R. 10532</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20241219">December 19, 2024</action-date><action-desc><sponsor name-id="K000389">Mr. Khanna</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HHA00">Committee on House Administration</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Federal Election Campaign Act of 1971 to prohibit a candidate for election to the office or Representative in Congress or Senator from accepting contributions from any political committee other than an authorized committee of the candidate and from establishing a leadership PAC.</official-title></form><legis-body id="HF293A7347B454B29AD5B0007ADD6CED7" style="OLC"><section id="H08C114C241374B37A58B48C936D75703" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No PAC Act</short-title></quote>.</text></section><section id="H68B6DA3BE2254D6698F416DE57C42C8A"><enum>2.</enum><header>Prohibition on acceptance of contributions from PACs by candidates for Representative or Senator</header><subsection id="H8DEDAF9EFE3C4EB3BD97588CC917110C"><enum>(a)</enum><header>Prohibition</header><text display-inline="yes-display-inline">Section 315 of the Federal Election Campaign Act of 1971 (<external-xref legal-doc="usc" parsable-cite="usc/52/30116">52 U.S.C. 30116</external-xref>) is amended by adding at the end the following new subsection:</text><quoted-block display-inline="no-display-inline" id="HE589FC67DEEC430691BD6B04F3686860" style="OLC"><subsection id="H07A38EF9F6BD47B8BAB9F6780D37729A"><enum>(k)</enum><header>Prohibitions relating to certain political committees</header><paragraph id="H0FEC8A788B3D4DAD8427510301CFBBB6"><enum>(1)</enum><header>Acceptance of contributions from PACs</header><text display-inline="yes-display-inline">A candidate for election for the office of Senator or Representative in, or Delegate or Resident Commissioner to, the Congress, may not accept a contribution with respect to the election from any political committee other than an authorized committee of the candidate.</text></paragraph><paragraph id="H44518F99A79841D0A81F86CB67822699"><enum>(2)</enum><header>Establishment of leadership PAC</header><text>A candidate for election for the office of Senator or Representative in, or Delegate or Resident Commissioner to, the Congress may not establish a leadership PAC (as defined in subparagraph (B) of section 304(i)(8)).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HF502D5E6C58A4B07A50D8DA3BA79943C" commented="no"><enum>(b)</enum><header>Effective date</header><text>The amendment made by subsection (a) shall apply with respect to elections occurring after 2024.</text></subsection></section></legis-body></bill>
