RES. 94</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20230929">September 29, 2023</action-date><action-desc><sponsor name-id="S001222">Mr. Santos</sponsor> submitted the following joint resolution; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>JOINT RESOLUTION</legis-type><official-title display="yes">Proposing an amendment to the Constitution of the United States limiting pay for Members of Congress and requiring legislation to reduce the national debt.</official-title></form><resolution-body style="OLC" id="HEA0F402F87BE457AA8A3F2B2FDC7946C"><section display-inline="yes-display-inline" section-type="undesignated-section" id="HD37FC9DAE63B427CB8389237B2DDD27D"><text>That the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several States within seven years after the date of its submission for ratification:</text><quoted-block display-inline="no-display-inline" id="H6CB4518594F5440EA7224E24F7677C0F" style="traditional"><constitution-article id="H85D6DE9AD88E49F9912D52B53750973E"><enum> —</enum><section id="H444E72FA6CE04DDBAE05A53AEA019FF7" section-type="section-one"><enum>1.</enum><text display-inline="yes-display-inline">No Member of Congress may receive compensation in any fiscal year if, during the immediately preceding fiscal year, total outlays exceeded total receipts.</text></section><section id="H4A4316C04FCE4BE1AB8A225E0A95D762" section-type="section-one"><enum>2.</enum><text display-inline="yes-display-inline">No bill shall become law unless such bill reduces the total national debt. </text></section><section id="H34F842401C8643F1A89AFB2091AB8B77" section-type="section-one"><enum>3.</enum><text display-inline="yes-display-inline">Sections 1 and 2 shall not apply if the total national debt is equal to zero or there is a surplus.</text></section><section id="HD57FA4CD3A7D44FB85A1D26C06327454" section-type="section-one"><enum>4.</enum><text display-inline="yes-display-inline">The Congress shall enforce and implement this article by appropriate legislation, which may rely on estimates of outlays and receipts.</text></section><section id="H093B467BCEBE41928FDDECC84DB6A33B" section-type="section-one"><enum>5.</enum><text display-inline="yes-display-inline">This article shall take effect beginning with the fifth fiscal year beginning after its ratification.</text></section></constitution-article><after-quoted-block>.</after-quoted-block></quoted-block></section></resolution-body></resolution>
