which was read twice and referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To designate the Battleship IOWA Museum, located in Los Angeles, California, as the National Museum of the Surface Navy, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H1BED6DF151664DCFB3687A379F270FD1"><section section-type="section-one" id="H75435DC73C3C424BA7CABF440C4C2196"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Battleship Iowa National Museum of the Surface Navy Act of 2021</short-title></quote>.</text></section><section id="HA9132760C96D42BABF87FC239AA1D8FA"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress makes the following findings:</text><paragraph id="HD2250CCFE18D4A3287C2E8D7C3929996"><enum>(1)</enum><text display-inline="yes-display-inline">The United States Surface Navy represents the millions of sailors and thousands of ships that sail on oceans around the world to ensure the safety and freedom of Americans and all people.</text></paragraph><paragraph id="H010877F3D3F948FEA4E7B5FC30E3F47A"><enum>(2)</enum><text>The Battleship IOWA is an iconic Surface Navy vessel that—</text><subparagraph id="H64AAFE733F4D4C1E8DAE91F0C9734957"><enum>(A)</enum><text>served as home to hundreds of thousands of sailors from all 50 States; and</text></subparagraph><subparagraph id="H785117A9CDB44F57B68000EA29ED121D"><enum>(B)</enum><text display-inline="yes-display-inline">is recognized as a transformational feat of engineering and innovation.</text></subparagraph></paragraph><paragraph id="H32020AD113A64D96BBADC7BF7EEE6CC5"><enum>(3)</enum><text display-inline="yes-display-inline">In 2012, the Navy donated the Battleship IOWA to the Pacific Battleship Center, a nonprofit organization pursuant to <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986, after which the Center established the Battleship IOWA Museum at the Port of Los Angeles in Los Angeles, California.</text></paragraph><paragraph id="H4CE112D14B594AA19A907837D8945854"><enum>(4)</enum><text display-inline="yes-display-inline">The Battleship IOWA Museum is a museum and educational institution that—</text><subparagraph id="HCBC2BB85D2514A24BEE8C642A7143214"><enum>(A)</enum><text>has welcomed millions of visitors from across the United States and receives support from thousands of Americans throughout the United States to preserve the legacy of those who served on the Battleship IOWA and all Surface Navy ships;</text></subparagraph><subparagraph id="H9908DCEC2FAD45D89085B35D3E543E66"><enum>(B)</enum><text>is home to Los Angeles Fleet Week, which has the highest public engagement of any Fleet Week in the United States and raises awareness of the importance of the Navy to defending the United States, maintaining safe sea lanes, and providing humanitarian assistance;</text></subparagraph><subparagraph id="HD17598CE2A484D99AA99EAE9FE53E5A3"><enum>(C)</enum><text display-inline="yes-display-inline">hosts numerous military activities, including enlistments, re-enlistments, com­mis­sion­ings, promotions, and community service days, with participants from throughout the United States;</text></subparagraph><subparagraph id="HBFC836E1CB7348359EB6714EC0B5FE0A"><enum>(D)</enum><text display-inline="yes-display-inline">is a leader in museum engagement with innovative exhibits, diverse programming, and use of technology;</text></subparagraph><subparagraph id="HE127520B95F8433BB93446D09F7A1223"><enum>(E)</enum><text>is an on-site training platform for Federal, State, and local law enforcement personnel to use for a variety of training exercises, including urban search and rescue and maritime security exercises;</text></subparagraph><subparagraph commented="no" id="H4F040B0C59664A068ED22C100F888C5A"><enum>(F)</enum><text display-inline="yes-display-inline">is a partner with the Navy in carrying out Defense Support of Civil Authorities efforts by supporting training exercises and responses to crises, including the COVID–19 pandemic;</text></subparagraph><subparagraph id="H5BF491982E6948968FA405F426434831"><enum>(G)</enum><text>is a science, technology, engineering, and mathematics education platform for thousands of students each year; </text></subparagraph><subparagraph id="HDB9995EB6ED44000A467907B849F551A"><enum>(H)</enum><text display-inline="yes-display-inline">is an instrumental partner in the economic development efforts along the Los Angeles waterfront by attracting hundreds of thousands of visitors annually and improving the quality of life for area residents; and</text></subparagraph><subparagraph id="HB2BCA1E862534478B2BE2072B645013F"><enum>(I)</enum><text>provides a safe place for—</text><clause commented="no" id="H1594356B1C654D0CB6731B8B4214F146"><enum>(i)</enum><text>veteran engagement and reintegration into the community through programs and activities that provide a sense of belonging to members of the Armed Forces and veterans; and</text></clause><clause id="H587C6AF107A840778F313E91265FDB2D"><enum>(ii)</enum><text>proud Americans to come together in common purpose to highlight the importance of service to community for the future of the United States.</text></clause></subparagraph></paragraph><paragraph commented="no" id="H8A2CB33129DF4F4699C8CE1AEB811565"><enum>(5)</enum><text>In January 2019, the Pacific Battleship Center received a license for the rights of the National Museum of the Surface Navy from the Navy for the purpose of building such museum aboard the Battleship IOWA at the Port of Los Angeles.</text></paragraph><paragraph id="H4645AA792509416193C17C38692217E5"><enum>(6)</enum><text display-inline="yes-display-inline">The National Museum of the Surface Navy will—</text><subparagraph id="H9C63A15CB5B94733B614BEA41308F42B"><enum>(A)</enum><text display-inline="yes-display-inline">be the official museum to honor millions of Americans who have proudly served and continue to serve in the Surface Navy since the founding of the Navy on October 13, 1775;</text></subparagraph><subparagraph id="H93BC108F8CEC4DCCB0CCAE03A36F8FA3"><enum>(B)</enum><text display-inline="yes-display-inline">be a community-based and future-oriented museum that will raise awareness and educate the public on the important role of the Surface Navy in ensuring international relations, maintaining safe sea transit for free trade, preventing piracy, providing humanitarian assistance, and enhancing the role of the United States throughout the world;</text></subparagraph><subparagraph id="HFEDF09F538E445D3A8B7C9A16C39A9AF"><enum>(C)</enum><text display-inline="yes-display-inline">build on successes of the Battleship IOWA Museum by introducing new exhibits and programs with a focus on education, veterans, and community;</text></subparagraph><subparagraph id="H5560AFF595EA4C2AB64740629E7E26C6"><enum>(D)</enum><text display-inline="yes-display-inline">borrow and exhibit artifacts from the Navy and other museums and individuals throughout the United States; and</text></subparagraph><subparagraph id="HEDA9C5CD38A2466DADC9C08BB516E709"><enum>(E)</enum><text display-inline="yes-display-inline">work with individuals from the Surface Navy community and the public to ensure that the story of the Surface Navy community is accurately interpreted and represented.</text></subparagraph></paragraph></section><section section-type="subsequent-section" id="H3F3F2ABE40C34BEBA1731F5C985A0896"><enum>3.</enum><header>National Museum of the Surface Navy</header><subsection id="H3FCA2D21E2684C4AB2064592C4725B39"><enum>(a)</enum><header>Designation</header><text display-inline="yes-display-inline">The Battleship IOWA Museum, located in Los Angeles, California, and managed by the Pacific Battleship Center, shall be designated as the <quote>National Museum of the Surface Navy</quote>. </text></subsection><subsection id="H8CE51535F6064FF9B81A97AB9810AAD8"><enum>(b)</enum><header>Purposes</header><text>The purposes of the National Museum of the Surface Navy shall be to—</text><paragraph id="H68CE6701D9FF47489B33C6DB5E3F5FFB"><enum>(1)</enum><text display-inline="yes-display-inline">provide and support—</text><subparagraph id="H1D009A7A621F4F35A5DD4246838D1A1C"><enum>(A)</enum><text>a museum dedicated to the United States Surface Navy community; and</text></subparagraph><subparagraph id="H8A8290989AB442DA9EB0E78AE7BB145C"><enum>(B)</enum><text>a platform for education, community, and veterans programs;</text></subparagraph></paragraph><paragraph id="H4CF4964729EE4A4BA018B4A39FFB780A"><enum>(2)</enum><text display-inline="yes-display-inline">preserve, maintain, and interpret artifacts, documents, images, stories, and history collected by the museum; and</text></paragraph><paragraph id="H171A65DDF14444319179A3FD921D4039"><enum>(3)</enum><text display-inline="yes-display-inline">ensure that the American people understand the importance of the Surface Navy in the continued freedom, safety, and security of the United States.</text></paragraph></subsection></section></legis-body></bill>
