<section id="HE74D9E34737A40DEA502400A110A229C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>CBP Canine Home Kenneling Pilot Act</short-title></quote>.</text></section> <section id="HAFD843D9E9294BA78874BC38C0BED59E"><enum>2.</enum><header>Pilot program on canine home kenneling program</header> <subsection id="H35117F80846E4DCE82F4E898B5A9EF8A"><enum>(a)</enum><header>In general</header><text>Not later than one year after the date of the enactment of this Act, the Executive Assistant Commissioner of U.S. Customs and Border Protection’s (CBP) Office of Field Operations (OFO) shall establish a pilot program (in this section referred to as the <quote>pilot program</quote>) to assess whether a canine home kenneling program would benefit the OFO, including both canine handlers and canines.</text></subsection> 
<subsection id="H26254EB261134C368B82649BE1022F29"><enum>(b)</enum><header>Guidance</header> 
<paragraph id="H45B0B77000E54EDBBCDD47F24412F127"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Prior to establishing the pilot program, the Executive Assistant Commissioner shall distribute written guidance for Field Offices of OFO to use while implementing the canine home kenneling pilot program.</text> </paragraph> <paragraph id="HEC23E4DAA707491C9E22C581FD6344DD"><enum>(2)</enum><header>Consultation</header><text>In developing the guidance referred to in paragraph (1), the Executive Assistant Commissioner shall consult with the following entities:</text> 
<subparagraph id="H06FED4F0450B43B9A76D72F410C44B46"><enum>(A)</enum><text>Components of the Department of Homeland Security that utilize home kenneling.</text></subparagraph> <subparagraph id="HADE290D6E69740289B86E19AADECE02B"><enum>(B)</enum><text display-inline="yes-display-inline">The Office of Health Security of the Department of Homeland Security.</text></subparagraph> 
<subparagraph id="H0E5114527547472985B9F8342F9DEFD9"><enum>(C)</enum><text>Representatives of the National Treasury Employees Union.</text></subparagraph></paragraph></subsection> <subsection id="H5E5D1A98DCCD4A818965EF91425CAA3C"><enum>(c)</enum><header>Training</header><text>Prior to establishing the pilot program, the Executive Assistant Commissioner shall carry out the following:</text> 
<paragraph id="H6B8F387D49B743D9AF2F69361FCC1519"><enum>(1)</enum><text>Establish training for canine handlers participating in the pilot program to take full responsibility of a canine’s daily care, including feeding, exercise, and medical needs.</text></paragraph> <paragraph id="HEE0AC7D5FC8D4B91BF862144EB62E450"><enum>(2)</enum><text>Disseminate best practices for the integration of a working canine into the canine handler’s residence.</text></paragraph></subsection> 
<subsection id="H5B6B8F5AD0FD44EE868DD96E9004A9A5"><enum>(d)</enum><header>Requirements</header><text>In carrying out the pilot program, the Executive Assistant Commissioner shall carry out the following:</text> <paragraph id="HCA2C7C2399A34FA0B321E03AAF379F7C"><enum>(1)</enum><text>Ensure that not fewer than ten ports of entry participate in the pilot program.</text></paragraph> 
<paragraph id="H73F40CB301CA45F18960E308EE324205"><enum>(2)</enum><text>Ensure that canines assigned to seaports, airports, and land ports of entry in both urban and rural locations participate in the pilot program.</text></paragraph> <paragraph id="HB9D53F376282484388576699FCFF7B05"><enum>(3)</enum><text>Provide for the participation of canine handlers on a voluntary basis.</text></paragraph> 
<paragraph id="H22DBA3DC052744D2BE17EE79D8ED9703"><enum>(4)</enum><text>Continue the pilot program for a period of not less than two years.</text></paragraph> <paragraph id="HB26BE202EE184BB687D189C0538CAE11"><enum>(5)</enum><text>Terminate the pilot program not more than three years after the establishment of the pilot program.</text></paragraph></subsection> 
<subsection id="H521B74EE281E4E9CB1BC6AB68BDBC5E4"><enum>(e)</enum><header>Briefing and report to Congress</header> 
<paragraph id="HC4582218A3B6433A8E2F71A952D59BA1"><enum>(1)</enum><header>Briefing</header><text>Not later than one year after the date of the enactment of this Act, the Executive Assistant Commissioner shall provide to the appropriate congressional committees a briefing describing the guidance, training and requirements for the pilot program.</text></paragraph> <paragraph id="HCC5C773498A54E4C9E9BA980D42A01DB"><enum>(2)</enum><header>Report</header><text>Not later than 180 days after the termination of the pilot program, the Executive Assistant Commissioner shall submit to the appropriate congressional committees a report that includes the following:</text> 
<subparagraph id="HE758EA3CD5D04321BBAC61D67E4DD909"><enum>(A)</enum><text>Information relating to the number and location of participating canine teams.</text></subparagraph> <subparagraph id="HF28B518562CB41FA8C20263549F49747"><enum>(B)</enum><text display-inline="yes-display-inline">Findings of the pilot program, including a cost-benefit, job performance, health, and wellbeing analysis comparing use of home kenneling with centralized kenneling practices.</text></subparagraph> 
<subparagraph id="H51B1EBE2280D4C8295CFAA18C9E937A5"><enum>(C)</enum><text>Recommendations regarding the continued use of home kenneling for CBP Office of Field Operations.</text></subparagraph></paragraph></subsection> <subsection id="H2DFB0E9A71E349919341D055D48E35D8"><enum>(f)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text> 
<paragraph id="HAF905FBE3274435FA51A89432DFBA8A8"><enum>(1)</enum><header>Appropriate congressional committees</header><text>The term <quote>appropriate congressional committees</quote> means—</text> <subparagraph id="HD4F8738EF07441E8AFBE48E302EB0099"><enum>(A)</enum><text>the Committee on Homeland Security in the House of Representatives; and</text></subparagraph> 
<subparagraph id="H344624631D4543ACB9A43A1928F05DA0"><enum>(B)</enum><text>the Committee on Homeland Security and Governmental Affairs in the Senate.</text></subparagraph></paragraph> <paragraph id="H14AC65E7AFFA446E98E13C7DC67F5770"><enum>(2)</enum><header>Home kenneling</header><text>The term <quote>home kenneling</quote> means the practice whereby canines used for Federal law enforcement purposes are housed and cared for at the residences of their assigned handlers instead of a centralized facility owned or contracted by a Federal agency.</text></paragraph></subsection></section>
