<section id="H2548D8DFBB724E588F8BFD88F2884306" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Sovereign State Environmental Quality Assurance Act</short-title></quote>.</text></section> <section id="H622865574BD449DBB57EE0A7DD7CF1BC"><enum>2.</enum><header>Abolishment of the Environmental Protection Agency</header> <subsection id="H6E48C95DB688474EBBC3B98F525675A9"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Effective on the termination date under subsection (b), the Environmental Protection Agency is abolished.</text></subsection> 
<subsection id="H64A8314F5D764A85A029EFE5A8222E52"><enum>(b)</enum><header>Termination date</header><text>The termination date under this subsection is the date that is 270 days after the date of enactment of this Act.</text></subsection> <subsection id="H387A36CA3AC548D6831E67B3A5295264"><enum>(c)</enum><header>Wind-Up activities</header><text>The Administrator of the Environmental Protection Agency shall take such actions as may be necessary to wind up any outstanding obligations, activities, or affairs of the Environmental Protection Agency prior to the termination date under subsection (b).</text> </subsection> 
<subsection id="HD6114994CB8C476597A2650CE8EA70CA"><enum>(d)</enum><header>Progress report</header><text>Not later than 90 days after the date of enactment of this Act, the Administrator of the Environmental Protection Agency shall submit to Congress a report on the Agency’s progress in winding up the affairs of the Agency by not later than the termination date under subsection (b).</text> </subsection> </section> <section id="H744FDDBEE71C47D89D4BE3B66FBE0805"><enum>3.</enum><header>Allocation of funds to State environmental quality departments</header> <subsection id="HEAD343E029724D80860F02D74E3C480E"><enum>(a)</enum><header>Allocation of funds</header> <paragraph id="HDCED25392C73422F877F008FF3AAF1BD"><enum>(1)</enum><header>In general</header><text>The Secretary of the Treasury shall allocate amounts made available pursuant to paragraph (2) to the State environmental quality departments of each of the several States, the District of Columbia, Puerto Rico, the Virgin Islands, Guam, the Northern Mariana Islands, and American Samoa, in the proportion to which the total population of each State, the District of Columbia, Puerto Rico, the Virgin Islands, Guam, the Northern Mariana Islands, and American Samoa bears to the total population of all the States, the District of Columbia, Puerto Rico, the Virgin Islands, Guam, the Northern Mariana Islands, and American Samoa, as determined by the last preceding decennial census. </text> </paragraph> 
<paragraph id="H516B6E52EA194C7DBD78413411BF942A"><enum>(2)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this subsection $4,400,000,000 for each of fiscal years 2026 through 2029.</text> </paragraph></subsection> <subsection id="H85F3D3522AC64864ABF90281B69D1B44"><enum>(b)</enum><header>Authorization for administration</header><text>There is authorized to be appropriated to the Secretary of the Treasury to audit and administer any allocation of amounts made available pursuant to subsection (a)(2) $880,000,000 for each of fiscal years 2026 through 2029.</text> </subsection> </section> 
<section id="HAB00CA134D8E497393E7636278A7123C"><enum>4.</enum><header>CBO Study and report</header> 
<subsection id="H4442CF170BF84666ADB61194C354BEBE"><enum>(a)</enum><header>Annual study and report</header><text display-inline="yes-display-inline">The Congressional Budget Office shall annually, for each of fiscal years 2026 through 2029, conduct a study and submit to Congress a report on the efficacy of this Act. </text></subsection> <subsection id="H1696CB980F234C828C18E52F72D3F737"><enum>(b)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to the Congressional Budget Office to carry out this section $880,000,000 for each of fiscal years 2026 through 2029.</text> </subsection></section>
