R. 1091</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20230217">February 17, 2023</action-date><action-desc><sponsor name-id="L000582">Mr. Lieu</sponsor> (for himself, <cosponsor name-id="M001208">Mrs. McBath</cosponsor>, <cosponsor name-id="S001193">Mr. Swalwell</cosponsor>, <cosponsor name-id="G000587">Ms. Garcia of Texas</cosponsor>, <cosponsor name-id="P000613">Mr. Panetta</cosponsor>, <cosponsor name-id="B000574">Mr. Blumenauer</cosponsor>, <cosponsor name-id="I000058">Mr. Ivey</cosponsor>, <cosponsor name-id="H001081">Mrs. Hayes</cosponsor>, <cosponsor name-id="E000299">Ms. Escobar</cosponsor>, <cosponsor name-id="C001091">Mr. Castro of Texas</cosponsor>, <cosponsor name-id="J000288">Mr. Johnson of Georgia</cosponsor>, <cosponsor name-id="C001080">Ms. Chu</cosponsor>, <cosponsor name-id="W000788">Ms. Williams of Georgia</cosponsor>, <cosponsor name-id="V000081">Ms. Velázquez</cosponsor>, <cosponsor name-id="D000096">Mr. Davis of Illinois</cosponsor>, <cosponsor name-id="M001188">Ms. Meng</cosponsor>, and <cosponsor name-id="T000472">Mr. Takano</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 18, United States Code, to clarify the causation element in the Federal hate crime statute, and for other purposes.</official-title></form><legis-body id="HCD2691EA125A44B6B722C789D0B6E39F" style="OLC"><section id="H67027D05BE1F42F69FDC5AC6D6B3EB32" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Stop Hate Crimes Act of 2023</short-title></quote>.</text></section><section id="HE89EC93019104A94AA2D2B8166987D0E"><enum>2.</enum><header>Clarification as to causation element in hate crimes</header><text display-inline="no-display-inline">Section 249(a) of title 18, United States Code, is amended—</text><paragraph id="H0DC28EBEDFC54C75A1B139A0602B39F9"><enum>(1)</enum><text>in paragraph (1), in the matter preceding subparagraph (A)—</text><subparagraph id="HD3058FE4D4FC46E496758DC76B4E8305"><enum>(A)</enum><text>by striking <quote>because of</quote> and inserting <quote>if</quote>; and</text></subparagraph><subparagraph id="H89347DFE5106422FAB4E1B053F7B66AD"><enum>(B)</enum><text>by inserting after <quote>origin of any person</quote> the following: <quote>was a contributory motivating factor for causing or attempting to cause such injury</quote>; and</text></subparagraph></paragraph><paragraph id="H144C5A8F200348FF87CF6D7793C550D5"><enum>(2)</enum><text>in paragraph (2)(A), in the matter preceding clause (i)—</text><subparagraph id="H0B08C2B60CA342CF8B0D564B10A01B6E"><enum>(A)</enum><text>by striking <quote>because of</quote> and inserting <quote>if</quote>; and</text></subparagraph><subparagraph id="HA66C4FE1768140EFBB1EB06306FEAAC3"><enum>(B)</enum><text>by inserting after <quote>disability of any person</quote> the following: <quote>was a contributory motivating factor for causing or attempting to cause such injury</quote>.</text></subparagraph></paragraph></section></legis-body></bill>
