which was referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Expressing the Senate’s support for taking interim steps to strengthen the military interoperability and resiliency of the militaries of Finland and Sweden with respect to their anticipated accession to the North Atlantic Treaty Organization alliance.</official-title></form><preamble><whereas><text>Whereas North Atlantic Treaty Organization (NATO) ambassadors signed the Accession Protocols for Finland and Sweden on July 5, 2022;</text></whereas><whereas><text>Whereas the Senate agreed to the resolution of advice and consent to ratification of the Protocols to the North Atlantic Treaty of 1949 on the Accession of the Republic of Finland and the Kingdom of Sweden (Treaty Doc. 117–3) on August 3, 2022; </text></whereas><whereas><text>Whereas the accession of Finland and Sweden to NATO will strengthen the capabilities, geostrategic position, and deterrence posture of the alliance in the Baltic Sea region and the North Atlantic from that day forward; and </text></whereas><whereas><text>Whereas the accession of Finland and Sweden to NATO will reduce each current member nation’s respective burden share as a percentage of the total alliance’s deterrence and defense posture: Now, therefore, be it</text></whereas></preamble><resolution-body><section id="S1" display-inline="yes-display-inline" section-type="undesignated-section"><text>That the Senate, in accordance with its support for NATO’s collective security commitment and for maximizing the combined defense capabilities of United States allies and partners through NATO coordination and cooperation, and with anticipation for the accession of Finland and Sweden to the alliance—</text><paragraph id="idcd0da79317774dd3be5e82aab191dd0a"><enum>(1)</enum><text>recognizes the steps taken by the United States to build upon years of joint and multilateral engagement, training, and exercises; and</text></paragraph><paragraph id="id71e66b5e90254ef29d5dcb38205086bc"><enum>(2)</enum><text>encourages the President to further advance the efforts of the United States with respect to—</text><subparagraph id="id9dfa6f9854f0401684493cb713379f09"><enum>(A)</enum><text>enhancing the interoperability of the militaries of Finland and Sweden with the United States, including via—</text><clause id="idb7c980f93c9448b98d86ee2abd3b4a49"><enum>(i)</enum><text>exercises and training across all domains, including a focus on critical capabilities such as—</text><subclause id="idcdab5ab4c912496fb70918245e6582d0"><enum>(I)</enum><text>command, control, and communications;</text></subclause><subclause id="idc2721293b28049e89144268d835d742a"><enum>(II)</enum><text>logistics;</text></subclause><subclause id="id9a67bfc30a284a68bc1a2ef90c4ae486"><enum>(III)</enum><text>planning; and</text></subclause><subclause id="iddcb3cf85c9d44657816b9a13b7c6cbab"><enum>(IV)</enum><text>integrated and resilient operations across Northern Europe and the Arctic;</text></subclause></clause><clause id="idba6e2a603e5941319466034b8ff05f9e"><enum>(ii)</enum><text>bomber task forces;</text></clause><clause id="ideaef2c5b70114e3cae61c253d584ea9d"><enum>(iii)</enum><text>freedom of navigation operations in the territorial waters of these nations and of NATO allies in the Baltic Sea;</text></clause><clause id="id7feea71a9c9a4c208ab8ac140dc94612"><enum>(iv)</enum><text>personnel and professional military education program exchanges;</text></clause><clause id="id37fd12ac83eb4ceda7431db2ff29198b"><enum>(v)</enum><text>United States foreign military sales;</text></clause><clause id="id474be8593ac843c59c946744cbe5a165"><enum>(vi)</enum><text>joint development of emerging technologies, including cybersecurity and telecommunications components; and</text></clause><clause id="id4070a7427d444f349608a32a1d1ba929"><enum>(vii)</enum><text>coordination on critical infrastructure, including dual-use infrastructure such as telecommunications infrastructure and port facilities;</text></clause></subparagraph><subparagraph id="ida2af630eecb74dcfaebd277805f8ca1b"><enum>(B)</enum><text>trilateral cooperation between Finland and Sweden with the United States, including the military activities described in clauses (i) through (vii) of subparagraph (A) and through the trilateral statement of intent signed by all three nations in 2018;</text></subparagraph><subparagraph id="idd078bc10e7d84fc8aa9f105860f0c5d7"><enum>(C)</enum><text>multilateral interoperability between Finland, Sweden, and all NATO partners, including military activities described in clauses (i) through (vii) of subparagraph (A); and</text></subparagraph><subparagraph id="id5ed4c1c469f04208a1a203e2d10634b5"><enum>(D)</enum><text>countering disinformation campaigns that seek to diminish the relevancy and cohesion of NATO or otherwise undermine or delay the collective accession process of NATO members; and</text></subparagraph></paragraph><paragraph id="id1476537702a44c9ea7027d97669d7da4"><enum>(3)</enum><text>calls on all NATO members to take similar, respective actions as provided in paragraph (2) to further advance the interoperability of the militaries of Finland and Sweden with NATO forces and bolster European security, in conjunction with the rapid completion of their respective ratification processes. </text></paragraph></section></resolution-body></resolution>
