<section id="HA5785936501C4532BE606DB166E0BBDB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Department of Veterans Affairs Telehealth Strategy Act</short-title></quote>.</text></section> <section id="HE3277DE59FF544DF971E0ADA847A7049"><enum>2.</enum><header>Telehealth strategy of the Veterans Health Administration</header><text display-inline="no-display-inline">Not later than 180 days after the date of the enactment of this Act, the Secretary of Veterans Affairs shall submit to the Committees on Veterans’ Affairs of the House of Representatives and the Senate a strategy for telehealth services furnished by the Veterans Health Administration. Such strategy shall contain the following elements:</text>
<paragraph id="H6F7F40D4398A476EBF7452FC7CA2510D"><enum>(1)</enum><text>A projection of demand for such telehealth services for the fiscal years 2024, 2025, and 2026, including—</text> <subparagraph id="HDC757009CB5A46B893CD7DB2BC0A208E"><enum>(A)</enum><text display-inline="yes-display-inline">aggregate demand for telehealth services;</text></subparagraph>
<subparagraph id="HB9D61EF4645E489E9C1C9F768615D3E4"><enum>(B)</enum><text>such demand, disaggregated by primary care, relevant specialties, and mental health;</text></subparagraph> <subparagraph id="H2EAF959BF45C4F04B88E1C62B8A6BEF3"><enum>(C)</enum><text display-inline="yes-display-inline">such demand, disaggregated by telehealth modality; and</text></subparagraph>
<subparagraph id="HF7FBBC7ED8434FDAB95E8653D072A159"><enum>(D)</enum><text>demand described in subparagraphs (B) and (C) disaggregated by State.</text></subparagraph></paragraph> <paragraph id="HCB6829D544B74AAFB5A3C3BF8CCC4A4D"><enum>(2)</enum><text>An estimate of the technology needed to support demand described in paragraph (1), including—</text>
<subparagraph id="H64266DFC38F94495884925F9CD2D15AD"><enum>(A)</enum><text>quantities of end-user devices, other hardware, software, and services;</text></subparagraph> <subparagraph id="HC228A32D6DF3401F9869B7281A23834D"><enum>(B)</enum><text>costs of end-user devices, other hardware, software, and services; and</text></subparagraph>
<subparagraph id="HCE990AD9973C40759736F3D249D4E12D"><enum>(C)</enum><text>quantities and costs described in subparagraphs (A) and (B), respectively, disaggregated by—</text> <clause id="H46E2DE29D03D42DE9B37903128F4CD37"><enum>(i)</enum><text>remote patient monitoring and home telehealth prosthetics;</text></clause>
<clause id="H7F68A06E411443FAB7DB1D04762CA1D9"><enum>(ii)</enum><text>home- and community-based services;</text></clause> <clause id="H76044625CD3D409AA649EE8137388C55"><enum>(iii)</enum><text>clinic-based services; and</text></clause>
<clause id="H9AE7F98119F54C8C9098FD74421A941C"><enum>(iv)</enum><text>hospital and emergency services.</text></clause></subparagraph></paragraph></section> <section id="H67A4B74907B1454BB3B66E1E08499AAA"><enum>3.</enum><header>Report on end-user telehealth devices furnished by the Veterans Health Administration</header><text display-inline="no-display-inline">Not later than 180 days after the date of the enactment of this Act, the Secretary of Veterans Affairs shall submit to the Committees on Veterans’ Affairs of the House of Representatives and the Senate a report on the utilization of end-user devices provided to veterans by the Department to facilitate telehealth during fiscal years 2023 and 2024. Such report shall contain the following elements:</text>
<paragraph id="H9C2B93CAFA004A03B0A468574A7A48ED"><enum>(1)</enum><text>How many of each type of end-user devices, in total and disaggregated by State, the Secretary has provided to veterans.</text></paragraph> <paragraph id="HE794F68AD96F4BA18A8880E3D193D7D2"><enum>(2)</enum><text>Usage rates of the devices described in paragraph (1).</text></paragraph>
<paragraph id="H36597C3C0ED74C32BFA69F78942AEC0A"><enum>(3)</enum><text display-inline="yes-display-inline">Total cost to purchase and distribute the devices described in paragraph (1).</text></paragraph> <paragraph id="HAD88BCE6417A41C6A3D207BC522CF43A"><enum>(4)</enum><text display-inline="yes-display-inline">The number of devices described in paragraph (1) returned to the Department.</text></paragraph>
<paragraph id="H3C936FF3F25340188D2C4646AF52ACA9"><enum>(5)</enum><text display-inline="yes-display-inline">The number of devices described in paragraph (4) subsequently provided to other veterans.</text></paragraph></section> <section id="HB00D65CDA36F43E08DD9A6275B36CF5D"><enum>4.</enum><header>State defined</header><text display-inline="no-display-inline">In this Act, the term <quote>State</quote> has the meaning given such term in section 101 of title 38, United States Code.</text></section>
