RES. 672</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action display="yes"><action-date date="20220614">June 14, 2022</action-date><action-desc><sponsor name-id="S409">Mr. Luján</sponsor> (for himself, <cosponsor name-id="S397">Mr. Braun</cosponsor>, <cosponsor name-id="S390">Mr. Van Hollen</cosponsor>, and <cosponsor name-id="S350">Mr. Rubio</cosponsor>) submitted the following resolution; which was considered and agreed to</action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Expressing support for the designation of May 2022 as <quote>Stroke Awareness Month</quote>.</official-title></form><preamble><whereas><text>Whereas stroke, also known as a cerebrovascular accident, is an acute neurological injury that occurs when the blood supply to a part of the brain is interrupted by a clot in the artery or a burst of the artery;</text></whereas><whereas><text>Whereas stroke is a medical emergency that can cause permanent neurological damage, or even death, if not promptly diagnosed and treated;</text></whereas><whereas><text>Whereas, in the United States, stroke is now the fifth leading cause of death;</text></whereas><whereas><text>Whereas, in the United States, someone has a stroke every 40 seconds, and someone dies of stroke every 3.5 minutes;</text></whereas><whereas><text>Whereas approximately 795,000 people in the United States have a stroke each year;</text></whereas><whereas><text>Whereas the stroke-related costs in the United States came to nearly $53,000,000,000 between 2017 and 2018, including the cost of healthcare services, medicines to treat stroke, and missed days of work;</text></whereas><whereas><text>Whereas stroke is a leading cause of serious long-term disability;</text></whereas><whereas><text>Whereas those disabilities may require ongoing physical, occupational, speech-language, and other therapy and surgeries;</text></whereas><whereas><text>Whereas the Centers for Disease Control and Prevention advises that the most effective stroke treatments are available only if the stroke is recognized and diagnosed within 3 hours of the first symptoms and recommends the public be familiar with and use the mnemonic F.A.S.T. to identify the signs and symptoms of stroke;</text></whereas><whereas><text>Whereas the F.A.S.T. mnemonic describes the symptoms of stroke, the methods for assessing those symptoms, and the actions to take in response to those symptoms and stands for—</text><paragraph id="id0af8de316de64581a40d0211e97dea69" commented="no"><enum>(1)</enum><text>face drooping, observable when the person smiles and one side of the face droops;</text></paragraph><paragraph id="id497954598cc84ea79ba4cffb6e65463c" commented="no"><enum>(2)</enum><text>arm weakness, observable when both arms are raised and one arm drifts downward;</text></paragraph><paragraph id="id7faf533c419a40799beda6b552d858e4" commented="no"><enum>(3)</enum><text>speech difficulty, observable when asking the person to repeat a simple phrase and the speech is slurred or strange; and</text></paragraph><paragraph id="id3caddd74e91d410780969a15e4c1d7fe" commented="no"><enum>(4)</enum><text>time to call 9–1–1, if any of these symptoms are present; and</text></paragraph></whereas><whereas><text>Whereas the permanent health concerns and treatments resulting from stroke have a considerable impact on children, families, and society: Now, therefore, be it </text></whereas></preamble><resolution-body><section id="S1" display-inline="yes-display-inline" section-type="undesignated-section"><text>That the Senate—</text><paragraph id="idc09148a6dd724ba49c1c9c6541813ee0"><enum>(1)</enum><text>supports the designation of May 2022 as <quote>Stroke Awareness Month</quote> to increase awareness and education so that people in the United States know their risk factors and obtain treatment early;</text></paragraph><paragraph id="idf604719d17154a129e3a17ce18f5c4be"><enum>(2)</enum><text>encourages the people of the United States to support the efforts, programs, services, and advocacy of organizations that work to enhance public awareness of stroke; and</text></paragraph><paragraph id="id1364d85d0e3d41ce96d76ed9ef80db3e"><enum>(3)</enum><text>encourages continued coordination and cooperation between government, researchers, families, and the public to improve prognoses by increasing access to timely treatments for individuals who suffer strokes. </text></paragraph></section></resolution-body></resolution>
