RES. 478</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action display="yes"><action-date date="20211214">December 14, 2021</action-date><action-desc><sponsor name-id="S396">Mrs. Blackburn</sponsor> (for herself, <cosponsor name-id="S376">Ms. Ernst</cosponsor>, <cosponsor name-id="S411">Mr. Marshall</cosponsor>, and <cosponsor name-id="S404">Mr. Scott of Florida</cosponsor>) submitted the following resolution; which was referred to the <committee-name committee-id="SSRA00">Committee on Rules and Administration</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Amending rule XXII of the Standing Rules of the Senate to increase the voting threshold to invoke cloture on general appropriation bills during periods of high inflation.</official-title></form><resolution-body><section id="idCBE9F566E2AC4CC5BE4F94196FFB00A5" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This resolution may be cited as the <quote><short-title>Stop Inflationary Spending Resolution</short-title></quote>.</text></section><section id="id7652ED273EDA432D87E2251FA5364E33" section-type="subsequent-section"><enum>2.</enum><header>Cloture threshold for general appropriation bills during periods of high inflation</header><text display-inline="no-display-inline">Paragraph 2 of rule XXII of the Standing Rules of the Senate is amended in the second undesignated subparagraph by inserting <quote>, or on a general appropriation bill, or an amendment thereto, amendment between the Houses in relation thereto, conference report thereon, or motion thereon, that is considered during a period during which the increase in the Consumer Price Index for All Urban Consumers with respect to the preceding 12-month period, as determined by the Bureau of Labor Statistics, is more than 4.0 percent, in which case the necessary affirmative vote shall be two-thirds of the Senators present and voting</quote> after <quote>present and voting</quote>.</text></section></resolution-body></resolution>
