which was considered and agreed to</action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Establishing the SFC Sean Cooley and SPC Christopher Horton Congressional Gold Star Family Fellowship Program for the Senate, and for other purposes.</official-title></form><resolution-body><section section-type="section-one" id="idE0C0043BDE7E4EE9A8452523B8AA2D6B"><enum>1.</enum><header>SFC Sean Cooley and SPC Christopher Horton Congressional Gold Star Family Fellowship Program</header><subsection id="H2108BF73B8EA47E98AC8C3A700B801E9"><enum>(a)</enum><header>Definitions</header><text>In this section—</text><paragraph id="id13E97F78E96948D99F9A3A4D1EDA3D73"><enum>(1)</enum><text>the term <term>eligible individual</term> means an individual who meets the eligibility criteria established under subsection (d)(1)(A); </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8E247DDD3D294073A88F295BBD344DC3"><enum>(2)</enum><text>the term <term>Program</term> means the SFC Sean Cooley and SPC Christopher Horton Congressional Gold Star Family Fellowship Program established under subsection (b); and</text></paragraph><paragraph display-inline="no-display-inline" commented="no" id="id65083057E6224D978954EA54BD48B5B3"><enum>(3)</enum><text>the term <term>Sergeant at Arms</term> means the Sergeant at Arms and Doorkeeper of the Senate.</text></paragraph></subsection><subsection id="idE44C3CFF7A6147A698AD12F47743EEAD"><enum>(b)</enum><header>Establishment</header><text>Not later than December 31, 2023, and subject to the availability of appropriations, the Sergeant at Arms shall establish a fellowship program to be known as the SFC Sean Cooley and SPC Christopher Horton Congressional Gold Star Family Fellowship Program for family members of members of the Armed Forces who die in the line of duty or of veterans who die of service-connected injuries. </text></subsection><subsection id="id365D71C9E230458C9014B550B566B211"><enum>(c)</enum><header>Fellowships</header><text>Under the Program, an eligible individual may serve a 24-month fellowship in the office of a Senator.</text></subsection><subsection id="id1CE1A52E98D844DD9C3C48C115329FA1"><enum>(d)</enum><header>Administration</header><paragraph id="idA8D0DFE5A1694C6386EEEE5778878F75"><enum>(1)</enum><header>In general</header><text>The Committee on Rules and Administration of the Senate shall promulgate regulations for the administration of the Program, including establishing the criteria for—</text><subparagraph id="id96B8043F34E04310BC83ACB5E669DE31"><enum>(A)</enum><text>eligibility to participate in a fellowship under the Program; and</text></subparagraph><subparagraph id="id8303FB0B267E4578BCD6B4F3A6EC5D04"><enum>(B)</enum><text>a method of prioritizing the assignment of fellowships to the offices of Senators under the Program, if the amount made available to carry out the Program for a fiscal year is not enough to provide fellowships in all offices requesting to participate in the Program for such fiscal year.</text></subparagraph></paragraph><paragraph id="H007BE34D3E0947A78653143142D8F231"><enum>(2)</enum><header>Placement</header><text>An eligible individual may serve in a fellowship under the Program at the office of a Senator in the District of Columbia or at a State office of the Senator. </text></paragraph><paragraph id="idF97359D5218B4FFA9DC9DE536C661224"><enum>(3)</enum><header>Authority for agreement</header><text display-inline="yes-display-inline">The Sergeant at Arms may enter into an agreement with the Chief Administrative Officer of the House of Representatives for the joint operation of the Program, the Congressional Gold Star Family Fellowship Program established under House Resolution 107, 116th Congress, agreed to October 29, 2019, and the Wounded Warrior Fellowship Program carried out by the Chief Administrative Officer.</text></paragraph></subsection><subsection id="HF4529E0F1D814A6781D6A9BBB77C1E00"><enum>(e)</enum><header>Exclusion of appointees for purposes of compensation limits</header><text display-inline="yes-display-inline">The compensation paid to any eligible individual serving in a fellowship under the Program in the office of a Senator shall not be included in the determination of the aggregate gross compensation for employees employed by the Senator under section 105(d)(1) of the Legislative Branch Appropriation Act, 1968 (<external-xref legal-doc="usc" parsable-cite="usc/20/4575">20 U.S.C. 4575(d)(1)</external-xref>).</text></subsection></section></resolution-body></resolution>
