<official-title display="yes">To require the Secretary of Homeland Security to submit a study on the circumstances which may impact the effectiveness and availability of first responders before, during, or after a terrorist threat or event, and for other purposes.</official-title>

<section id="HA4A0073A1D7940CF959C626B2186B7D3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>First Responder Identification of Emergency Needs in Disaster Situations Act</short-title></quote> or the <quote><short-title>FRIENDS Act</short-title></quote>.</text></section> <section id="H4BB2AE470F2E491FBB0B1AF4C7C3C891"><enum>2.</enum><header>Circumstances which may impact first responders during a terrorist event</header> <subsection id="H8E847DCDFB47494DB87AF14FF652294F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the Comptroller General of the United States shall submit to the Committees on Homeland Security and Transportation and Infrastructure of the House of Representatives and the Committee on Homeland Security and Governmental Affairs of the Senate a report that describes select State and local programs and policies, as appropriate, related to the preparedness and protection of first responders. The report may include information on the following:</text> 
<paragraph id="H649609152C7546E7B1E9F9168F88D748"><enum>(1)</enum><text>The degree to which such programs and policies include consideration of the presence of a first responder’s family in an area impacted by a terrorist attack.</text></paragraph> <paragraph id="H31BB3DDB44594D5692B3C8B858CA1AC2"><enum>(2)</enum><text>The availability of personal protective equipment for first responders.</text></paragraph> 
<paragraph id="HF097A1582DE2462EADCF42E28667FE92"><enum>(3)</enum><text display-inline="yes-display-inline">The availability of home Medkits for first responders and their families for biological incident response.</text></paragraph> <paragraph id="H24E1746661644B7EAED9E8E9B69B8E08"><enum>(4)</enum><text>Other related factors.</text></paragraph></subsection> 
<subsection id="H57A2789BA66E48239D01CE95A9732039"><enum>(b)</enum><header>Context</header><text>In preparing the report required under subsection (a), the Comptroller General of the United States may, as appropriate, provide information—</text> <paragraph id="HEA2B611480174A0EA80BE152D75DB855"><enum>(1)</enum><text>in a format that delineates high risk urban areas from rural communities; and</text></paragraph> 
<paragraph id="HCBB3F2A8931A43A6A70336A136841D14"><enum>(2)</enum><text>on the degree to which the selected State and local programs and policies included in such report were developed or are being executed with funding from the Department of Homeland Security, including grant funding from the State Homeland Security Grant Program or the Urban Area Security Initiative under sections 2002 and 2003, respectively, of the Homeland Security Act of 2002 (6 U.S.C. 603 and 604).</text></paragraph></subsection> <subsection id="H7C6FCB1E0AF742E3B04F28DEBE96CAD7"><enum>(c)</enum><header>Homeland security consideration</header><text>After issuance of the report required under subsection (a), the Secretary of Homeland Security shall consider such report’s findings and assess its applicability for Federal first responders.</text></subsection></section>
