RES. 212</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action display="yes"><action-date date="20210513">May 13, 2021</action-date><action-desc><sponsor name-id="S381">Mr. Rounds</sponsor> (for himself, <cosponsor name-id="S403">Ms. Sinema</cosponsor>, <cosponsor name-id="S374">Mr. Cotton</cosponsor>, <cosponsor name-id="S398">Mr. Cramer</cosponsor>, <cosponsor name-id="S337">Mr. Coons</cosponsor>, <cosponsor name-id="S406">Mr. Kelly</cosponsor>, <cosponsor name-id="S363">Mr. King</cosponsor>, and <cosponsor name-id="S380">Mr. Peters</cosponsor>) submitted the following resolution; which was referred to the <committee-name committee-id="SSRA00">Committee on Rules and Administration</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Establishing a McCain-Mansfield Fellowship Program in the Senate.</official-title></form><resolution-body><section section-type="section-one" id="S1"><enum>1.</enum><header>McCain-Mansfield Fellowship Program</header><subsection id="idD661299B7A4E4DD18DF38044BDEADC92"><enum>(a)</enum><header>Definitions</header><text>In this resolution—</text><paragraph id="id42F8D10A192448EFBB9AC107E1752970"><enum>(1)</enum><text>the term <term>eligible military veteran</term> means a veteran, as defined in section 101 of title 38, United States Code, that meets any eligibility requirements established by the Secretary for participation in the program under this section; and</text></paragraph><paragraph id="id04558AADCD6940BAAC406422D9B37D48"><enum>(2)</enum><text>the term <term>Sergeant at Arms</term> means the Sergeant at Arms and Doorkeeper of the Senate.</text></paragraph></subsection><subsection id="id3A80743A9AF84D98BB0DA26C06EF6070"><enum>(b)</enum><header>Establishment of fellowship program</header><paragraph id="id6518CFA081B34CA8B9D83AEDA5EC7BAD"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">From amounts made available to carry out this section, the Sergeant at Arms shall establish a program through which eligible military veterans may apply for and participate in a fellowship position in the personal office of a Senator.</text></paragraph><paragraph id="id634586B40CE14B319ADA0D47C512357B"><enum>(2)</enum><header>Designation</header><text>The program established under paragraph (1) shall be referred to as the <quote>McCain-Mansfield Fellowship Program</quote>.</text></paragraph><paragraph id="id49305B549D73432190ED443B2E4EDE7C"><enum>(3)</enum><header>Establishment of an office</header><text>The Sergeant at Arms shall establish, in the Office of the Sergeant at Arms, an office to administer the McCain-Mansfield Fellowship Program. The office shall develop a process through which—</text><subparagraph commented="no" id="id6EC49ABA8CB744A082B61B961F879C30"><enum>(A)</enum><text>Senators who wish to participate in the McCain-Mansfield Fellowship Program may notify the Sergeant at Arms; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id35882FA5328D464BA606C4E8358582D0"><enum>(B)</enum><text>eligible military veterans may apply for a McCain-Mansfield Fellowship.</text></subparagraph></paragraph></subsection><subsection id="idBCCB2D72EC6049D2AEC0B9BDF4FC46C2"><enum>(c)</enum><header>Duration, number, distribution, and amount of fellowships</header><paragraph id="id5ABE080CF1B242E2B36EA73C332B5FF9"><enum>(1)</enum><header>Duration</header><text>A McCain-Mansfield Fellowship shall be for a 2-year period.</text></paragraph><paragraph id="id512F1A1EC22746D3AE2061563345871F"><enum>(2)</enum><header>Number and distribution of fellowships</header><text>Subject to the availability of appropriations—</text><subparagraph id="id081A756FB8A244D79DD9D8100880CC68"><enum>(A)</enum><text>the Sergeant at Arms shall award not more than 100 McCain-Mansfield Fellowships; and</text></subparagraph><subparagraph commented="no" id="id9AAF4BA123B846638BF516486A25263E"><enum>(B)</enum><text>the Sergeant at Arms shall distribute the McCain-Mansfield Fellowships under this section for an award period in a manner that provides not less than 1 Fellowship position for each Senator wishing to participate in the program. </text></subparagraph></paragraph><paragraph commented="no" id="idaddf64975df54297a5686bd733323969"><enum>(3)</enum><header>Amount of financial assistance</header><text>The Sergeant at Arms shall determine the stipend or other financial assistance appropriate for each particular McCain-Mansfield Fellowship position under this section, depending on the duties of the position and the recommendations from the Senator offering the position.</text></paragraph></subsection></section></resolution-body></resolution>
