            to the Committee on Education and the Workforce

                                 A BILL


 
To amend the Richard B. Russell National School Lunch Act with respect 
      to expanding community eligibility, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``School Meals Expansion Act''.

SEC. 2. EXPANDING COMMUNITY ELIGIBILITY.

    (a) Multiplier.--Clause (vii) of section 11(a)(1)(F) of the Richard 
B. Russell National School Lunch Act (42 U.S.C. 1759a(a)(1)(F)) is 
amended to read as follows:
                            ``(vii) Multiplier.--For each school year 
                        beginning on or after July 1, 2023, the 
                        Secretary shall use a multiplier of 2.5.''.
    (b) Threshold.--Clause (viii) of section 11(a)(1)(F) of the Richard 
B. Russell National School Lunch Act (42 U.S.C. 1759a(a)(1)(F)) is 
amended to read as follows:
                            ``(viii) Threshold.--For each school year 
                        beginning on or after July 1, 2023, the 
                        threshold shall be not more than 25 percent.''.
    (c) Applicability.--The amendments made by this section shall apply 
to a local educational agency with respect to a school year beginning 
on or after July 1, 2023, for which such local educational agency 
elects to receive special assistance payments under subparagraph (F) of 
section 11(a)(1) of the Richard B. Russell National School Lunch Act 
(42 U.S.C. 1759a(a)(1)).
