<section id="HAB7E86AA81F745D0B90F9BC56E15881C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline"> This Act may be cited as the <quote><short-title>Family Reunification Task Force Act</short-title></quote>.</text></section> <section id="H337F490A44B2477CA57934D0AED6926B"><enum>2.</enum><header>Task force on the reunification of families</header> <subsection id="HDAA3C639F7C842C7B737C63E7039AB27"><enum>(a)</enum><header>In general</header><text>Not later than 30 days after the date of the enactment of this Act, the Secretary of Homeland Security, in coordination with the Secretary of State, the Secretary of Health and Human Services, and the Attorney General, shall establish in the Department of Homeland Security a task force on the reunification of families, to be known as the <quote>Task Force on the Reunification of Families</quote> (in this section referred to as the <quote>Task Force</quote>).</text></subsection> 
<subsection id="HE26003CB40E84022A21BA2C3249C7DB5"><enum>(b)</enum><header>Activities</header><text>The Task Force shall carry out the following:</text> <paragraph id="H9EB4E3650FBA4720836DA244E59C3B0A"><enum>(1)</enum><text>Identify all covered children.</text></paragraph> 
<paragraph id="HA12832B3BCD34AAC89F666755085BB1F"><enum>(2)</enum><text>Provide recommendations to the Secretary of Homeland Security concerning the following:</text> <subparagraph id="HCF0838D0719442829356DA84DCD32C40" commented="no"><enum>(A)</enum><text>The legal authorities necessary to reunite such covered children with their parents or legal guardians.</text></subparagraph> 
<subparagraph id="HDF22F209D2B44BDF83435268058310E6" commented="no"><enum>(B)</enum><text>The exercise of parole under section 212(d)(5)(A) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1182">8 U.S.C. 1182(d)(5)(A)</external-xref>) to reunite such covered children with their parents or legal guardians.</text></subparagraph> <subparagraph id="H17557D17361B4CCF82A920BD4EF01DF4" commented="no"><enum>(C)</enum><text>The issuance of visas or other immigration benefits to reunite such covered children with their parents or legal guardians.</text></subparagraph> 
<subparagraph id="HA624DBECDF4149389FEC7C0A9794D058"><enum>(D)</enum><text display-inline="yes-display-inline">The provision of additional services and support to such covered children and their parents or legal guardians, including trauma and mental health services.</text></subparagraph> <subparagraph id="H7445F8021FCE4087ADDDBB0A7AA5C790"><enum>(E)</enum><text>Reunification of any additional family members of such covered children, such as siblings.</text></subparagraph></paragraph></subsection> 
<subsection id="HCA61BA7F210E44AA926B9F8826942E12"><enum>(c)</enum><header>Consultation</header><text>In developing the recommendations under paragraph (2) of subsection (b), the Task Force shall consult with the following:</text> <paragraph id="HDF02E69563D8494588BE98AC6D0D263F"><enum>(1)</enum><text>Relevant stakeholders, including domestic and international non-governmental organizations.</text></paragraph> 
<paragraph id="H6C35DB41317E481496D46B25B312565D"><enum>(2)</enum><text>Representatives of covered children.</text></paragraph></subsection> <subsection id="H7996F81A85FF4627BED3EC6CB2481FAF"><enum>(d)</enum><header>Reports</header><text>Not later than 60 days after the establishment of the Task Force and every 60 days thereafter, the Task Force shall report to the appropriate congressional committees on the activities of the Task Force during the immediately preceding 60-day period, including relating to any recommendations under subsection (b)(2) that require congressional action.</text></subsection> 
<subsection id="H42632B9F55994B3FB5DB21D44110CD23"><enum>(e)</enum><header>Sunset</header><text display-inline="yes-display-inline">This Act shall terminate on the date that is—</text> <paragraph id="HDE677300A0944D2AB6C4E37235B91D7D"><enum>(1)</enum><text>120 days after the date on which all covered children have been reunited with their parents or legal guardians, or</text></paragraph> 
<paragraph id="H194850E3F1A243C0B4D7A85ECDD3FC24"><enum>(2)</enum><text>January 20, 2039, </text></paragraph><continuation-text continuation-text-level="subsection">whichever is earliest.</continuation-text></subsection> <subsection id="HB68AF3792E9B46FB97C5430B045DF69A"><enum>(f)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph id="HE6974181E93E45DD858E933CEF167218"><enum>(1)</enum><header>Appropriate congressional committees</header><text>The term <quote>appropriate congressional committees</quote> means—</text> <subparagraph id="HD9FAF1BECBBE47C394D752F91D84B8D2"><enum>(A)</enum><text>in the House of Representatives—</text> 
<clause id="H35AACB54435A451B8A88D8BDF5AC25A3"><enum>(i)</enum><text>the Committee on Homeland Security;</text></clause> <clause id="HCA4436C663D142648CE95B8CD7DC1D96"><enum>(ii)</enum><text>the Committee on the Judiciary;</text></clause> 
<clause id="HA940F0CF33644EE992DD3825F135FE90"><enum>(iii)</enum><text>the Committee on Energy and Commerce; and</text></clause> <clause id="HF92FD844729341CF828F1E2AB38D52BC"><enum>(iv)</enum><text>the Committee on Foreign Affairs; and</text></clause></subparagraph> 
<subparagraph id="H4511BA76588D4B7DB158A5E1E7B79DB0"><enum>(B)</enum><text>in the Senate—</text> <clause id="HC1A42058C85A4E3A93C0E74D859AA4B4"><enum>(i)</enum><text>the Committee on Homeland Security and Governmental Affairs;</text></clause> 
<clause id="H182C1C5F70C548C9AF2BF9A06D987C43"><enum>(ii)</enum><text>the Committee on the Judiciary;</text></clause> <clause id="HC062FF6A30254E958C40D38774193A6C"><enum>(iii)</enum><text>the Committee on Health, Education, Labor and Pensions; and</text></clause> 
<clause id="HC62C079B3159447EBC4A5148805A0F1E"><enum>(iv)</enum><text>the Committee on Foreign Relations of the Senate.</text></clause></subparagraph></paragraph> <paragraph id="H6778C4CA1C0948AAA89A89C9D93EA5E8" commented="no"><enum>(2)</enum><header>Covered children</header><text display-inline="yes-display-inline">The term <quote>covered children</quote> means all persons who were under the age of 18 who were separated from their parents or legal guardians at the United States–Mexico border between January 20, 2017, and January 20, 2021, in connection with the implementation of the Zero-Tolerance Policy.</text></paragraph> 
<paragraph id="HC5AAFF265F2A4F4E8473D1AFF8771A37"><enum>(3)</enum><header>Zero-Tolerance Policy</header><text>The term <quote>Zero-Tolerance Policy</quote> means—</text> <subparagraph id="H59778C5C3DDD45B18285CA5C7AA04BAE"><enum>(A)</enum><text>the policy specified in the Attorney General’s memorandum of April 6, 2018, entitled <quote>Zero-Tolerance for Offenses Under 8 U.S.C. § 1325(a)</quote>; or</text></subparagraph>
<subparagraph id="H26DA90A9083446E789355351FFDFD194"><enum>(B)</enum><text display-inline="yes-display-inline">any other related policy, program, practice, or initiative.</text></subparagraph></paragraph></subsection></section> </legis-body></bill>
