committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To establish the Federal Interagency Task Force on Preventing Political Violence.</official-title></form><legis-body id="H8B1E6C8865ED42D6BB03D06DEA1077C1" style="OLC"><section id="H19939716D2D54CADBB34BE68166B4E31" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Preventing Political Violence Act</short-title></quote>. </text></section><section id="H4D47E41E185447E0BBBF07008122BE54"><enum>2.</enum><header>Establishment of federal interagency task force on preventing political violence</header><subsection id="H42DC1373C12841DE9530FDF2A5B5544E"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later then 180 days after the date of the enactment of this Act, the President shall establish in the executive branch the Federal Interagency Task Force on Preventing Political Violence (in this Act referred to as the <quote>Task Force</quote>).</text></subsection><subsection id="HDB16E32A1AD248B6BDDDDAB1CE821F4A"><enum>(b)</enum><header>Membership</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Task Force shall be composed of at least 24 members appointed as follows:</text><paragraph id="H3DEACB95FB054B58A7BE36029B9E6FD0"><enum>(1)</enum><text display-inline="yes-display-inline">The President shall appoint not less than three Task Force Staff, of which—</text><subparagraph id="H67C73B60A2324B14B4E5D39CDF405F94"><enum>(A)</enum><text>one member shall be chosen from among the officials on the Domestic Policy Council of the White House; and</text></subparagraph><subparagraph id="H74263B686787487FAC13C909AB3484A7"><enum>(B)</enum><text>one member shall be chosen from among the officials on the National Security Council of the White House.</text></subparagraph></paragraph><paragraph id="HFE8839734F104070AB3AE663448E4961"><enum>(2)</enum><text>The head of each involved agency shall appoint one official from such involved agency to serve on detail to the Task Force. </text></paragraph></subsection><subsection id="HABB969A0A07A49C08F0F569B47258A5F"><enum>(c)</enum><header>Terms</header><text display-inline="yes-display-inline">Each member shall serve on the Task Force until the date on which the Task Force terminates under subsection (i).</text></subsection><subsection id="H004E4978866F4F98B822C2431446CC9D"><enum>(d)</enum><header>Vacancy</header><text>In the case of a vacancy on the Task Force, such vacancy shall be filled not later than 30 days after arising and in the manner in which the original appointment was made.</text></subsection><subsection id="H03FCD935CA664A0FA7FCD16DAECBF992"><enum>(e)</enum><header>Structure and support</header><paragraph id="H319D4488BBA04D5A8A99D02000C40EEF"><enum>(1)</enum><header>Task Force Staff</header><text display-inline="yes-display-inline">The Task Force Staff shall lead the daily operations of the Task Force, execute the duties described in subsection (g), and draft the text of each report under subsection (h).</text></paragraph><paragraph id="H0D2202D100534EA88DF9E44735667007"><enum>(2)</enum><header>Involved agency officials</header><text display-inline="yes-display-inline">The involved agency officials shall work together to determine—</text><subparagraph id="H0A22249EFAA043D689CDF292E9CDC608"><enum>(A)</enum><text>how the Task Force Staff shall execute the duties described in subsection (g); and</text></subparagraph><subparagraph id="H8A54F089D536403389295F26FADED39A"><enum>(B)</enum><text>the required content of each report submitted under subsection (h).</text></subparagraph></paragraph><paragraph id="HB091169695A242E8AAD7541015365DC6"><enum>(3)</enum><header>Additional support personnel</header><text>The Task Force may appoint additional support personnel as it considers appropriate.</text></paragraph></subsection><subsection id="H1BDBE07ED5274B71A53C2AA2193CE5EA"><enum>(f)</enum><header>Compensation</header><paragraph id="HA1095C08951A499499E5BBDDDAEBBCDF"><enum>(1)</enum><header>Task Force Staff</header><text display-inline="yes-display-inline">The President shall fix the compensation for the Task Force Staff.</text></paragraph><paragraph id="H1D97A8A27FA84AE5A4D17739787579AC"><enum>(2)</enum><header>Involved Agency Officials</header><text display-inline="yes-display-inline">The involved agency officials shall not receive additional compensation for serving on detail to the Task Force.</text></paragraph><paragraph id="HC5A317A58A9F42BE903418C7C6F16CB7"><enum>(3)</enum><header>Additional Personnel</header><text display-inline="yes-display-inline">The Task Force shall fix the compensation for additional personnel appointed under subsection (e)(3).</text></paragraph></subsection><subsection id="H9CD572E7BCD44C54882B46017B2E5BB2"><enum>(g)</enum><header>Duties</header><text>The duties of the Task Force are to— </text><paragraph id="H0C4FF67807CA4A079F6C3B2C977FBB4E" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">advise and assist the President and the head of each involved agency in the development of—</text><subparagraph id="H4C99D64CE1B14A01AFB6B04C5808151C" commented="no"><enum>(A)</enum><text display-inline="yes-display-inline">policy and programming recommendations for each involved agency, including interagency or public-private partnerships, to enhance national unity and both prevent and respond to political and hate-motivated violence based on—</text><clause id="HE75A87526E874C078D66AB5B52C56106" commented="no"><enum>(i)</enum><text>the resources of each involved agency available on the date of enactment of this Act; </text></clause><clause id="H5932D234DA854132BAA2FCC3BC050DF0" commented="no"><enum>(ii)</enum><text display-inline="yes-display-inline">related programs under the administrative jurisdiction of the involved agencies that can be expanded upon; and</text></clause><clause id="HCB7D00C34A1F4519A1DA4742D8DF352D" commented="no"><enum>(iii)</enum><text display-inline="yes-display-inline">related authorities available to each of the involved agencies to establish new programs;</text></clause></subparagraph><subparagraph id="HC7D402FCC2D04E08A1FC39720D63E469" commented="no"><enum>(B)</enum><text display-inline="yes-display-inline">the annual budget justification materials of each involved agency that are submitted in conjunction with the budget of the United States Government submitted to Congress under section 1105(a) of title 31, United States Code, to the extent that such materials relate to funding the recommendations made by the Task Force pursuant to this Act; and</text></subparagraph><subparagraph id="HD51A417AAB394F15AFB4D8428860D59B" commented="no"><enum>(C)</enum><text display-inline="yes-display-inline">each report required under subsection (h);</text></subparagraph></paragraph><paragraph id="HB220A66225B64AD28C1674391F61AC14"><enum>(2)</enum><text display-inline="yes-display-inline">advise the President and the head of each involved agency on specific program and policy matters related to the recommendations of the Task Force, including providing subject matter expertise;</text></paragraph><paragraph id="H255770C593F3476DA23A7C79B1D07667"><enum>(3)</enum><text display-inline="yes-display-inline">address and provide guidance to the President and the head of each involved agency on issues related to national unity, civic-bridge building, and political and hate-motivated violence prevention in the United States; </text></paragraph><paragraph id="H7AA703D2E2A44860AD607CE05ACBF079"><enum>(4)</enum><text>consult with the Office of Public Engagement of the White House to support the mission of the Task Force;</text></paragraph><paragraph id="H0FD60C9757B94D89B74ABB6243981FFB"><enum>(5)</enum><text>consult with civil society organizations, as well as other groups and individuals that are involved in national unity and political and hate-motivated violence prevention work, to identify potential engagement opportunities for the Task Force, including by holding hearings on such engagement opportunities; and</text></paragraph><paragraph id="H03A5D8C737E5451EB7C7B36F540EE825"><enum>(6)</enum><text>coordinate with the President and the head of each involved agency on the duties of the Task Force under this subsection.</text></paragraph></subsection><subsection id="HFC0F78A4B79543D38EA0A50CF82A6C6C"><enum>(h)</enum><header>Reports</header><paragraph id="H055A74A4359C407FBEA36E8877604562" commented="no"><enum>(1)</enum><header>Interim reports</header><text display-inline="yes-display-inline">Beginning on the date that is six months after the Task Force is established under subsection (a), and every six months thereafter, the Task Force shall submit an interim report to the President and the Congress and publish such report on the internet website of the White House for the public as follows:</text><subparagraph id="H5E05662AEF374E489FDF0109CED39558" commented="no"><enum>(A)</enum><header>Initial Interim Report</header><text display-inline="yes-display-inline">The initial interim report shall contain a detailed statement on the activities undertaken and recommendations made by the Task Force, pursuant to the duties of the Task Force described in subsection (g), since the establishment of the Task Force.</text></subparagraph><subparagraph id="H36D757DBE6214CEBAA15410B8CB945B9" commented="no"><enum>(B)</enum><header>Subsequent Interim Reports</header><text display-inline="yes-display-inline">Subsequent interim reports shall contain a detailed statement on the activities undertaken and recommendations made by the Task Force, pursuant to the duties of the Task Force described in subsection (g), since the most recent previous interim report was submitted.</text></subparagraph></paragraph><paragraph id="H93A8456BECB64D71A2D6ACBA74F16194"><enum>(2)</enum><header>Final report</header><text display-inline="yes-display-inline">Not later than two years after the date on which the Task Force is established under subsection (a), the Task Force shall submit a final report to the President and the Congress and publish such report on the internet website of the White House for the public, containing the following:</text><subparagraph id="H2F15DFB4690A4C06A29FE0C7ECD60164"><enum>(A)</enum><text>The findings and conclusions of the Task Force.</text></subparagraph><subparagraph id="H70A09E4D14814D71995AC12C6A28B116"><enum>(B)</enum><text>The progress the President and each involved agency has made on implementing the recommendations made by the Task Force in each interim report the Task Force may choose to submit under paragraph (1).</text></subparagraph><subparagraph id="H9F786C858CE74AABAB21F096655576D9"><enum>(C)</enum><text>Activities undertaken by the Task Force pursuant to the duties of the Task Force described in subsection (g).</text></subparagraph><subparagraph id="H81D8F2028B2B4763B94615EAA3254FEB" commented="no"><enum>(D)</enum><text>A description of each program under the administrative jurisdiction of each involved agency that enhances national unity and helps prevent and respond to political and hate-motivated violence.</text></subparagraph><subparagraph id="H70A58EF84CDF430C8B2454AD6B335B50"><enum>(E)</enum><text>Recommendations for legislation and administrative action the Task Force considers appropriate.</text></subparagraph></paragraph></subsection><subsection id="HD1A760C68C8943DFB56EA821BF6AAE29"><enum>(i)</enum><header>Termination</header><text>The Task Force shall terminate on the date that is two years after the date on which the Task Force is established under subsection (a).</text></subsection><subsection id="H8398E35D18EA476A9B247C699E54AB21"><enum>(j)</enum><header>Federal Advisory Committee Act</header><text display-inline="yes-display-inline">The Task Force shall be exempt from <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/10">chapter 10</external-xref> of title 5, United States Code (commonly known as the <quote>Federal Advisory Committee Act</quote>).</text></subsection><subsection id="H29E9BF8D5E994EA48061EA5102FC2460"><enum>(k)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this Act:</text><paragraph id="HC44B68114DDB4459AE0E3124623615F0"><enum>(1)</enum><header>Involved agency</header><text>The term <quote>involved agency</quote> means the following:</text><subparagraph id="H5C81A5373F8F4C719DB8371D811C3224"><enum>(A)</enum><text display-inline="yes-display-inline">The Office of Management and Budget.</text></subparagraph><subparagraph id="H9FC84CFC1CE044CFBEA0C3CFF881B127"><enum>(B)</enum><text>The Department of Labor.</text></subparagraph><subparagraph id="H537943217CD241C59BC440CFED0D75B8"><enum>(C)</enum><text>The Department of Health and Human Services.</text></subparagraph><subparagraph id="H6789A4089A8D4191A5E1EC16CF69BE18"><enum>(D)</enum><text>The Department of Agriculture.</text></subparagraph><subparagraph id="HE9EDD519AB254670BFAE333B4710F0EA"><enum>(E)</enum><text>The Department of Justice.</text></subparagraph><subparagraph id="H02EF7FEA8C7C4443A6AAD471850E12D9"><enum>(F)</enum><text>The Department of Housing and Urban Development.</text></subparagraph><subparagraph id="H5BDEFD97F742491AADBE6EF122774698"><enum>(G)</enum><text>The Department of Education.</text></subparagraph><subparagraph id="H724D76CD1AEF400C87C34C176B12DAF2"><enum>(H)</enum><text>The Department of Veterans Affairs.</text></subparagraph><subparagraph id="HEF806FDF1A884EAE9E9499EEA81B22E3"><enum>(I)</enum><text>The Department of Defense.</text></subparagraph><subparagraph id="HA26FF6F9B8214F78AC55BD2B1659A319"><enum>(J)</enum><text>The Department of the Interior.</text></subparagraph><subparagraph id="H7F19EF322E844076B0FD5835680C7472"><enum>(K)</enum><text>The Department of Commerce.</text></subparagraph><subparagraph id="HAFCFABFFB3974B0AA4286820DCA8E7CB"><enum>(L)</enum><text>The Corporation for National and Community Service.</text></subparagraph><subparagraph id="H37F6D9C644014281A6F1F59C9C5286DE"><enum>(M)</enum><text>The National Endowment for the Arts.</text></subparagraph><subparagraph id="H1DA5A2FADE434DF18D7DE2F234A4FBB5"><enum>(N)</enum><text>The National Endowment for the Humanities.</text></subparagraph><subparagraph id="HE9BBB70BC6694CA59AEC2934132E7699"><enum>(O)</enum><text>The Office of the Surgeon General. </text></subparagraph><subparagraph id="H68BAC837A6B846ADAC04D64D55CB6F63"><enum>(P)</enum><text>The Small Business Administration.</text></subparagraph><subparagraph id="H0AD356E7FA2144BEA6CCA1515F874527"><enum>(Q)</enum><text>The Election Assistance Commission.</text></subparagraph><subparagraph id="HB13851F3E70E4D03B500E17F13DF9634"><enum>(R)</enum><text>The Department of State.</text></subparagraph><subparagraph id="H3C3989D42788411E95825252FEB35757"><enum>(S)</enum><text>The Department of Homeland Security.</text></subparagraph><subparagraph id="H135429C2974C4A10A8AB669CA152EEE5"><enum>(T)</enum><text>The Federal Emergency Management Agency.</text></subparagraph><subparagraph id="H884318F5D5F84518988B27B6FA0FA7D8"><enum>(U)</enum><text>The Federal Bureau of Investigation.</text></subparagraph></paragraph><paragraph id="HAFA288017F5B4E1CBEAB2F7896A3410E"><enum>(2)</enum><header>Involved agency official</header><text>The term <quote>involved agency official</quote> means an individual appointed under subsection (b)(2). </text></paragraph><paragraph id="H2806FB7A04224748A3AC6EEB219F7A6C"><enum>(3)</enum><header>Task Force Staff</header><text display-inline="yes-display-inline">The term <quote>Task Force Staff</quote> means an individual—</text><subparagraph id="H2C6A1AC0692D466ABCEC2195633EEAC2"><enum>(A)</enum><text>who is not an officer or employee of any Federal, State, or foreign government and who is specially qualified to serve on the Task Force by virtue of their education, training, or experience with political and hate-motivated violence prevention work; and</text></subparagraph><subparagraph id="H490F9140090F4F10A609F58062431255"><enum>(B)</enum><text>appointed under subsection (b)(1).</text></subparagraph></paragraph></subsection></section></legis-body></bill>
