RES. 15</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action display="yes"><action-date date="20210915">September 15, 2021</action-date><action-desc><sponsor name-id="S376">Ms. Ernst</sponsor> (for herself, <cosponsor name-id="S153">Mr. Grassley</cosponsor>, <cosponsor name-id="S344">Mr. Hoeven</cosponsor>, <cosponsor name-id="S398">Mr. Cramer</cosponsor>, <cosponsor name-id="S411">Mr. Marshall</cosponsor>, <cosponsor name-id="S396">Mrs. Blackburn</cosponsor>, <cosponsor name-id="S318">Mr. Wicker</cosponsor>, <cosponsor name-id="S395">Mrs. Hyde-Smith</cosponsor>, <cosponsor name-id="S375">Mr. Daines</cosponsor>, <cosponsor name-id="S404">Mr. Scott of Florida</cosponsor>, <cosponsor name-id="S372">Mrs. Capito</cosponsor>, <cosponsor name-id="S389">Mr. Kennedy</cosponsor>, and <cosponsor name-id="S350">Mr. Rubio</cosponsor>) submitted the following concurrent resolution; which was referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>CONCURRENT RESOLUTION</legis-type><official-title display="yes">Expressing the sense of Congress that the withdrawal of Armed Forces from Afghanistan does not undermine or diminish the sacrifice, efforts, and accomplishments of the members of the Armed Forces, diplomats, humanitarians, allies, and partners.</official-title></form><preamble><whereas><text>Whereas the United States was viciously attacked by the murderous terrorist group al-Qaida on September 11, 2001;</text></whereas><whereas><text>Whereas al-Qaida was based in Afghanistan, which was governed by the ruthless and oppressive Taliban regime;</text></whereas><whereas><text>Whereas the United States led an international coalition of military forces into Afghanistan—</text><paragraph id="idAEAA1A47CD674A719C0B95E2F827A126"><enum>(1)</enum><text>to destroy al-Qaida; </text></paragraph><paragraph id="idD9097DB5E63745AE816AE6783B2B9E0A"><enum>(2)</enum><text>to kill or capture Osama bin Laden; and </text></paragraph><paragraph id="id568223F94FA34521945E8BB240594C6E"><enum>(3)</enum><text>to depose the Taliban government;</text></paragraph></whereas><whereas><text>Whereas hundreds of thousands of members of the Armed Forces, diplomats, and humanitarians deployed to Afghanistan or supported operations from afar;</text></whereas><whereas><text>Whereas for nearly 2 decades, the United States was spared from further major attacks by international terror organizations; and</text></whereas><whereas><text>Whereas the withdrawal of the presence of the United States in Afghanistan led to—</text><paragraph id="idF63D1811BCEE400A9CA9F3C45ABC1B9D"><enum>(1)</enum><text>the collapse of the Afghan government; </text></paragraph><paragraph id="id89E345CBDB2A46D7A880659009965023"><enum>(2)</enum><text>the return of the Taliban to Afghan rule; and </text></paragraph><paragraph id="idA6F2AC4BFB0A4CFD9BEEE01509F05B6A"><enum>(3)</enum><text>great heartache for so many: Now, therefore, be it</text></paragraph></whereas></preamble><resolution-body style="traditional" id="H1D1837C869D7468D94FBC1E459A09FBD"><section display-inline="yes-display-inline" section-type="undesignated-section" id="HB6059427B5D34CFBAC9BF69A8213DE61"><enum/><text display-inline="yes-display-inline">That it is the sense of Congress that—</text><paragraph id="HED5AAE23D688470887BE661083DB50A2"><enum>(1)</enum><text>the men and women who undertook the efforts of the past years in Afghanistan provided heroic service to the country;</text></paragraph><paragraph id="HA940F2FFB2014BCF9569454BCC444BB9"><enum>(2)</enum><text display-inline="yes-display-inline">the peace the United States experienced is a direct result of the actions of the brave members of the Armed Forces, diplomats, and humanitarians;</text></paragraph><paragraph id="HE250F57AE6F34BB385557AC204D183BF"><enum>(3)</enum><text>despite the chaotic end to operations in Afghanistan, the service of the members of the Armed Forces is something to be remembered, lauded, and honored; and</text></paragraph><paragraph id="H4F9B99F058184525BCAE506C26172DD3"><enum>(4)</enum><text>any veterans who feel stress, anger, or disappointment from the end of operations in Afghanistan should seek available resources and the comfort, guidance, and counsel of friends, mentors, and caregivers.</text></paragraph></section></resolution-body></resolution>
