">16 U.S.C. 6801</external-xref>).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HF6A37098586F4F7C995FEAF35CA4CC2E"><enum>(b)</enum><header>Establishment of Council</header><text>Section 200104 of title 54, United States Code, is amended to read as follows:</text><quoted-block id="HBC163500C1D740F7AC0CA509A5637ADC" style="USC"><section id="HBCC1A37371E94BF5B1F4AF2ABB2CD9EF"><enum>200104.</enum><header>Federal Interagency Council on Outdoor Recreation</header><subsection id="HCD07F21A85C24630B2673D3EFB1CD503"><enum>(a)</enum><header>Establishment</header><text>The Secretary shall establish an interagency council, to be known as the <quote>Federal Interagency Council on Outdoor Recreation</quote>.</text></subsection><subsection id="H0A3E1E38FAC04BABB327F7E69F6E55AD"><enum>(b)</enum><header>Composition</header><paragraph id="H88D12D83D4284D2FBF2DF4C48DFE28D6"><enum>(1)</enum><header>In general</header><text>The Council shall be composed of representatives of each of the following agencies, to be appointed by the head of the respective agency:</text><subparagraph id="H7F662FCCA8B8423D96BF1E60466E3578"><enum>(A)</enum><text>The National Park Service.</text></subparagraph><subparagraph id="HB230F335032A47A0BBE42CE5E390281D"><enum>(B)</enum><text>The Bureau of Land Management.</text></subparagraph><subparagraph id="HCABC42B497D24FB0AF6CA80E52E3C77B"><enum>(C)</enum><text>The United States Fish and Wildlife Service.</text></subparagraph><subparagraph id="H31C82C07F8BB414880C365B077BECB0A"><enum>(D)</enum><text>The Bureau of Indian Affairs.</text></subparagraph><subparagraph id="H5A4656931F514F6BA52B24926072A4EB"><enum>(E)</enum><text>The Bureau of Reclamation.</text></subparagraph><subparagraph id="H5E38087BFD5946D1B809DCA720B4E93D"><enum>(F)</enum><text>The Forest Service.</text></subparagraph><subparagraph id="H9908976B65C747C3944E8D94604AEA37"><enum>(G)</enum><text>The Corps of Engineers.</text></subparagraph><subparagraph id="HF77F8BA102AE49D086981E3766364582"><enum>(H)</enum><text>The National Marine Fisheries Service.</text></subparagraph></paragraph><paragraph id="HD4F3A520352A43DCA24AB62B9739CF81"><enum>(2)</enum><header>Additional participants</header><text>In addition to the members of the Council appointed under paragraph (1), the Secretary may invite participation in the Council’s meetings or other activities from representatives of the following:</text><subparagraph id="HEE1FF275449148B783E1B8539AB0AF86"><enum>(A)</enum><text>The Council on Environmental Quality.</text></subparagraph><subparagraph id="H82284F42C6C2423E91029D03DA9B1FBF"><enum>(B)</enum><text>The Natural Resources Conservation Service.</text></subparagraph><subparagraph id="H8965DBB851534A8CA83ED97B24482362"><enum>(C)</enum><text>Rural development programs of the Department of Agriculture.</text></subparagraph><subparagraph id="HF356414F394F4A448429EE3C26B2108A"><enum>(D)</enum><text>The National Center for Chronic Disease Prevention and Health Promotion.</text></subparagraph><subparagraph id="HB05D9C6E55AB4E43B7103B2E5AE992CC"><enum>(E)</enum><text>The Environmental Protection Agency.</text></subparagraph><subparagraph id="H36060D0A6F3D4ED3B1E10AC33A508ADE"><enum>(F)</enum><text>The Department of Transportation, including the Federal Highway Administration. </text></subparagraph><subparagraph id="H20A5DA26957145B6883AD544CACF54C8"><enum>(G)</enum><text>The Tennessee Valley Authority.</text></subparagraph><subparagraph id="H429A18E5DB804153BBCC180708EF3078"><enum>(H)</enum><text>The Department of Commerce, including—</text><clause id="H9FA7D59E579F4D808254F2E2F789A9F8"><enum>(i)</enum><text>the Bureau of Economic Analysis;</text></clause><clause id="H2F478042DB7D4556878B4BD7890D3855"><enum>(ii)</enum><text display-inline="yes-display-inline">the National Oceanic and Atmospheric Administration;</text></clause><clause id="H56BA925C86D84C0EBB146A1F26309B34"><enum>(iii)</enum><text display-inline="yes-display-inline">the National Travel and Tourism Office; and</text></clause><clause id="HD39700BA881E44A9B3E692A426113672"><enum>(iv)</enum><text>the Economic Development Administration.</text></clause></subparagraph><subparagraph id="H1C4CC96CF3F14D4CB514043877B7D72A"><enum>(I)</enum><text>The Federal Energy Regulatory Commission.</text></subparagraph><subparagraph id="H32D561970A5D4C80AFDC64EC03AE8C06"><enum>(J)</enum><text>An applicable State agency or office.</text></subparagraph><subparagraph id="H5823F67D06CE4CD3B5E54F966DCCB52F"><enum>(K)</enum><text>An applicable agency or office of a local government.</text></subparagraph></paragraph><paragraph id="H5E3FCC7AB90D44E4AAFEE01114CBF042"><enum>(3)</enum><header>State coordination</header><text display-inline="yes-display-inline">In determining additional participants under this subsection, the Secretary shall seek to ensure that States are invited and represented in the Council’s meetings or other activities.</text></paragraph><paragraph id="H00F5A16B72E8439EAB6A512FF897A9FD"><enum>(4)</enum><header>Leadership</header><text>The leadership of the Council shall rotate annually among the Council members appointed under paragraph (1), or as otherwise determined by the Secretary in consultation with the Secretaries of Agriculture, Defense, and Commerce.</text></paragraph><paragraph id="H6C0A0AAE520F46DFB6CA732CA8FC8ECB"><enum>(5)</enum><header>Funding</header><text>Notwithstanding section 708 of title VII of division E of the Consolidated Appropriations Act, 2023 (<external-xref legal-doc="public-law" parsable-cite="pl/117/328">Public Law 117–328</external-xref>), the Council members appointed under paragraph (1) may enter into agreements to share the management and operational costs of the Council.</text></paragraph></subsection><subsection id="H375DE106E06145EBA6A8CEF795B61193"><enum>(c)</enum><header>Coordination</header><text>The Council shall meet as frequently as appropriate for the purposes of coordinating—</text><paragraph id="HD944CF5D45E04A67953EA3769798D1D4"><enum>(1)</enum><text>recreation management policies across Federal agencies, including implementation of the Federal Lands Recreation Enhancement Act (<external-xref legal-doc="usc" parsable-cite="usc/16/6801">16 U.S.C. 6801 et seq.</external-xref>);</text></paragraph><paragraph id="H9775264BAD7642E4BB02DA30D180ED84"><enum>(2)</enum><text>the response by Federal land management agencies to public health emergencies or other emergencies that result in disruptions to, or closures of, Federal recreational lands and waters;</text></paragraph><paragraph id="H72D68E062C15498BADB3F01B7D9A5BAC"><enum>(3)</enum><text>the expenditure of funds relating to outdoor recreation on Federal recreational lands and waters, including funds made available under section 40804(b)(7) of the Infrastructure Investment and Jobs Act (<external-xref legal-doc="usc" parsable-cite="usc/16/6592a">16 U.S.C. 6592a(b)(7)</external-xref>);</text></paragraph><paragraph id="H99E110D70D864FBDB3B3CB754BE243E9"><enum>(4)</enum><text>the adoption and expansion of emerging technologies on Federal recreational lands and waters;</text></paragraph><paragraph id="H2B50CFC2F190465BB1995EE3C27D5E68"><enum>(5)</enum><text>research activities, including quantifying the economic impacts of recreation;</text></paragraph><paragraph id="H19F5A1E5029A444D83A2EEC0A06667F1"><enum>(6)</enum><text>dissemination to the public of recreation-related information (including information relating to opportunities, reservations, accessibility, and closures), in a manner that ensures the recreation-related information is easily accessible with modern communication devices;</text></paragraph><paragraph id="HF3135D69EBC54F57A202E65F5884AD88"><enum>(7)</enum><text>the improvement of access to Federal recreational lands and waters; and</text></paragraph><paragraph id="HA42B293CF90F49FDAFE9C832D7CFB0C9"><enum>(8)</enum><text>the identification and engagement of partners outside the Federal Government—</text><subparagraph id="HA6A603031BDE40B6825235D9B5A6781C"><enum>(A)</enum><text>to promote outdoor recreation;</text></subparagraph><subparagraph id="H3CBBD7B67ED94C2AAFAF59A2B187C4B6"><enum>(B)</enum><text>to facilitate collaborative management of outdoor recreation; and</text></subparagraph><subparagraph id="H10BBA07E818743C1B97236F637D42FE7"><enum>(C)</enum><text>to provide additional resources relating to enhancing outdoor recreation opportunities.</text></subparagraph></paragraph></subsection><subsection id="H3E0F18AB4538477897677AA8E77CCD86"><enum>(d)</enum><header>Effect</header><text>Nothing in this section affects the authorities, regulations, or policies of any Federal agency described in paragraph (1) or (2) of subsection (b).</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H3C981CBA52374612B1665A5E2DDCA9CC"><enum>(c)</enum><header>Clerical amendment</header><text>The table of sections for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/54/2001">chapter 2001</external-xref> of title 54, United States Code, is amended by striking the item relating to section 200104 and inserting the following: </text><quoted-block style="USC" id="HB99B195711A04B59A2609429DB4CE296" display-inline="no-display-inline"><toc regeneration="no-regeneration"><toc-entry level="section">200104. Federal Interagency Council on Outdoor Recreation</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section></legis-body></bill>
