which was considered and agreed to</action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Designating October 5, 2022, as <quote>Energy Efficiency Day</quote> in celebration of the economic and environmental benefits that have been driven by private sector innovation and Federal energy efficiency policies.</official-title></form><preamble><whereas><text>Whereas October has been designated as <quote>National Energy Awareness Month</quote>;</text></whereas><whereas><text>Whereas improvements in energy efficiency technologies and practices, along with policies of the United States enacted since the 1970s, have resulted in energy savings of more than 60,000,000,000,000,000 British thermal units and energy cost avoidance of more than $800,000,000,000 annually;</text></whereas><whereas><text>Whereas energy efficiency has enjoyed bipartisan support in Congress and in administrations of both parties for more than 40 years;</text></whereas><whereas><text>Whereas bipartisan legislation enacted since the 1970s to advance Federal energy efficiency policies includes—</text><paragraph id="id0c26e2b7d4d74ea09667b069c23a956f"><enum>(1)</enum><text>the Energy Policy and Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6201">42 U.S.C. 6201 et seq.</external-xref>);</text></paragraph><paragraph id="ide73e9abf1e4143eeab90dcf650a06c27"><enum>(2)</enum><text>the National Appliance Energy Conservation Act of 1987 (<external-xref legal-doc="public-law" parsable-cite="pl/100/12">Public Law 100–12</external-xref>; 101 Stat. 103);</text></paragraph><paragraph id="id9bd27a6f66a5498f85659cae65ed6ae4"><enum>(3)</enum><text>the Energy Policy Act of 1992 (<external-xref legal-doc="usc" parsable-cite="usc/42/13201">42 U.S.C. 13201 et seq.</external-xref>);</text></paragraph><paragraph id="id129e8ad27d534aac897e103b7398101c"><enum>(4)</enum><text>the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/15801">42 U.S.C. 15801 et seq.</external-xref>);</text></paragraph><paragraph id="id9ab2a48b41ea48388f5b24f0f1be3800"><enum>(5)</enum><text>the Energy Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17001">42 U.S.C. 17001 et seq.</external-xref>);</text></paragraph><paragraph id="id36af637b705846828c5e4e1644f0279e"><enum>(6)</enum><text>the Energy Efficiency Improvement Act of 2015 (<external-xref legal-doc="public-law" parsable-cite="pl/114/11">Public Law 114–11</external-xref>; 129 Stat. 182);</text></paragraph><paragraph id="idF770DCF3222F46C09C53EDD322E9F1EE"><enum>(7)</enum><text>the Energy Act of 2020 (<external-xref legal-doc="public-law" parsable-cite="pl/116/260">Public Law 116–260</external-xref>; 134 Stat. 2418); and</text></paragraph><paragraph id="idFCD655308EFC45AFBD99A49B1EAED9A0"><enum>(8)</enum><text>the Infrastructure Investment and Jobs Act (<external-xref legal-doc="public-law" parsable-cite="pl/117/58">Public Law 117–58</external-xref>; 135 Stat. 429); </text></paragraph></whereas><whereas><text>Whereas energy efficiency has long been supported by a diverse coalition of businesses (including manufacturers, utilities, energy service companies, and technology firms), public interest organizations, environmental and conservation groups, and State and local governments;</text></whereas><whereas><text>Whereas, since 1980, the United States has more than doubled its energy productivity, realizing twice the economic output per unit of energy consumed;</text></whereas><whereas><text>Whereas more than 2,000,000 individuals in the United States are currently employed across the energy efficiency sector, as the United States has doubled its energy productivity, and business and industry have become more innovative and competitive in global markets;</text></whereas><whereas><text>Whereas the Office of Energy Efficiency and Renewable Energy of the Department of Energy is the principal Federal agency responsible for renewable energy technologies and energy efficiency efforts;</text></whereas><whereas><text>Whereas cutting energy waste saves the consumers of the United States billions of dollars on utility bills annually; and</text></whereas><whereas><text>Whereas energy efficiency policies, financing innovations, and public-private partnerships have contributed to a reduction in energy intensity in Federal facilities by nearly 50 percent since the mid-1970s, which results in direct savings to United States taxpayers: Now, therefore, be it </text></whereas></preamble><resolution-body><section display-inline="yes-display-inline" section-type="undesignated-section" id="S1"><text>That the Senate—</text><paragraph id="id36d854aeb91246608a7ec1d5cae1c8d1"><enum>(1)</enum><text>designates October 5, 2022, as <quote>Energy Efficiency Day</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6cca327501074537a273994ef4891f8e"><enum>(2)</enum><text>calls on the people of the United States to observe Energy Efficiency Day with appropriate programs, ceremonies, and activities. </text></paragraph></section></resolution-body></resolution>
