RES. 237</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action display="yes"><action-date date="20210525">May 25, 2021</action-date><action-desc><sponsor name-id="S355">Mr. Cruz</sponsor> (for himself, <cosponsor name-id="S407">Mr. Hagerty</cosponsor>, <cosponsor name-id="S396">Mrs. Blackburn</cosponsor>, <cosponsor name-id="S317">Mr. Barrasso</cosponsor>, <cosponsor name-id="S345">Mr. Johnson</cosponsor>, <cosponsor name-id="S374">Mr. Cotton</cosponsor>, and <cosponsor name-id="S350">Mr. Rubio</cosponsor>) submitted the following resolution; which was referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Approving of the sales of defense items to Israel notified to Congress on May 5, 2021. </official-title></form><preamble><whereas><text>Whereas, in the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2751">22 U.S.C. 2751</external-xref> et seq.), Congress reaffirmed that it is the policy of the United States to facilitate the common defense of the United States and friendly countries by entering into international arrangements with those countries through authorized sales of defense items;</text></whereas><whereas><text>Whereas, in the Arms Export Control Act, Congress established that it is <quote>the sense of the Congress that all such sales be approved only when they are consistent with the foreign policy interests of the United States</quote>;</text></whereas><whereas><text>Whereas section 36(c) of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2776">22 U.S.C. 2776(c)</external-xref>) requires that the President transmit to the leaders and relevant committees of Congress certifications for proposed licenses for the export of certain defense items to Israel in the amount of $100,000,000 or more;</text></whereas><whereas><text>Whereas, on May 5, 2021, the Department of State transmitted to Congress certifications pursuant to section 36(c) of the Arms Export Control Act for exports to Israel of defense items valued in excess of $800,000,000, including munitions and defensive systems; and</text></whereas><whereas><text>Whereas, on January 19, 2021, in testimony to the Committee on Foreign Relations of the Senate, now-Secretary of State Blinken emphasized that the incoming Presidential administration’s <quote>commitment to Israel’s security is sacrosanct and this is something that [now-President Biden] feels very strongly</quote> and that <quote>the foundation of our relationship is support for Israel’s security</quote>: Now, therefore, be it</text></whereas></preamble><resolution-body><section display-inline="yes-display-inline" section-type="undesignated-section" id="S1"><text>That the Senate—</text><paragraph id="id5960feca67004f23b813b33f44951430"><enum>(1)</enum><text>finds that the sales of defense items to Israel notified to Congress by the Department of State on May 5, 2021, are consistent with the foreign policy interests of the United States; and</text></paragraph><paragraph id="id8F1D16550DCB4E86BA09AB995C38E696"><enum>(2)</enum><text>approves of those sales.</text></paragraph></section></resolution-body></resolution>
