RES. 364</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action display="yes"><action-date date="20210914">September 14, 2021</action-date><action-desc><sponsor name-id="S284">Ms. Stabenow</sponsor> (for herself, <cosponsor name-id="S362">Mr. Kaine</cosponsor>, and <cosponsor name-id="S259">Mr. Reed</cosponsor>) submitted the following resolution; which was referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Supporting the designation of September 17, 2021, as <quote>National Physician Suicide Awareness Day</quote> to raise awareness of, and promote a national discussion about, physician suicide and to reduce the stigma of mental health issues.</official-title></form><preamble><whereas><text>Whereas, prior to the Coronavirus Disease 2019 (COVID–19) pandemic, numerous health care workers suffered from work-related burnout and depression;</text></whereas><whereas><text>Whereas physicians work under intense pressure and are exposed to trauma on the job;</text></whereas><whereas><text>Whereas the suicide rate among—</text><paragraph id="idDC0615F689C44884B23515B4B8F08659"><enum>(1)</enum><text>male physicians is 1.41 times higher than the general male population; and </text></paragraph><paragraph id="id84E84BBDE8FC4466B9BF51BEB6B9B555"><enum>(2)</enum><text>female physicians is even more pronounced, being 2.27 times higher than the general female population;</text></paragraph></whereas><whereas><text>Whereas physicians, nurses, and allied health providers serving on the frontlines of the COVID–19 pandemic are under a critically high degree of stress and burnout;</text></whereas><whereas><text>Whereas shortages of personal protective equipment, difficult working conditions, burdensome administrative tasks, long hours, grief over losing patients, and watching the families of patients suffer added a layer of extreme stress for many frontline workers;</text></whereas><whereas><text>Whereas mental health and physical health are equally important components of overall health;</text></whereas><whereas><text>Whereas there are structural barriers in place that discourage self-care and mental health help-seeking behaviors among physicians; and</text></whereas><whereas><text>Whereas a day of public awareness and education campaigns to shine a light on the tragedy of physician suicide is held on September 17 each year: Now, therefore, be it</text></whereas></preamble><resolution-body><section id="S1" display-inline="yes-display-inline" section-type="undesignated-section"><text>That the Senate—</text><paragraph id="idec0014717ab341259548c2af09cf72c1"><enum>(1)</enum><text>supports the goals of National Physician Suicide Awareness Day to bring national attention to the mental health crisis affecting physicians in the United States;</text></paragraph><paragraph id="id278a00a9d23e405fa7c97c28cee9eb0b"><enum>(2)</enum><text>dedicates a day of reflection to honor the memory of physicians who have died by suicide;</text></paragraph><paragraph id="id4f2d116e92d44e3fbf4ba312c3e75620"><enum>(3)</enum><text>recognizes the need for greater research into understanding and addressing the issue of physician suicide, including the barriers to treatment, help-seeking behaviors to address burnout, and mental care options to prevent physician suicide; and</text></paragraph><paragraph id="id15850491d210429191ac9ca31bc5d3a2"><enum>(4)</enum><text>encourages the President to issue a proclamation calling on the people of the United States to observe National Physician Suicide Awareness Day with appropriate awareness and educational activities.</text></paragraph></section></resolution-body></resolution>
