<section display-inline="yes-display-inline" section-type="undesignated-section" id="HD6F91E54827343169C45689680715A09"><text display-inline="yes-display-inline">That the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several States:</text> <quoted-block display-inline="no-display-inline" id="H228EE2000B0C4B1C88CF3CC733A2C9ED" style="traditional"><constitution-article id="HCCA6EE64F618451A91316FA059AB7DFE"><enum> —</enum> <section id="HA48B5C3190F04474B0A5B6836B849B01" section-type="section-one"><enum>1.</enum><text display-inline="yes-display-inline">Total outlays for any fiscal year shall not exceed total receipts for that fiscal year. </text></section>
<section id="H5FDE2CDC2A2545B59D552BC4331C2541" section-type="section-one"><enum>2.</enum><text display-inline="yes-display-inline">The limit on the debt of the United States held by the public shall not be increased.</text></section> <section id="HA1B810657B6A425996158E3F48D789A3" section-type="section-one"><enum>3.</enum><text display-inline="yes-display-inline">No bill to increase revenue shall become law unless approved by two-thirds of the whole number of each House by a rollcall vote.</text></section></constitution-article><after-quoted-block>.</after-quoted-block></quoted-block></section>
