which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Consolidated Appropriations Act, 2021 to authorize additional funds for the Emergency Broadband Connectivity Fund, to provide grants to States and Tribal entities to strengthen the National Lifeline Eligibility Verifier, to provide for Federal coordination between the National Lifeline Eligibility Verifier and the National Accuracy Clearinghouse, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HD23A6117CFC141EBB48116534F10511D"><section section-type="section-one" id="H03ABA620DC1642B98710794989E6DEB1"><enum>1.</enum><header>Authorization for Additional Funds for the Emergency Broadband Connectivity Fund</header><text display-inline="no-display-inline">There are authorized to be appropriated to the Emergency Broadband Connectivity Fund established under subsection (i) of section 904 of title IX of division N of the Consolidated Appropriations Act, 2021 (<external-xref legal-doc="public-law" parsable-cite="pl/116/260">Public Law 116–260</external-xref>) $6,000,000,000 for fiscal year 2022 for the purposes described in paragraph (3) of such subsection, and such amount is authorized to remain available until fiscal year 2026. </text></section><section commented="no" id="H0AC09C582F594069A13C0E64F6B65419"><enum>2.</enum><header>Grants to States to strengthen National Lifeline Eligibility Verifier</header><subsection commented="no" id="H0A2F59BE47DD40E8BFE97A9D678B2A87"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 45 days after the date of the enactment of this Act, the Commission shall establish a program to provide a grant, from amounts appropriated under subsection (d), to each eligible entity for the purpose described under subsection (b).</text></subsection><subsection commented="no" id="HDB3AAFE1EB9B44B28A270C0819A9FDF4"><enum>(b)</enum><header>Purpose</header><text display-inline="yes-display-inline">The Commission shall make a grant to each eligible entity for the purpose of establishing or amending a connection between the databases of such entity that contain information concerning the receipt by a household, or a member of a household, of benefits under a program administered by such entity (including any benefit provided under the supplemental nutrition assistance program under the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2011">7 U.S.C. 2011</external-xref> et seq.)) and the National Lifeline Eligibility Verifier so that the receipt by a household, or a member of a household, of benefits under such benefits program—</text><paragraph id="HDD9D39317A19497E8083BAE9F55AC495"><enum>(1)</enum><text>is reflected in the National Lifeline Eligibility Verifier; and</text></paragraph><paragraph id="HCA708725FAFE432891BDDE2D57091502"><enum>(2)</enum><text>can be used to verify eligibility for—</text><subparagraph id="H618ACACF2325471DB1384A1DD6A1DFF2"><enum>(A)</enum><text>the Lifeline program established under subpart E, part 54, of title 47, Code of Federal Regulations (or any successor regulation); and </text></subparagraph><subparagraph id="H234D68D00A5F4A29AEECB3BE95A352E9"><enum>(B)</enum><text display-inline="yes-display-inline">the Emergency Broadband Benefit Program established under section 904(b) of title IX of division N of the Consolidated Appropriations Act, 2021 (<external-xref legal-doc="public-law" parsable-cite="pl/116/260">Public Law 116–260</external-xref>).</text></subparagraph></paragraph></subsection><subsection commented="no" id="HE91688DA7D864D56A4C33C7722A2BA79"><enum>(c)</enum><header>Disbursement of grant funds</header><text>Not later than 60 days after the program established under subsection (a) is established, funds provided under each grant made under such subsection shall be disbursed to the entity receiving such grant.</text></subsection><subsection commented="no" id="HD4D301D0055A422AA7E6ACB4BCCA746B"><enum>(d)</enum><header>Authorization of appropriation</header><text display-inline="yes-display-inline">There are authorized to be appropriated $200,000,000 for fiscal year 2022 for the purposes of carrying out this section, and such amount is authorized to remain available until fiscal year 2026. </text></subsection><subsection commented="no" id="HACD397B9BA494BC5BBCE46B88DFCC77A"><enum>(e)</enum><header>Eligible entities</header><text>In this section, the term <quote>eligible entity</quote> means an entity that—</text><paragraph commented="no" id="H862159840B8E49C4A8E529616529F05A"><enum>(1)</enum><text>is a State or Tribal entity; and</text></paragraph><paragraph commented="no" id="H109737789F0E4E05945529CACB0AC09C"><enum>(2)</enum><text>not later than 30 days after the date of the enactment of this Act, submits to the Commission an application containing such information as the Commission may require.</text></paragraph></subsection></section><section id="H14FD8B64C27547638BA6FD4E007F239A"><enum>3.</enum><header>Federal coordination between National Eligibility Verifier and National Accuracy Clearinghouse</header><text display-inline="no-display-inline">Notwithstanding section 11(x)(2)(C)(i) of the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2020">7 U.S.C. 2020(x)(2)(C)(i)</external-xref>), not later than 180 days after the date of the enactment of this Act, the Commission shall, in coordination with the Secretary of Agriculture, establish an automated connection, to the maximum extent practicable, between the National Lifeline Eligibility Verifier and the National Accuracy Clearinghouse established under section 11(x) of the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2020">7 U.S.C. 2020(x)</external-xref>) for the supplemental nutrition assistance program.</text></section><section id="H1ED077C7985D46E5BBB193EEB6BB4315"><enum>4.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="HC5614B5E3404415691B30CE6389D4CDA"><enum>(1)</enum><header>Automated connection</header><text>The term <term>automated connection</term> means a connection between two or more information systems where the manual input of information in one system leads to the automatic input of the same information into any other connected system. </text></paragraph><paragraph id="HCD26030FC15F4F93A076EE4D7F826E5F"><enum>(2)</enum><header>Commission</header><text>The term <term>Commission</term> means the Federal Communications Commission.</text></paragraph><paragraph id="H5E9C384B8854440DBABA69622B852604"><enum>(3)</enum><header>National Lifeline Eligibility Verifier</header><text>The term <quote>National Lifeline Eligibility Verifier</quote> has the meaning given such term in section 54.400 of title 47, Code of Federal Regulations (or any successor regulation).</text></paragraph><paragraph id="H126C4A2EAAC849EDBEF8179D7E3CAD77"><enum>(4)</enum><header>State</header><text>The term <term>State</term> has the meaning given such term in section 3 of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/153">47 U.S.C. 153</external-xref>).</text></paragraph><paragraph id="HC3F26049B3954DB297B23D4C633A9EC1"><enum>(5)</enum><header>Tribal entity</header><text>The term <term>Tribal entity</term> means any of the following:</text><subparagraph id="HD1693F67EFD74D92895A5C08A0A521DB"><enum>(A)</enum><text>The governing body of any Indian or Alaska Native Tribe, band, nation, pueblo, village, community, component band, or component reservation, individually recognized (including parenthetically) in the list published most recently as of the date of enactment of this Act pursuant to section 104 of the Federally Recognized Indian Tribe List Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/25/5131">25 U.S.C. 5131</external-xref>).</text></subparagraph><subparagraph id="HE3588C0144CF428D8E9946663AD20D58"><enum>(B)</enum><text>The Department of Hawaiian Home Lands. </text></subparagraph></paragraph></section></legis-body></bill>
