RES. 163</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action display="yes"><action-date>April 15, 2021</action-date><action-desc><sponsor name-id="S407">Mr. Hagerty</sponsor> (for himself and <cosponsor name-id="S396">Mrs. Blackburn</cosponsor>) submitted the following resolution; which was considered and agreed to</action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Relating to the death of the Honorable William <quote>Bill</quote> Emerson Brock III, former United States Senator for the State of Tennessee.</official-title></form><preamble><whereas><text>Whereas William <quote>Bill</quote> Emerson Brock III (referred to in this preamble as <quote>Bill Brock</quote>) was born in Chattanooga, Tennessee; </text></whereas><whereas><text>Whereas Bill Brock began his lifetime of service as a member of the Armed Forces, serving in the Navy from 1953 to 1956;</text></whereas><whereas><text>Whereas Bill Brock was a Tennessean who honorably served the State of Tennessee and the United States for more than 50 years;</text></whereas><whereas><text>Whereas Bill Brock served 4 terms in the United States House of Representatives, to which he was first elected in 1962;</text></whereas><whereas><text>Whereas Bill Brock served with honor and distinction during his 1 term in the United States Senate, to which he was elected in 1971;</text></whereas><whereas><text>Whereas Bill Brock served as United States Trade Representative from 1981 to 1985 and as United States Secretary of Labor from 1985 to 1987;</text></whereas><whereas><text>Whereas Bill Brock contributed greatly to the <quote>Era of Cooperation</quote> in Congress between 1971 and 1977, during which major reform was accomplished, including passage of the Federal Water Pollution Control Act (commonly known as the <quote>Clean Water Act</quote>) (<external-xref legal-doc="usc" parsable-cite="usc/33/1251">33 U.S.C. 1251</external-xref> et seq.), the Endangered Species Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/16/1531">16 U.S.C. 1531</external-xref> et seq.), the Safe Drinking Water Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300f">42 U.S.C. 300f</external-xref> et seq.), and the Congressional Budget and Impoundment Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/621">2 U.S.C. 621</external-xref> et seq.), all of which passed without opposition votes in the Senate;</text></whereas><whereas><text>Whereas Bill Brock was a force in the Republican Party, both nationally, serving as chairman of the Republican National Committee from 1977 to 1981, and in the State of Tennessee;</text></whereas><whereas><text>Whereas Bill Brock laid the foundation for a long lineage of Republican Members of Congress from Tennessee; and</text></whereas><whereas><text>Whereas Bill Brock served the State of Tennessee proudly and left a legacy of exceptional service to those who elected him: Now, therefore, be it</text></whereas></preamble><resolution-body><section id="S1" display-inline="yes-display-inline" section-type="undesignated-section"><text display-inline="yes-display-inline">That the Senate— </text><paragraph id="id91C537C5E8684EF38EE863423E84BEA0"><enum>(1)</enum><text>has heard with profound sorrow and deep regret the announcement of the death of the Honorable William <quote>Bill</quote> Emerson Brock III, former Member of the United States Senate from the State of Tennessee; and</text></paragraph><paragraph id="idB8DECB47180F4B74BF281243344156FC"><enum>(2)</enum><text>respectfully requests that the Secretary of the Senate—</text><subparagraph id="idA67053BD816244C9AF67534D230ECDED"><enum>(A)</enum><text>communicate this resolution to the House of Representatives; and </text></subparagraph><subparagraph id="idDC2B1BAC2F72447EB425E44F39F20A09"><enum>(B)</enum><text>transmit an enrolled copy of this resolution to the family of the Honorable William <quote>Bill</quote> Emerson Brock III.</text></subparagraph></paragraph></section></resolution-body></resolution>
