which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title III of the Public Health Service Act to expand services provided at community health centers, and for other purposes.</official-title></form><legis-body id="H2EF9D162AA334327A835F19540D42296" style="OLC"><section id="H85DA1ADEE751449D8D9AEB536D898B90" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Health Center Service Expansion and Provider Shortage Reduction Act</short-title></quote>.</text></section><section id="HB9CA3ED2A8FE479C982F0A272C428951"><enum>2.</enum><header>Expansion of services for community health centers</header><subsection id="HB47354E0C9194263814FA3B926339071"><enum>(a)</enum><header>Required services</header><paragraph id="HEE60D5906F1040AD849A92C7A85468C6"><enum>(1)</enum><header>In general</header><text>Section 330(b)(1)(A)(i) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254b">42 U.S.C. 254b(b)(1)(A)(i)</external-xref>) is amended—</text><subparagraph id="HDC09A1FD8CEC44989C7B1CDC09CEEC1B"><enum>(A)</enum><text>in subclause (IV), by striking <quote>and</quote> at the end;</text></subparagraph><subparagraph id="H1FBB651B547347608B6FBF8C9E5BEB1E"><enum>(B)</enum><text>in subclause (V), by adding <quote>and</quote> at the end; and </text></subparagraph><subparagraph id="HD96EE3C368EB4074862FDF435105B477"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="H28756956BBEB4DFBAF2A62736C646642" display-inline="no-display-inline"><subclause id="HFD02A437D948490183791F25D39597DD"><enum>(VI)</enum><text display-inline="yes-display-inline">behavioral and mental health and substance use disorder services; and</text></subclause><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="HCF4794CAB5F3482DB63015B2E64755BC"><enum>(2)</enum><header>Conforming change</header><text display-inline="yes-display-inline">Section 330(b)(2) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254b">42 U.S.C. 254b(b)(2)(A)</external-xref>) is amended—</text><subparagraph id="HCF6D74F5E6634FB7B770895BDB0116BE"><enum>(A)</enum><text>by striking subparagraph (A); and</text></subparagraph><subparagraph id="H6D721F1A50DB4B3D9CC4CC73DAD92206"><enum>(B)</enum><text>by redesignating subparagraphs (B), (C), and (D) as subparagraphs (A), (B), and (C), respectively.</text></subparagraph></paragraph></subsection><subsection id="HD3F1EB7CC5084B22B772F11D7B67DBD2"><enum>(b)</enum><header>Additional funds for certain services</header><text>Section 10503(b) of the Patient Protection and Affordable Care Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254b-2">42 U.S.C. 254b–2(b)</external-xref>) is amended—</text><paragraph id="H5819C851CE5A441DB7C91EA5A007AA6F"><enum>(1)</enum><text>in paragraph (1)(F), by striking <quote>and</quote> at the end;</text></paragraph><paragraph id="H4FF5F6A41D534C36946FE7150866F5BE"><enum>(2)</enum><text>in paragraph (2)(H), by striking the period at the end and inserting a semicolon; and</text></paragraph><paragraph id="HAF54B11A04384E319187928432B7B4E4"><enum>(3)</enum><text>by adding at the end the following: </text><quoted-block style="OLC" id="H90DACA9FA6784B5887C3510B5022E51D" display-inline="no-display-inline"><paragraph id="HA66AE25C80284BEBB2BC24CA439A1E34"><enum>(3)</enum><text display-inline="yes-display-inline">to be transferred to the Secretary of Health and Human Services to provide enhanced funding to provide the services specified in subclause (VI) of section 330(b)(1)(A)(i) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254b">42 U.S.C. 254b(b)(1)(A)(i)</external-xref>), $700,000,000 for each of fiscal years 2024 through 2028;</text></paragraph><paragraph id="HD5FACF53C69F40729EF77D9578FF5687"><enum>(4)</enum><text display-inline="yes-display-inline">to be transferred to the Secretary of Health and Human Services to provide enhanced funding for health centers to expand their hours of operation using funds under section 330 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254b">42 U.S.C. 254b</external-xref>), $250,000,000 for each of fiscal years 2024 through 2028;</text></paragraph><paragraph id="H0D062B3C5E21448DAEC87FC1E689F600"><enum>(5)</enum><text display-inline="yes-display-inline">to be transferred to the Secretary of Health and Human Services to provide enhanced funding for new access points and expanded services pursuant to section 330(e)(6) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254b">42 U.S.C. 254b(e)(6)</external-xref>), $150,000,000 for each of fiscal years 2024 through 2028; and</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section><section id="H4C838B3DD7DE48EC8AACB1ABEEEA3923"><enum>3.</enum><header>Additional funds to increase the number of certain National Health Service Corps members</header><text display-inline="no-display-inline">Section 10503(b) of the Patient Protection and Affordable Care Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254b-2">42 U.S.C. 254b–2(b)</external-xref>), as amended by section 2(c), is further amended by adding at the end the following:</text><quoted-block style="OLC" id="HAC168DB5038D4E4880EFB225B1637881" display-inline="no-display-inline"><paragraph id="HAFADFE0FDCE848E79ED795E56FEC567F"><enum>(6)</enum><text display-inline="yes-display-inline">to be transferred to the Secretary of Health and Human Services to provide enhanced funding to take appropriate measures under subparts II and III of part D of title III of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254d">42 U.S.C. 254d et seq.</external-xref>) to increase the number of National Health Service Corps members who are primary care providers, behavioral and mental health professionals, and dentists serving in health professional shortage areas, $480,000,000 for each of fiscal years 2024 through 2028.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
