R. 10463</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20241217">December 17, 2024</action-date><action-desc><sponsor name-id="S001224">Mr. Self</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HHM00">Committee on Homeland Security</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Homeland Security to relocate to the State of Texas the headquarters of U.S. Customs and Border Protection, and for other purposes.</official-title></form><legis-body id="H0BAF9094EB024C818078FD253B42ED7A" style="OLC"><section id="HB92C1ECB14784360AD8B326908C4701D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>U.S. Customs and Border Protection Relocation Act</short-title></quote> or the <quote><short-title>CBP Relocation Act</short-title></quote>.</text></section><section id="H53B9025E3AEE4934A0B0CA4DA81604DF" display-inline="no-display-inline" section-type="subsequent-section"><enum>2.</enum><header>Relocation of the headquarters of U.S. Customs and Border Protection</header><subsection id="H446DFB03CDE14550AE050C9F5A37BD31"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than January 1, 2026, the Secretary of Homeland Security, acting through the Commissioner of U.S. Customs and Border Protection, shall relocate to the State of Texas the headquarters of U.S. Customs and Border Protection, including the functions, personnel, and real assets of such headquarters.</text></subsection><subsection id="H87ECCFC39ACD410F83961AA44991F077"><enum>(b)</enum><header>Duties and powers</header><text>In carrying out the relocation described in subsection (a), the Secretary of Homeland Security, acting through the Commissioner of U.S. Customs and Border Protection—</text><paragraph id="HC70304D9EBE042C6B8338AB9DA207263"><enum>(1)</enum><text>shall collaborate with the Commissioner of the General Land Office of the State of Texas to ensure that the requirement described in subsection (c) is satisfied; and</text></paragraph><paragraph id="H7E9AA61A72B2402E9C01C48F3AC9B48B"><enum>(2)</enum><text>may acquire any right, title, or interest in or to land in the State of Texas through a written contract that is signed by the Secretary and the individual who is authorized to convey such right, title, or interest, as the case may be.</text></paragraph></subsection><subsection id="HABA3AEF63FBE4D288D1C57F82C00E7F2"><enum>(c)</enum><header>Headquarters requirement</header><text>The relocation described in subsection (a) shall be strategically placed with respect to handling a crisis at the border between the United States and Mexico.</text></subsection><subsection id="HFFE6832F04C34A62AD89CFCE0CC359C6"><enum>(d)</enum><header>Land title</header><text display-inline="yes-display-inline">Any title to land conveyed to the Secretary of Homeland Security in carrying out the relocation described in subsection (a) shall conform to the title approval standards of the Attorney General that are applicable to land acquisitions by the Federal Government.</text></subsection></section></legis-body></bill>
