RES. 34</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action display="yes"><action-date date="20220322">March 22, 2022</action-date><action-desc><sponsor name-id="S346">Mr. Lee</sponsor> (for himself, <cosponsor name-id="S373">Mr. Cassidy</cosponsor>, <cosponsor name-id="S397">Mr. Braun</cosponsor>, <cosponsor name-id="S404">Mr. Scott of Florida</cosponsor>, <cosponsor name-id="S395">Mrs. Hyde-Smith</cosponsor>, <cosponsor name-id="S376">Ms. Ernst</cosponsor>, <cosponsor name-id="S375">Mr. Daines</cosponsor>, <cosponsor name-id="S398">Mr. Cramer</cosponsor>, <cosponsor name-id="S411">Mr. Marshall</cosponsor>, <cosponsor name-id="S344">Mr. Hoeven</cosponsor>, <cosponsor name-id="S396">Mrs. Blackburn</cosponsor>, and <cosponsor name-id="S343">Mr. Boozman</cosponsor>) submitted the following concurrent resolution; which was referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>CONCURRENT RESOLUTION</legis-type><official-title display="yes">To express the sense of Congress in opposition to the establishment of a new Palestinian consulate or diplomatic mission in Jerusalem.</official-title></form><preamble><whereas><text>Whereas the United States recognizes sovereign nations’ authority to designate their own capitals;</text></whereas><whereas><text>Whereas Jerusalem has served as the diplomatic capital of Israel for decades and has remained the cultural center of Israel and of the Jewish people for millennia;</text></whereas><whereas><text>Whereas large, bipartisan supermajorities in the Senate and the House of Representatives voted for the Jerusalem Embassy Act of 1995 (<external-xref legal-doc="public-law" parsable-cite="pl/104/45">Public Law 104–45</external-xref>), which states, as the policy of the United States—</text><paragraph id="idCE823E76FFBF4974B5AEBBEF686D67AC"><enum>(1)</enum><text><quote>Jerusalem should remain an undivided city</quote>;</text></paragraph><paragraph id="idE2160D7664544E348BE3104C77D7B3AF"><enum>(2)</enum><text><quote>Jerusalem should be recognized as the capital of the State of Israel</quote>; and</text></paragraph><paragraph id="idE5A433DC140543E7BE046A296B01D75D"><enum>(3)</enum><text><quote>the United States Embassy in Israel should be established in Jerusalem</quote>;</text></paragraph></whereas><whereas><text>Whereas, in 2018, the Trump administration relocated the United States Embassy in Israel to Jerusalem in accordance with the Jerusalem Embassy Act of 1995;</text></whereas><whereas><text>Whereas the Biden administration’s plan to open a Palestinian consulate in Jerusalem could be viewed as a challenge to—</text><paragraph id="idF8CB739D79C34E8CA72472D0B8FF20D7"><enum>(1)</enum><text> Israel’s sovereignty over Jerusalem; and </text></paragraph><paragraph id="idD0EE18132E854572A0A1003A677B7BC7"><enum>(2)</enum><text>Jerusalem’s status as an undivided city;</text></paragraph></whereas><whereas><text>Whereas such plan has received bipartisan criticism among members of the Government of the United States and the Government of Israel;</text></whereas><whereas><text>Whereas the United States Embassy in Jerusalem’s Palestinian Affairs Unit already manages, in a timely and effective manner, the proposed responsibilities of the Biden administration’s planned Palestinian consulate in Jerusalem; and</text></whereas><whereas><text>Whereas the opening and maintenance of a new and unnecessary consulate in Jerusalem would require a substantial expenditure of American taxpayer funds: Now, therefore, be it</text></whereas></preamble><resolution-body><section id="S1" display-inline="yes-display-inline" section-type="undesignated-section"><text>That it is the sense of Congress that—</text><paragraph id="id44fbb1fbf2d5427aa56b812c3b0e816d"><enum>(1)</enum><text>Congress opposes the establishment of a new Palestinian consulate in Jerusalem;</text></paragraph><paragraph id="id1448447d302e42b8967a90cde595a9ec"><enum>(2)</enum><text>establishing such a consulate would violate the intent of the Jerusalem Embassy Act of 1995;</text></paragraph><paragraph id="id3aecbd97f65348f9b32a38ad06785b25"><enum>(3)</enum><text>any establishment of a new consulate or diplomatic mission in Jerusalem should not move forward without congressional approval through the passage of new legislation; and</text></paragraph><paragraph id="id3999f1290f384670ad20ba254e3b806b"><enum>(4)</enum><text>the presence of a United States diplomatic mission devoted to a non-state actor in Israel’s sovereign capital would be an affront to the territorial integrity of a long-standing United States partner and ally.</text></paragraph></section></resolution-body></resolution>
