<section id="HF7331F3BEA55496B96E9AB53B1769F18" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Treatment and Relief through Emerging and Accessible Therapy for PTSD Act</short-title></quote> or the <quote><short-title>TREAT PTSD Act</short-title></quote>.</text></section> <section id="H7B960007C23E42ACB574F057403EA6F3"><enum>2.</enum><header>Provision of stellate ganglion block to veterans and members of the Armed Forces with post-traumatic stress disorder</header> <subsection id="HE0D8717BE41341C9B4322EA9B4895DEC"><enum>(a)</enum><header>Provision to veterans</header> <paragraph id="HD02A75146B3C44158CAA5AD4881ADC4A"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Subchapter II of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/17">chapter 17</external-xref> of title 38, United States Code, is amended by adding at the end the following new section:</text>

<section id="HC83EDAF9101E4FAA9874AA784938715C"><enum>1720K.</enum><header>Provision of stellate ganglion block for certain veterans</header>
<subsection id="H282C4D9007804107974B4AC93381B928"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall furnish stellate ganglion block to any veteran who—</text> <paragraph id="H0AF212EB31694519B5BFA822781853AF"><enum>(1)</enum><text>is enrolled in the patient enrollment system under section 1705 of this title;</text></paragraph>
<paragraph id="H4B1D62D2ABF64A5D841FFDB1B89B0DD0"><enum>(2)</enum><text>has been diagnosed with post-traumatic stress disorder; and</text></paragraph> <paragraph id="H7CE54062124342F3AD87D68384173982"><enum>(3)</enum><text>has elected to receive stellate ganglion block after being informed by a qualified health care provider of the risks and benefits of stellate ganglion block.</text></paragraph></subsection>
<subsection id="HA0892B46880847D58DCD2D8B6D435AB9"><enum>(b)</enum><header>Provision of care</header><text display-inline="yes-display-inline">The Secretary may furnish stellate ganglion block under subsection (a) through a medical facility of the Department or through a health care provider specified in section 1703(c) of this title.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph> <paragraph id="HB611DFBE8E1343C98E19AB5D13952D35"><enum>(2)</enum><header>Clerical amendment</header><text>The table of contents at the beginning of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/17">chapter 17</external-xref> of title 38, United States Code, is amended by inserting after the item relating to <external-xref legal-doc="usc" parsable-cite="usc/38/1720J">section 1720J</external-xref> the following new item:</text>

<subsection id="H90C200058B2C42FCB3861E083EC00A99"><enum>(b)</enum><header>Provision to members of the Armed Forces</header>
<paragraph id="HE1AB1FD7714541988363A853E5F382A1"><enum>(1)</enum><header>In general</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/10/55">Chapter 55</external-xref> of title 10, United States Code, is amended by inserting after <external-xref legal-doc="usc" parsable-cite="usc/10/1074o">section 1074o</external-xref> the following new section:</text> <quoted-block style="USC" id="HA6D4012805454960B0DB04BB7D668F5F" display-inline="no-display-inline"> <section id="HA454B59049994500A4A5730866C08311"><enum>1074p.</enum><header>Provision of stellate ganglion block for certain members</header> <subsection id="H5CA516B0E05F4A088A3954BDBFCC7E36"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall furnish stellate ganglion block to any member of the Armed Forces (including the reserve components) who is performing or has performed active service and who—</text>
<paragraph id="HA13419EA0676414E8BB6B27EF70270A9"><enum>(1)</enum><text>is enrolled in the TRICARE program under chapter 55 of this title;</text></paragraph> <paragraph id="H1BDF1DA2C8EF4F0B8B403722D3EF7248"><enum>(2)</enum><text>has been diagnosed with post-traumatic stress disorder; and</text></paragraph>
<paragraph id="H9556899042F6469AB7CBF9BD02FBB3AE"><enum>(3)</enum><text>has elected to receive stellate ganglion block after being informed by a qualified health care provider of the risks and benefits of stellate ganglion block.</text></paragraph></subsection> <subsection id="H6B5AFEA0DCC646238818A16EEB4FF08E"><enum>(b)</enum><header>Provision of care</header><text>The Secretary may furnish stellate ganglion block under subsection (a) through a medical facility of the Department or through a qualified health care provider participating in a Department administered TRICARE health insurance program.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph>
<paragraph id="H967115A00897409FB47808437C30752B"><enum>(2)</enum><header>Clerical amendment</header><text>The table of contents at the beginning of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/10/55">chapter 55</external-xref> of title 10, United States Code, is amended by inserting after the item relating to <external-xref legal-doc="usc" parsable-cite="usc/10/1074o">section 1074o</external-xref> the following new item:</text> <quoted-block style="USC" id="HEDD6CE38F6F64E1B8C42D12C28F690BD" display-inline="no-display-inline"> <toc regeneration="no-regeneration"> <toc-entry level="section">1074p. Provision of stellate ganglion block for certain members.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> <subsection id="H33BA71A2FE0C4100B25D9A47D3C8F7BA"><enum>(c)</enum><header>Update of joint clinical practice guideline</header> <paragraph id="H419EA33740F4477CBD9A9E0D889A0486"><enum>(1)</enum><header>Update of guideline</header><text>Not later than 180 days after the date of the enactment of this Act, the Secretary of Veterans Affairs and the Secretary of Defense shall update the guideline published jointly by the Secretaries and titled the <quote>VA/DOD Clinical Practice Guideline (CPG) for the Management of PTSD</quote> (or such successor guideline) to ensure the guideline—</text>
<subparagraph id="H327637DE9D1C4BF59FCAAA93090E0D04"><enum>(A)</enum><text>reflects the availability of stellate ganglion block as a therapy option; and</text></subparagraph> <subparagraph id="H2886E06C72E34FC4897CC747E950DB68"><enum>(B)</enum><text>includes information on the clinical indicators and contraindicators for such therapy option.</text></subparagraph></paragraph>
<paragraph id="HA8A6A99E38F94055B8F2C3669A144B42"><enum>(2)</enum><header>Notification</header><text display-inline="yes-display-inline">Upon updating the guideline under paragraph (1), the Secretaries shall notify the appropriate congressional committees of such update.</text></paragraph> <paragraph id="H6B310304C4A64406934F03F43A7AA1BE"><enum>(3)</enum><header>Appropriate congressional committees defined</header><text>In this subsection, the term <quote>appropriate congressional committees</quote> means—</text>
<subparagraph id="H6E5529FA848B4FCA9102FD23B0249963"><enum>(A)</enum><text display-inline="yes-display-inline">the congressional defense committees (as such term is defined in section 101 of title 10, United States Code); and</text></subparagraph> <subparagraph id="HA0BA20C2CD1E49DB96406BE5C068A35E"><enum>(B)</enum><text>the Committees on Veterans’ Affairs of the House of Representatives and the Senate.</text></subparagraph></paragraph></subsection>
<subsection id="H555A4BC6DD164DC988C2C90A51D1DB28"><enum>(d)</enum><header>Effective date</header><text>The amendments made by subsections (a) and (b) shall take effect on the date that is 180 days after the date of the enactment of this Act.</text></subsection></section> </legis-body></bill>
