R. 1169</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20230224">February 24, 2023</action-date><action-desc><sponsor name-id="A000375">Mr. Arrington</sponsor> (for himself and <cosponsor name-id="L000593">Mr. Levin</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HVR00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 38, United States Code, to direct the Secretary of Veterans Affairs to provide certificates of eligibility and award letters to certain individuals using electronic means.</official-title></form><legis-body id="HBAC5E19D1F7742B18680478032B897ED" style="OLC"><section id="H6A8EE80539A745C4AD03DF2C469FE0AE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>VA E-Notification Enhancement Act</short-title></quote>. </text></section><section id="H60DC20D9748A44718EE9978740BDBEAB"><enum>2.</enum><header>Provision of certificates of eligibility and award letters using electronic means</header><text display-inline="no-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/36">Chapter 36</external-xref> of title 38, United States Code, is amended by inserting after <external-xref legal-doc="usc" parsable-cite="usc/38/3698">section 3698</external-xref> the following new section (and conforming the table of sections at the beginning of such chapter accordingly):</text><quoted-block style="USC" id="HF626B20EBDCF4023A956F65975890856" display-inline="no-display-inline"><section id="HA653AA2CC4F04407913DEDBAA8CEAD97"><enum>3698A.</enum><header>Provision of certificates of eligibility and award letters using electronic means</header><subsection id="HDE2795E702C141809407D8F7AD6DD0CA"><enum>(a)</enum><header>Requirement</header><text display-inline="yes-display-inline">Except as provided by subsection (b), the Secretary shall provide to an individual the following documents using electronic means:</text><paragraph id="H3EE2E5E62F4F4D4FA98E3461A2C24C6C"><enum>(1)</enum><text display-inline="yes-display-inline">A certificate of eligibility for the entitlement of the individual to covered educational assistance.</text></paragraph><paragraph id="H52E83E17CE4F4A8A97508291B3C79FAE"><enum>(2)</enum><text display-inline="yes-display-inline">An award letter regarding the authorization of the individual to receive covered educational assistance.</text></paragraph></subsection><subsection id="HDF488581266943548EF23DE4BDD275CB"><enum>(b)</enum><header>Election To opt out</header><text display-inline="yes-display-inline">An individual may elect to receive the documents specified in subsection (a) by mail rather than through electronic means under subsection (a). An individual may revoke such an election at any time, by means prescribed by the Secretary.</text></subsection><subsection id="H6D429DE5FBF94AEAAB3E39DDE6417AD7"><enum>(c)</enum><header>Covered educational assistance</header><text display-inline="yes-display-inline">In this section, the term <term>covered educational assistance</term> means educational assistance under chapter 30, 33, or 35 of this title, or the high technology pilot program under section 116 of the Harry W. Colmery Veterans Educational Assistance Act of 2017 (<external-xref legal-doc="public-law" parsable-cite="pl/115/48">Public Law 115–48</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/38/3001">38 U.S.C. 3001</external-xref> note).</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
