RES. 473</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action display="yes"><action-date date="20211208">December 8, 2021</action-date><action-desc><sponsor name-id="S381">Mr. Rounds</sponsor> (for himself and <cosponsor name-id="S390">Mr. Van Hollen</cosponsor>) submitted the following resolution; which was referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Expressing the sense of the Senate on the necessity of maintaining the United Nations arms embargo on South Sudan until conditions for peace, stability, democracy, and development exist.</official-title></form><resolution-body><section display-inline="yes-display-inline" id="id6DC5420B5AE245A28828B9311DC85A85" section-type="undesignated-section"><text display-inline="yes-display-inline">That it is the sense of the Senate that—</text><paragraph id="idEE417693D3AB47BD9A2E3AD0ABCA544C"><enum>(1)</enum><text>the signatories to the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan, signed on September 12, 2018, have delayed implementation, leading to continued conflict and instability in South Sudan;</text></paragraph><paragraph id="id16fe1c6863cf4d5f820d3ee07dfdb7d6"><enum>(2)</enum><text>despite years of fighting, 2 peace agreements, punitive actions by the international community, and widespread suffering among civilian populations, the leaders of South Sudan have failed to build sustainable peace;</text></paragraph><paragraph id="id1f90995d49fc47e2a6d20230b49e4d07"><enum>(3)</enum><text>the United Nations arms embargo on South Sudan, most recently extended by 1 year to May 31, 2022, through United Nations Security Council Resolution 2577 (2021), is a necessary act by the international community to stem the illicit transfer and destabilizing accumulation and misuse of small arms and light weapons in perpetuation of the conflict in South Sudan; </text></paragraph><paragraph id="id99b1583b331d4cd0b4793ea59f81be84"><enum>(4)</enum><text>the United States should call on other member states of the United Nations to redouble efforts to enforce the United Nations arms embargo on South Sudan; and</text></paragraph><paragraph id="id7c8c0535662742929b359279dec4d516"><enum>(5)</enum><text>the United States, through the United States Mission to the United Nations, should use its voice and vote in the United Nations Security Council in favor of maintaining the United Nations arms embargo on South Sudan until—</text><subparagraph id="id3781909b02c246b59dc89fb43c7aab6c"><enum>(A)</enum><text>the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan is fully implemented; or</text></subparagraph><subparagraph id="id2d3b92deec3c47e2a98f17221e0dceee"><enum>(B)</enum><text>credible, fair, and transparent democratic elections are held in South Sudan. </text></subparagraph></paragraph></section></resolution-body></resolution>
