which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Accountability</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To establish a commission to study the relocation of certain agencies outside of the Washington, DC metropolitan area, and for other purposes.</official-title></form><legis-body id="HAFD13621AD6948AD9DA019AF6074DF5B" style="OLC"><section id="H3932E97429CA4E5D8C0D889C6134C8AD" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Commission to Relocate the Federal Bureaucracy Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="H0C3EA4EDA0A14E50ADB4E0FE5C35E6F3"><enum>2.</enum><header>Agency relocation commission</header><subsection commented="no" display-inline="no-display-inline" id="H8617AAC38176463FA98B5056F463B3E3"><enum>(a)</enum><header display-inline="yes-display-inline">Definitions</header><paragraph commented="no" display-inline="no-display-inline" id="H5A10FE17B7B94342BC0D2008562A5AF6"><enum>(1)</enum><header display-inline="yes-display-inline">Agency</header><text>The term <term>agency</term> has the meaning given the term in section 551 of title 5, United States Code.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H5C4D27F9E4CF4484BABAAAC83F97FA72"><enum>(2)</enum><header display-inline="yes-display-inline">Commission</header><text>The term <term>Commission</term> means the Commission established under subsection (b).</text></paragraph><paragraph id="HD535B183AD814D1EB9FEC4A3A2F10FFF"><enum>(3)</enum><header>Covered agency</header><text>The term <term>covered agency</term> means an agency that is not a security-related agency, as determined by the President.</text></paragraph><paragraph id="H9A7FDCB72BEE4E399E31FC6004821331"><enum>(4)</enum><header>Telework</header><text>The term <term>telework</term> has the meaning given the term in section 6501 of title 5, United States Code.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HF5F78285207B45C8B1C2B019B7A477AC"><enum>(5)</enum><header display-inline="yes-display-inline">Washington, DC metropolitan area</header><text>The term <term>Washington, DC metropolitan area</term> means—</text><subparagraph commented="no" display-inline="no-display-inline" id="H12787316F96E467CB6E295DB84A726B6"><enum>(A)</enum><text display-inline="yes-display-inline">the District of Columbia;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H120F8BA5A8F7497FA7F6C34C3139BAF3"><enum>(B)</enum><text display-inline="yes-display-inline">Montgomery and Prince George’s Counties in the State of Maryland; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H0AB3506A7E2C4BE280395C050D04648A"><enum>(C)</enum><text display-inline="yes-display-inline">Arlington, Fairfax, Loudon, and Prince William Counties and the City of Alexandria in the Commonwealth of Virginia.</text></subparagraph></paragraph></subsection><subsection id="HD762D0A471ED488DAA9FE7928DDB83D4"><enum>(b)</enum><header>Establishment</header><text>There is established a Commission to study the relocation of covered agencies based in the Washington, DC metropolitan area to other areas throughout the United States.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="H7FDFC7D1E9D741C9A84F4E94F5908549"><enum>(c)</enum><header>Membership</header><text>The Commission shall be composed of—</text><paragraph id="H0F2E70AA606A4E599E7F03BCF99DD9F0"><enum>(1)</enum><text>the Director of the White House Presidential Personnel Office;</text></paragraph><paragraph id="HF141E8DAE59B454FA113996629DC7CC1"><enum>(2)</enum><text>the Director of the Office of Personnel Management;</text></paragraph><paragraph id="H061B2EAFE02C4641B3BB35D720C6889D"><enum>(3)</enum><text>the Comptroller General of the United States;</text></paragraph><paragraph id="H1D06F1FE940344F19D5084A95292D7F2"><enum>(4)</enum><text>the Director of the Office of Management and Budget;</text></paragraph><paragraph id="H229BBCDDF291454EB63EB8083636A55D"><enum>(5)</enum><text>the Secretary of Agriculture;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7C301FFA413740C6A9291241CDE80FE7"><enum>(6)</enum><text display-inline="yes-display-inline">the Secretary of Commerce;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HC6F1ABCBE2924CB3BA9B11A08077C8EF"><enum>(7)</enum><text display-inline="yes-display-inline">the Secretary of Education;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA740B6C34C99454E87D30F6E5E7D0506"><enum>(8)</enum><text display-inline="yes-display-inline">the Secretary of Energy;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H6A09F5C3E5A44D7D83F9B7D69763BE08"><enum>(9)</enum><text display-inline="yes-display-inline">the Secretary of Health and Human Services;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7DE2F934CD33463491CC54222C56A49A"><enum>(10)</enum><text display-inline="yes-display-inline">the Secretary of Housing and Urban Development;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H1B78AD94D23D4011A0627E6F71C6C2AD"><enum>(11)</enum><text display-inline="yes-display-inline">the Secretary of the Interior;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HF7BEEBCBCA2946BB9966FD1C51B55458"><enum>(12)</enum><text display-inline="yes-display-inline">the Secretary of Labor;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H534DD560EDBE454F9C1AFACA9DACC689"><enum>(13)</enum><text display-inline="yes-display-inline">the Secretary of Transportation;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H5E8FA58481524920813D16B7EAB837F6"><enum>(14)</enum><text display-inline="yes-display-inline">the Secretary of Veterans Affairs;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HBAC783DFC0E8416E825CB27778FFBEA7"><enum>(15)</enum><text display-inline="yes-display-inline">the Administrator of the Environmental Protection Agency; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H19BFF9C368154F03878EAFF9F0AFA000"><enum>(16)</enum><text display-inline="yes-display-inline">the Commissioner of Food and Drugs.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H417F168750B14331A522AD55FF582D21"><enum>(d)</enum><header>Report</header><paragraph commented="no" display-inline="no-display-inline" id="H8DE49ACDB09144EF89AC44502970C6DC"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this Act, the Commission shall submit to Congress a report on the study described in subsection (b).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H58104E9C7F49462F820740178E0DAA34"><enum>(2)</enum><header>Factors</header><text>In developing the report required under paragraph (1), the Commission shall recommend the transfer of covered agencies with consideration of—</text><subparagraph commented="no" display-inline="no-display-inline" id="H796B49C9DFDB4E9DACEF4C68A7E41563"><enum>(A)</enum><text display-inline="yes-display-inline">financial efficiency, including whether the cost of living of an area is below the national average;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H8D5E21C981074D8A97BC844F746D96E3"><enum>(B)</enum><text>whether an area has adequate pre-existing infrastructure and available private land to be used for the purpose of covered agencies;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H8041C441428143EA8C8B1C912CE467B2"><enum>(C)</enum><text>whether an area has existing industries relating to the business of a covered agency that can serve as public and private sector partners of the covered agency and strengthen the ability of the covered agency to carry out the duties of the covered agency; and</text></subparagraph><subparagraph id="H6A65ABB5C86D45F29EA8DE6A50A22DAD"><enum>(D)</enum><text>whether, at any time during the 5-year period preceding the date of enactment of this Act, a sizeable portion of the workforce of the covered agency has participated in telework.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
