RES. 4</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20230109">January 9, 2023</action-date><action-desc><sponsor name-id="F000466">Mr. Fitzpatrick</sponsor> (for himself and <cosponsor name-id="G000579">Mr. Gallagher</cosponsor>) submitted the following joint resolution; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>JOINT RESOLUTION</legis-type><official-title display="yes">Proposing an amendment to the Constitution of the United States to prohibit Members of Congress from receiving compensation during a fiscal year unless both Houses of Congress have agreed to a concurrent resolution on the budget for that fiscal year prior to the beginning of that fiscal year.</official-title></form><resolution-body style="constitutional-amendment" id="HEC4BB42231AE46DCA6FF7CC71070316F"><section display-inline="yes-display-inline" section-type="undesignated-section" id="H5892C3E5992744E9BE42B5A3D5D803A3"><text>That the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several States within seven years after the date of its submission for ratification:</text><quoted-block display-inline="no-display-inline" id="HF995C669E6F942F8BE9E13B5197C1BA7" style="traditional"><constitution-article id="H931298A1B6A741A8B07FFF6C72B39229"><enum> —</enum><section id="H510834B2DD944A26B117CF8E655FDEEF" section-type="section-one"><enum>1.</enum><text display-inline="yes-display-inline">A Member of Congress may not receive a compensation for service as a Member of Congress during a fiscal year unless both Houses of Congress have agreed to an identical concurrent resolution on the budget for that fiscal year prior to the beginning of that fiscal year.</text></section><section display-inline="no-display-inline" id="H3469482D498A428E8897F4CF9F08714F" section-type="section-one"><enum>2.</enum><text display-inline="yes-display-inline">This article shall apply with respect to fiscal years which begin after this article becomes a valid part of the Constitution.</text></section></constitution-article><after-quoted-block>.</after-quoted-block></quoted-block></section></resolution-body></resolution>
