R. 10528</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20241219">December 19, 2024</action-date><action-desc><sponsor name-id="H001096">Ms. Hageman</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HII00">Committee on Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To exempt Federal actions related to energy and mineral activities on certain Federal lands from the requirements of the National Environmental Policy Act of 1969.</official-title></form><legis-body id="HA93DA27684214CAF893908FB272A48BE" style="OLC"><section id="H7787C0E91C6349AFA87006B663397641" section-type="section-one"><enum>1.</enum><header>NEPA exemption for Federal actions related to energy and mineral activities on certain Federal lands</header><text display-inline="no-display-inline">Notwithstanding any other provision of law, the following shall not be considered a major Federal action under section 102(2)(C) of the National Environmental Policy Act of 1969 (<external-xref legal-doc="usc" parsable-cite="usc/42/4332">42 U.S.C. 4332(2)(C)</external-xref>):</text><paragraph id="HC695E1B300524641802B4F3D7045818E"><enum>(1)</enum><text>Issuing, granting, or renewing a lease, easement, or right-of-way under the Mineral Leasing Act (<external-xref legal-doc="usc" parsable-cite="usc/30/181">30 U.S.C. 181 et seq.</external-xref>) for the exploration, development, or production of oil, gas, or coal.</text></paragraph><paragraph id="H35783768EC4840E6B73839E2CA58E40D" commented="no"><enum>(2)</enum><text display-inline="yes-display-inline">Issuing, granting, or renewing a permit or other authorization under the Mining Law of 1872 (<external-xref legal-doc="usc" parsable-cite="usc/30/22">30 U.S.C. 22 et seq.</external-xref>) for the exploration, location, development, or extraction of a critical mineral on land that is open to mineral entry.</text></paragraph></section></legis-body></bill>
