Establishment of federal interagency task force on preventing political violence

(a)

Establishment

Not later then 180 days after the date of the enactment of this Act, the President shall establish in the executive branch the Federal Interagency Task Force on Preventing Political Violence (in this Act referred to as the Task Force).(b)

Membership

Not later than 180 days after the date of the enactment of this Act, the Task Force shall be composed of at least 24 members appointed as follows:(1)The President shall appoint not less than three Task Force Staff, of which—(A)one member shall be chosen from among the officials on the Domestic Policy Council of the White House; and(B)one member shall be chosen from among the officials on the National Security Council of the White House.(2)The head of each involved agency shall appoint one official from such involved agency to serve on detail to the Task Force. (c)

Terms

Each member shall serve on the Task Force until the date on which the Task Force terminates under subsection (i).(d)

Vacancy

In the case of a vacancy on the Task Force, such vacancy shall be filled not later than 30 days after arising and in the manner in which the original appointment was made.(e)

Structure and support

(1)

Task Force Staff

The Task Force Staff shall lead the daily operations of the Task Force, execute the duties described in subsection (g), and draft the text of each report under subsection (h).(2)

Involved agency officials

The involved agency officials shall work together to determine—(A)how the Task Force Staff shall execute the duties described in subsection (g); and(B)the required content of each report submitted under subsection (h).(3)

Additional support personnel

The Task Force may appoint additional support personnel as it considers appropriate.(f)

Compensation

(1)

Task Force Staff

The President shall fix the compensation for the Task Force Staff.(2)

Involved Agency Officials

The involved agency officials shall not receive additional compensation for serving on detail to the Task Force.(3)

Additional Personnel

The Task Force shall fix the compensation for additional personnel appointed under subsection (e)(3).(g)

Duties

The duties of the Task Force are to— (1)advise and assist the President and the head of each involved agency in the development of—(A)policy and programming recommendations for each involved agency, including interagency or public-private partnerships, to enhance national unity and both prevent and respond to political and hate-motivated violence based on—(i)the resources of each involved agency available on the date of enactment of this Act; (ii)related programs under the administrative jurisdiction of the involved agencies that can be expanded upon; and(iii)related authorities available to each of the involved agencies to establish new programs;(B)the annual budget justification materials of each involved agency that are submitted in conjunction with the budget of the United States Government submitted to Congress under section 1105(a) of title 31, United States Code, to the extent that such materials relate to funding the recommendations made by the Task Force pursuant to this Act; and(C)each report required under subsection (h);(2)advise the President and the head of each involved agency on specific program and policy matters related to the recommendations of the Task Force, including providing subject matter expertise;(3)address and provide guidance to the President and the head of each involved agency on issues related to national unity, civic-bridge building, and political and hate-motivated violence prevention in the United States; (4)consult with the Office of Public Engagement of the White House to support the mission of the Task Force;(5)consult with civil society organizations, as well as other groups and individuals that are involved in national unity and political and hate-motivated violence prevention work, to identify potential engagement opportunities for the Task Force, including by holding hearings on such engagement opportunities; and(6)coordinate with the President and the head of each involved agency on the duties of the Task Force under this subsection.(h)

Reports

(1)

Interim reports

Beginning on the date that is six months after the Task Force is established under subsection (a), and every six months thereafter, the Task Force shall submit an interim report to the President and the Congress and publish such report on the internet website of the White House for the public as follows:(A)

Initial Interim Report

The initial interim report shall contain a detailed statement on the activities undertaken and recommendations made by the Task Force, pursuant to the duties of the Task Force described in subsection (g), since the establishment of the Task Force.(B)

Subsequent Interim Reports

Subsequent interim reports shall contain a detailed statement on the activities undertaken and recommendations made by the Task Force, pursuant to the duties of the Task Force described in subsection (g), since the most recent previous interim report was submitted.(2)

Final report

Not later than two years after the date on which the Task Force is established under subsection (a), the Task Force shall submit a final report to the President and the Congress and publish such report on the internet website of the White House for the public, containing the following:(A)The findings and conclusions of the Task Force.(B)The progress the President and each involved agency has made on implementing the recommendations made by the Task Force in each interim report the Task Force may choose to submit under paragraph (1).(C)Activities undertaken by the Task Force pursuant to the duties of the Task Force described in subsection (g).(D)A description of each program under the administrative jurisdiction of each involved agency that enhances national unity and helps prevent and respond to political and hate-motivated violence.(E)Recommendations for legislation and administrative action the Task Force considers appropriate.(i)

Termination

The Task Force shall terminate on the date that is two years after the date on which the Task Force is established under subsection (a).(j)

Federal Advisory Committee Act

The Task Force shall be exempt from chapter 10 of title 5, United States Code (commonly known as the Federal Advisory Committee Act).(k)

The term involved agency means the following:(A)The Office of Management and Budget.(B)The Department of Labor.(C)The Department of Health and Human Services.(D)The Department of Agriculture.(E)The Department of Justice.(F)The Department of Housing and Urban Development.(G)The Department of Education.(H)The Department of Veterans Affairs.(I)The Department of Defense.(J)The Department of the Interior.(K)The Department of Commerce.(L)The Corporation for National and Community Service.(M)The National Endowment for the Arts.(N)The National Endowment for the Humanities.(O)The Office of the Surgeon General. (P)The Small Business Administration.(Q)The Election Assistance Commission.(R)The Department of State.(S)The Department of Homeland Security.(T)The Federal Emergency Management Agency.(U)The Federal Bureau of Investigation.(2)

Involved agency official

The term involved agency official means an individual appointed under subsection (b)(2). (3)

Task Force Staff

The term Task Force Staff means an individual—(A)who is not an officer or employee of any Federal, State, or foreign government and who is specially qualified to serve on the Task Force by virtue of their education, training, or experience with political and hate-motivated violence prevention work; and(B)appointed under subsection (b)(1).
