<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 960</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210324">March 24, 2021</action-date><action-desc><sponsor name-id="S355">Mr. Cruz</sponsor> (for himself, <cosponsor name-id="S404">Mr. Scott of Florida</cosponsor>, <cosponsor name-id="S399">Mr. Hawley</cosponsor>, <cosponsor name-id="S382">Mr. Sasse</cosponsor>, <cosponsor name-id="S287">Mr. Cornyn</cosponsor>, <cosponsor name-id="S397">Mr. Braun</cosponsor>, <cosponsor name-id="S374">Mr. Cotton</cosponsor>, <cosponsor name-id="S396">Mrs. Blackburn</cosponsor>, and <cosponsor name-id="S350">Mr. Rubio</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To provide for proper treatment of Taiwan government representatives.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Reassurance On Commitments Act of 2021</short-title></quote> or the <quote><short-title>ROC Act</short-title></quote>.</text></section><section id="id44FD73DD69754EE6A0DF00653FF9F12E"><enum>2.</enum><header>Proper treatment of Taiwan government representatives</header><subsection id="id767055D3E3C4474887544A026F6141FA"><enum>(a)</enum><header>In general</header><text>Notwithstanding any other provision of law, none of the funds appropriated or otherwise made available for the Department of State for fiscal year 2022 may be used to prepare, propose, draft, review, or promulgate any regulation, guidance, or executive order, or to otherwise implement, administer, or enforce any policy that restricts the ability of members of the armed forces and government representatives from the Republic of China (Taiwan) or the Taipei Economic and Cultural Representative Office (TECRO) to display for official purposes symbols of Republic of China sovereignty, including—</text><paragraph id="ide2081f65036f4a57b5ed838d8239c346"><enum>(1)</enum><text>the flag of the Republic of China (Taiwan); and</text></paragraph><paragraph id="id692e9bd51dad4e4785d2730acde1298b"><enum>(2)</enum><text>the corresponding emblems or insignia of military units.</text></paragraph></subsection><subsection id="id33917268605047A89FB3349B9AD5B615"><enum>(b)</enum><header>Official purposes defined</header><text>In this section, the term <term>official purposes</term> means—</text><paragraph id="id3420A04BAAAD4E408F45FCA6B7915363"><enum>(1)</enum><text>the wearing of official uniforms;</text></paragraph><paragraph id="idE5CF0C8FB6C341B7BF8BAC1F21AB681F"><enum>(2)</enum><text>conducting government-hosted ceremonies or functions; and</text></paragraph><paragraph id="idA5C5D59234F24A09BF5C42B8AE949961"><enum>(3)</enum><text>appearances on Department of State social media accounts promoting engagements with Taiwan. </text></paragraph></subsection></section></legis-body></bill>
