<section id="H8B7207C35539432280CFD999DAFB82FF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>United States-Mexico Tourism Improvement Act of 2023</short-title></quote>.</text></section> <section id="HFAEA642A68C3451BB0C4ABF8CB2C23D1"><enum>2.</enum><header>Statement of policy</header><text display-inline="no-display-inline">It is the policy of the United States—</text> 
<paragraph id="H1F0B1BFA44A04893B7AA935CD4C498FD"><enum>(1)</enum><text>to continue deepening bilateral tourism through governmental cooperation between the United States and Mexico;</text></paragraph> <paragraph id="H431086D401324B298DEBC0A897BEE715"><enum>(2)</enum><text>to improve third-party tourism to the United States and Mexico through joint international promotional efforts; and</text></paragraph> 
<paragraph id="HB166466384E54AAD8C84B2F0D6B3CE57"><enum>(3)</enum><text>to seek to prioritize and expand the tourism industries in both countries by emphasizing exchanges in various international economic sectors, including relating to—</text> <subparagraph id="HA545D69797EE4139997DE7DCC663D081"><enum>(A)</enum><text>hospitality and accommodation;</text></subparagraph> 
<subparagraph id="H0BB7976D1EF449819C30E0FDC6F06599"><enum>(B)</enum><text>retail; and</text></subparagraph> <subparagraph id="H7CF4097EB45B45A5A4C5F8102534F8C8"><enum>(C)</enum><text>cultural education.</text></subparagraph></paragraph></section> 
<section id="H65C4853C9E6E49A3862382C14D75B22C"><enum>3.</enum><header>Strategy to expand bilateral tourism through cooperation with Mexico</header> 
<subsection id="H1EE1240321BB41A29B4F924FD70900B6"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of State shall develop a strategy through the High Level Economic Dialogue (HLED) platform to carry out the bilateral tourism policy described in section 2 and to encourage the Government of Mexico to take reciprocal action relating to bilateral tourism.</text></subsection> <subsection id="HD043423798114D6C9640B05E2C27E4C6"><enum>(b)</enum><header>Elements</header><text>The strategy required under subsection (a) shall—</text> 
<paragraph id="HCA1B8DFC1C85444A89C2CD2BC3252D8D"><enum>(1)</enum><text>encourage more joint tourism initiatives between the United States and Mexico, including collaborations between governmental and nongovernmental entities; and</text></paragraph> <paragraph id="HE4A8372094CD405D82F44487F71805CD"><enum>(2)</enum><text>encourage United States and Mexican nonprofit institutions and private businesses to assist prospective and developing entrepreneurs in strengthening their business skills in the United States and Mexico.</text></paragraph></subsection> 
<subsection id="H85CBB05B4AB14BF9A74C8318875E6212"><enum>(c)</enum><header>Report</header><text>Not later than 180 days after the date of the enactment of this Act, the Secretary of State shall submit to Congress a report on the strategy required under subsection (a).</text></subsection></section> </legis-body></bill>
