which was referred to the <committee-name committee-id="HII00">Committee on Natural Resources</committee-name></action-desc></action><action display="yes"><action-date date="20240912">September 12, 2024</action-date><action-desc>Additional sponsors: <cosponsor name-id="M001228">Ms. Maloy</cosponsor> and <cosponsor name-id="M001213">Mr. Moore of Utah</cosponsor></action-desc></action><action display="yes"><action-date date="20240912">September 12, 2024</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc><action-instruction>Strike out all after the enacting clause and insert the part printed in italic</action-instruction><action-instruction>For text of introduced bill, see copy of bill as introduced on April 3, 2023</action-instruction></action><action><action-desc><pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Secretary of the Interior to convey to the State of Utah certain Federal land under the administrative jurisdiction of the Bureau of Land Management within the boundaries of Camp Williams, Utah, and for other purposes.<pagebreak></pagebreak></official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" changed="added" style="OLC" committee-id="HII00" reported-display-style="italic" id="HE24B7A51D85243A887C4821A006C9713"><section section-type="section-one" id="HA5F6D69DEE0D4ECD845354B8DD8A7412"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Mountain View Corridor Completion Act</short-title></quote>.</text></section><section id="HDC6D314FF9334D3CB33A38BC1D0C51D7"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="H34718780FEA04B8BA316AAFDE0C945BC"><enum>(1)</enum><header>Covered land</header><text>The term <term>covered land</term> means the approximately 200.18 acres of land depicted as <quote>Land Proposed for Conveyance</quote> on the map entitled <quote>Mountain View Corridor Completion Act</quote> and dated October 6, 2023.</text></paragraph><paragraph id="HB85E4F9CC51840A093FFF3448B62E54C"><enum>(2)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior, acting through the Director of the Bureau of Land Management.</text></paragraph><paragraph id="HBD1D2AF4A2304C6581A1A4DC03B73C90" commented="no" display-inline="no-display-inline"><enum>(3)</enum><header>State</header><text>The term <term>State</term> means the State of Utah. </text></paragraph></section><section section-type="subsequent-section" id="H47265B3040184B78BAC8F7DB6452B394"><enum>3.</enum><header>Conveyance of Bureau of Land Management land to State of Utah</header><subsection id="H62F231B06EEA4065AA9ECB3E5CE2B119"><enum>(a)</enum><header>Conveyance required</header><text display-inline="yes-display-inline">Not later than 90 days after the date of enactment of this Act, the Secretary shall convey to the State all rights, title, and interest of the United States in and to the covered land.</text></subsection><subsection id="HE4F9C0B976F74F85969814FE1B07A7EA"><enum>(b)</enum><header>Requirements</header><paragraph commented="no" display-inline="no-display-inline" id="HCE237ABBA3D14F888F8D9C9C32EA817A"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text>The conveyance of the covered land under this section shall be subject to valid existing rights.</text></paragraph><paragraph id="H0C736921CBC24438AF987294FADAB7CF" commented="no"><enum>(2)</enum><header>Payment of fair market value</header><text>As consideration for the conveyance of the covered land under this section, the State shall pay to the Secretary an amount equal to the fair market value of the covered land, as determined—</text><subparagraph id="HF8C76C5B2C2C4730BBED0D84973848D1" commented="no"><enum>(A)</enum><text>in accordance with the Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1701">43 U.S.C. 1701 et seq.</external-xref>); and</text></subparagraph><subparagraph id="H1E767CBAE4BB4849B88136D5CDA42DFA" commented="no"><enum>(B)</enum><text>based on an appraisal that is conducted in accordance with—</text><clause id="HADB14FDECD7C4B61A2947711C09F4EF8" commented="no"><enum>(i)</enum><text>the Uniform Appraisal Standards for Federal Land Acquisitions; and</text></clause><clause id="HC0D8A5B5E79F41ABA33AE151CA721D0A" commented="no"><enum>(ii)</enum><text>the Uniform Standards of Professional Appraisal Practice. </text></clause></subparagraph></paragraph></subsection><subsection commented="no" id="H64D2F69000AE4497B6F860D7A9A58475"><enum>(c)</enum><header>Application of Executive Order</header><text display-inline="yes-display-inline">Executive Order 1922 of April 24, 1914, as modified by section 907 of the Camp W.G. Williams Land Exchange Act of 1989 (<external-xref legal-doc="public-law" parsable-cite="pl/101/628">Public Law 101–628</external-xref>; 104 Stat. 4500), shall not apply to the covered land.</text></subsection><subsection id="H988041756BD048F393D7E2AF4FF15C09"><enum>(d)</enum><header>Map and legal description</header><paragraph id="HACEC9817111245C9815DA22E81388453"><enum>(1)</enum><header>In general</header><text>As soon as practicable after the date of enactment of this Act, the Secretary shall finalize a map and a legal description of the covered land to be conveyed under this section.</text></paragraph><paragraph id="HC2A99B16B1574EFD990412629BAF37AD"><enum>(2)</enum><header>Controlling document</header><text>In the case of a discrepancy between the map and legal description finalized under paragraph (1), the map shall control.</text></paragraph><paragraph id="H1B2864C259274C78890ED2F03D329FD7"><enum>(3)</enum><header>Corrections</header><text>The Secretary and the State, by mutual agreement, may correct minor errors in the map or the legal description finalized under paragraph (1).</text></paragraph><paragraph id="H79E5F19D79E347689B94503A4E8BCB77"><enum>(4)</enum><header>Map on file</header><text>The map and legal description finalized under paragraph (1) shall be kept on file and available for public inspection in each appropriate office of the Bureau of Land Management.</text></paragraph></subsection><subsection id="H00C2AB559FB648899D6EE36E213C9DF7"><enum>(e)</enum><header>Reversionary Interest</header><text>If the Secretary, after consultation with the State, determines that the covered land conveyed under this section was sold, attempted to be sold, or used for non-transportation or non-defenses purposes by the State, all right, title, and interest in and to the covered land shall revert to the Secretary, at the discretion of the Secretary, after providing—</text><paragraph commented="no" display-inline="no-display-inline" id="HABF3A5323EFC4665968345627A71B06F"><enum>(1)</enum><text display-inline="yes-display-inline">to the State notice and a hearing or an opportunity to correct any identified deficiencies; and </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H4A36076F3DFA46E3B9C4F06C20C21013"><enum>(2)</enum><text display-inline="yes-display-inline">to the public notice and an opportunity to comment.</text></paragraph></subsection></section></legis-body><endorsement display="yes"><action-date date="20240912">September 12, 2024</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement></bill>
