RES. 355</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action display="yes"><action-date date="20210913">September 13, 2021</action-date><action-desc><sponsor name-id="S369">Mr. Markey</sponsor> (for himself, <cosponsor name-id="S309">Mr. Casey</cosponsor>, <cosponsor name-id="S307">Mr. Brown</cosponsor>, <cosponsor name-id="S311">Ms. Klobuchar</cosponsor>, <cosponsor name-id="S366">Ms. Warren</cosponsor>, <cosponsor name-id="S316">Mr. Whitehouse</cosponsor>, <cosponsor name-id="S388">Ms. Hassan</cosponsor>, <cosponsor name-id="S338">Mr. Manchin</cosponsor>, and <cosponsor name-id="S341">Mr. Blumenthal</cosponsor>) submitted the following resolution; which was referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Supporting the recognition and goals of Overdose Awareness Day in the United States.</official-title></form><preamble><whereas><text>Whereas more than 750,000 individuals in the United States have died from a drug overdose since 1999;</text></whereas><whereas><text>Whereas substance use disorders and drug overdoses affect all socioeconomic groups, racial and ethnic groups, geographic regions, and ages;</text></whereas><whereas><text>Whereas substance use disorders are a chronic disease, and recognizing those disorders as such decreases stigma and acknowledges that substance use may be beyond the control of an individual;</text></whereas><whereas><text>Whereas overdose deaths are preventable, and lives can be saved through awareness, prevention, intervention, treatment, and recovery support;</text></whereas><whereas><text>Whereas overdose deaths claimed more than 93,000 lives in the United States in 2020, and the Coronavirus Disease 2019 (COVID–19) pandemic has contributed to the acceleration of overdose deaths;</text></whereas><whereas><text>Whereas communities across the United States have been pained by substance use disorders through the premature loss of lives and the stigma associated with drug-related fatalities; and</text></whereas><whereas><text>Whereas numerous States across the United States have lowered their State flags in recognition of Overdose Awareness Day: Now, therefore, be it </text></whereas></preamble><resolution-body><section id="S1" display-inline="yes-display-inline" section-type="undesignated-section"><text>That the Senate—</text><paragraph id="idE9BE54DEA0C34455817BB7D0136A7753"><enum>(1)</enum><text>supports the recognition and goals of Overdose Awareness Day in the United States; and</text></paragraph><paragraph id="idC3B38FF078EE41CA8BB9298787E20779"><enum>(2)</enum><text>encourages all Federal buildings in the United States to lower their flags to half-staff on August 31 of each year to support awareness of overdoses.</text></paragraph></section></resolution-body></resolution>
