which was referred to the <committee-name committee-id="HII00">Committee on Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of the Interior to establish the Invasive Species Rapid Response Program.</official-title></form><legis-body id="H84885D30EA7C45F3ACEEF0D89AE9DE0B" style="OLC"><section id="H85FCC09ABA5B424CAF375E7C74D239A6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Invasive Species Response Act</short-title></quote>.</text></section><section id="HC92D2C9781644E4390A8B5C0DC6874EE"><enum>2.</enum><header>Invasive Species Strike Team Program</header><subsection id="H42A53D15BC944190B187BB665504815E"><enum>(a)</enum><header>Purpose</header><text display-inline="yes-display-inline">The purpose of this Act is to legislatively authorize programs within the Department of the Interior to control and eradicate invasive species impacting Federal lands through prevention, early detection, and rapid response.</text></subsection><subsection id="HB38159CC7689481ABC077DAAF1209E86"><enum>(b)</enum><header>Invasive Species Strike Team Program</header><paragraph id="HEE6021045400458F9134B945296323D6"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall establish a program to identify and respond to priority invasive species threats within the National Wildlife Refuge System in collaboration with Federal, State, local, and Tribal governments, nongovernmental institutions, nonprofit organizations, and private individuals and entities with expertise in invasive species management, to be known as the <quote>Invasive Species Strike Team Program</quote>.</text></paragraph><paragraph id="H79A24494A6A44AE9A3E150F3829ABC1B"><enum>(2)</enum><header>Requirements</header><text>In carrying out the Program, the Secretary shall—</text><subparagraph id="H728B83A6255340DCAAA17B9E711DB99F"><enum>(A)</enum><text display-inline="yes-display-inline">establish species response teams trained in rapid response and invasive species management for multiple taxa, including Incident Command System trainings and table-top exercises, to assist with priority invasive species response;</text></subparagraph><subparagraph id="HFEAF9EE5A8CB49A5A1537C4D92C410E7"><enum>(B)</enum><text>establish at least 1 species response team within each region of the United States Fish and Wildlife Service;</text></subparagraph><subparagraph id="H0A1D1276E3424173A477F90E012DAB3F"><enum>(C)</enum><text>develop a set of consistent taxonomy standards and implement such standards among all Department of Interior databases; and</text></subparagraph><subparagraph id="H12984926175A4A25BBC52DED3DA712EC"><enum>(D)</enum><text>develop and utilize unified reporting platforms, including—</text><clause id="HD32AD3E7288C4FBAADBD5F56FB084E0E"><enum>(i)</enum><text display-inline="yes-display-inline">the National Agricultural Pest Information System;</text></clause><clause id="H85E086E2B5CC404B87F8355A6AA61BA9"><enum>(ii)</enum><text>the National Data Repository of the National Plant Diagnostic Network;</text></clause><clause id="H125A6BA978E347E2AA929E9CC4FA1AE1"><enum>(iii)</enum><text>the Early Detection and Distribution Mapping System (EDDMapS);</text></clause><clause id="HB6BFE296E4284076AA65CA7B8E45C6F2"><enum>(iv)</enum><text>the Nonindigenous Aquatic Species Database of the United States Geological Survey;</text></clause><clause id="H64AC5866E9324498A61CAFA007A6D43D"><enum>(v)</enum><text>iMapInvasives; and</text></clause><clause id="H57D3E588381E48699BF988FCA90F9C91"><enum>(vi)</enum><text>State databases.</text></clause></subparagraph></paragraph><paragraph id="H1E51FF7648594E2F91BCE9420FE0AEE2"><enum>(3)</enum><header>Provision of assistance</header><text>In carrying out the Program, the Secretary is authorized to—</text><subparagraph id="H462CB13F213147948B602100ECAC4F62"><enum>(A)</enum><text display-inline="yes-display-inline">conduct outreach to Federal, State, local, and Tribal governments, nongovernmental institutions, nonprofit organizations, and private individuals and entities to address the management of property in the vicinity of, or ecologically related to, a unit of the National Wildlife Refuge System, including providing or entering into, upon request—</text><clause id="H24243E3DC2BF4263962569DEE52F9378"><enum>(i)</enum><text>financial assistance, including direct expenditures and grants;</text></clause><clause id="HA6FC12DF77F74CC591085C289295A9FA"><enum>(ii)</enum><text>technical assistance;</text></clause><clause id="H5D38A2FDD33043F79EE84705DA636D00"><enum>(iii)</enum><text>contracts; and</text></clause><clause id="HBC43B1EA75A648A98690D8D1C5DF2DA3"><enum>(iv)</enum><text>cooperative agreements; and</text></clause></subparagraph><subparagraph id="HFFD38A5144854058ADF94ED33DE6E111"><enum>(B)</enum><text>upon the request of another Federal department or agency, enter into an agreement with such department or agency to provide to such department or agency the expertise and use of species response teams established under paragraph (2) to respond to invasive species under the jurisdiction of such department or agency.</text></subparagraph></paragraph><paragraph id="H61C82358DF204A5FBDD0A9716C9CAB09"><enum>(4)</enum><header>Coordination of management actions</header><text>The Secretary shall encourage each unit of the National Wildlife Refuge System to coordinate the management actions of each such unit with each State within which each such unit is located.</text></paragraph><paragraph id="H6A40ADDE70E64DB797AB729140EF0D93"><enum>(5)</enum><header>Annual report</header><subparagraph id="HBABF20A29A6E4DEA8B94928E3673E928"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this section, and annually thereafter, the Secretary shall submit to the Committees on Appropriations and Natural Resources of the House of Representatives and the Committees on Appropriations and Energy and Natural Resources of the Senate, and make available to the public on the website of the United States Fish and Wildlife Service, a report regarding the Program.</text></subparagraph><subparagraph id="H7B234CE8CEBA4EDC9250992E85CFD97B"><enum>(B)</enum><header>Contents of report</header><text>Each report submitted under subparagraph (A) shall include—</text><clause id="H757CAD2FD6C343538D44CE6B4F73D3DB"><enum>(i)</enum><text display-inline="yes-display-inline">an assessment of each priority invasive species within the National Wildlife Refuge System; and</text></clause><clause id="HC56B2EB672254A6EBBAD4B77D283653F"><enum>(ii)</enum><text>progress made by the Program toward the eradication of each priority invasive species.</text></clause></subparagraph></paragraph></subsection><subsection id="HDC0A5D4E6337443FB300DC055E9A0C91"><enum>(c)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to the Secretary to carry out this section $15,000,000 for each of fiscal years 2025 through 2029.</text></subsection><subsection id="HC98A98165E7D4DB2BD40FD5D747FC3FC"><enum>(d)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H18CBB081B7F142A9A39893DE3DD567CA"><enum>(1)</enum><header>Invasive species</header><text display-inline="yes-display-inline">The term <term>invasive species</term> means a non-native species to the ecosystem whose introduction causes or is likely to cause economic harm, environmental harm or harm to human health.</text></paragraph><paragraph id="H41BF784D3CE64171A806D58F5A1FA81D"><enum>(2)</enum><header>Priority invasive species</header><text display-inline="yes-display-inline">The term <term>priority invasive species</term> means an invasive species that is a major concern and necessary to map, monitor and manage based on the following factors: potential impact on other native species, ability to alter habitats, ability to harm human health and severity of economic impact.</text></paragraph><paragraph id="H4D6F8645C9734C05ADADCB72C93658D4"><enum>(3)</enum><header>Program</header><text display-inline="yes-display-inline">The term <term>Program</term> means the Invasive Species Strike Team Program established under subsection (b)(1).</text></paragraph><paragraph id="HA415EBBD18EF429AB30B3055582B01D0"><enum>(4)</enum><header>Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the Secretary of the Interior, acting through the Director of the United States Fish and Wildlife Service.</text></paragraph><paragraph id="HE0D8B5235CF5485DA06021B95B77573F" commented="no"><enum>(5)</enum><header>State</header><text>The term <term>State</term> means each of the several States, the District of Columbia, the Commonwealth of Puerto Rico, the Commonwealth of the Northern Mariana Islands, American Samoa, Guam, the Virgin Islands, and any other territory or possession of the United States.</text></paragraph></subsection></section></legis-body></bill>
