R. 10067</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20241029">October 29, 2024</action-date><action-desc><sponsor name-id="G000578">Mr. Gaetz</sponsor> (for himself, <cosponsor name-id="B001302">Mr. Biggs</cosponsor>, <cosponsor name-id="W000814">Mr. Weber of Texas</cosponsor>, and <cosponsor name-id="B000825">Ms. Boebert</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HWM00">Committee on Ways and Means</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Internal Revenue Code of 1986 to exclude from tax-exempt status entities which provide goods or services to individuals who are not citizens or nationals of the United States.</official-title></form><legis-body id="H1E7BD5BC630049C8859A9543C05F37AB" style="OLC"><section id="HDB48730199254B51A9917B7629B57669" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Helping Americans by Restricting Resources to Immigrant Services Act of 2024</short-title></quote> or the <quote><short-title>HARRIS Act of 2024</short-title></quote>. </text></section><section id="HAD69528E35F84B9E924C780466BF876F"><enum>2.</enum><header>Exclusion from tax-exempt status of entities which provide goods or services to individuals who are not citizens or United States nationals</header><subsection id="HD882EE10C6D841E0AE1534EB3D7ECFCC"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/26/501">Section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986 is amended by inserting <quote>no substantial part of the activities of which is providing goods or services to individuals other than citizens of the United States and aliens lawfully admitted for permanent residence (as defined in section 101(a)(20) of the Immigration and Nationality Act),</quote> after <quote>subsection (h)),</quote>.</text></subsection><subsection id="HB45B39F173854C71BD94FF7608404692"><enum>(b)</enum><header>Effective date</header><text display-inline="yes-display-inline">The amendment made by this section shall apply to taxable years beginning after the date of the enactment of this Act.</text></subsection></section></legis-body></bill>
