R. 1032</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20230214">February 14, 2023</action-date><action-desc><sponsor name-id="P000610">Ms. Plaskett</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 1, United States Code, to provide for a definition of the term <quote>State</quote> and to include territories therein, and for other purposes.</official-title></form><legis-body id="H64B75BE06C5147289D08A40ACB765F95" style="OLC"><section id="H4F56DC54840740379BEF3BC7FA9DEC20" section-type="section-one"><enum>1.</enum><header>The term <quote>State</quote> to include territories for purposes of Federal law</header><subsection id="H37A6AD85B5884B07AB80995FC1F25702"><enum>(a)</enum><header>The term <quote>State</quote> To include territories</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/1/1">Chapter 1</external-xref> of title 1, United States Code, is amended by adding at the end the following:</text><quoted-block style="USC" id="H1A50729A12704560AD78EA552CAF64E5" display-inline="no-display-inline"><section id="H32A6950283454A338D323474940A0A8C"><enum>9.</enum><header>Rule of construction regarding the term <quote>State</quote></header><text display-inline="no-display-inline">In determining the meaning of any Act of Congress, or of any ruling, regulation, or interpretation of the various administrative bureaus and agencies of the United States, the term <quote>State</quote> shall include any territory of the United States, unless the statute, rule, regulation, or interpretation explicitly excludes the territories from the definition of the term or otherwise precludes their inclusion. </text></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H0530F8970DE44D36A934F76CA2F77E15"><enum>(b)</enum><header>Clerical amendment</header><text display-inline="yes-display-inline">The table of sections for such chapter is amended by adding at the end the following:</text><quoted-block style="USC" id="HCC0EF0B5B03243318AE1A313D472C9E5" display-inline="no-display-inline"><toc regeneration="no-regeneration"><toc-entry level="section">9.
