<official-title>To require the Secretary of the Interior, the Secretary of Agriculture, and the Assistant Secretary of the Army for Civil Works to digitize and make publicly available geographic information system mapping data relating to public access to Federal land and waters for outdoor recreation, and for other purposes.</official-title>

<section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Modernizing Access to our Public Land Act</short-title></quote> or the <quote><short-title>MAPLand Act</short-title></quote>.</text></section> <section id="id3fb4bb959a2848eb85168a9b59be7a77"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text>
<paragraph id="idfb2203276b1c49a481d609bf27a7b3df"><enum>(1)</enum><text>recreational fishing and hunting and other forms of outdoor recreation are important and traditional activities in which millions of people in the United States participate;</text></paragraph> <paragraph id="idfa5408552b20451fadf04639e71877c0"><enum>(2)</enum><text>a lack of information about publicly available outdoor recreation opportunities depresses participation in those traditional activities;</text></paragraph>
<paragraph id="id2567605dc20e451ba4d55e6174b2dc03"><enum>(3)</enum><text>it is in the public interest to provide enhanced and expanded information about access to Federal land for recreational opportunities;</text></paragraph> <paragraph id="id263274b9c07d4dea9bf5c5b45786681c"><enum>(4)</enum><text>modern Global Positioning System technologies can provide detailed and real-time information to the public about access to, and recreation opportunities on, Federal land;</text></paragraph>
<paragraph id="id42dcbf24df4544148fe7e28984d37a96"><enum>(5)</enum><text>many of the access easement records held by Federal land management agencies are held on paper files and cannot be easily integrated into digital mapping systems; and</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="idadd45875a106478aa74d5fefd6188b18"><enum>(6)</enum><text>Federal land management agencies should—</text>
<subparagraph commented="no" display-inline="no-display-inline" id="id36025328E5A14CDCB928213DF51B22F2"><enum>(A)</enum><text>accelerate efforts to digitize recreational access information into geospatial files; and </text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="id5C7CB7BB67AD428C889512916B2691EB"><enum>(B)</enum><text>make that recreational access information available to the public. </text></subparagraph></paragraph></section>
<section id="id3273be3e264a43ae9df53778ff92feef"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> <paragraph id="id96dea5bebe3b47e698130e9f0e8632bc"><enum>(1)</enum><header>Federal land</header><text>The term <term>Federal land</term> means any land or water managed by a Federal land management agency.</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="id7931C23F5AB64B439BA5572B297DBA11"><enum>(2)</enum><header>Federal land management agency</header><text>The term <term>Federal land management agency</term> means—</text> <subparagraph commented="no" display-inline="no-display-inline" id="idE62B6A5DF2264FDA8E7FE19C0BFF3CA8"><enum>(A)</enum><text>the Bureau of Reclamation;</text></subparagraph>
<subparagraph id="idacfe05a9447747a59d3c286841acf179"><enum>(B)</enum><text>the National Park Service;</text></subparagraph> <subparagraph id="ida7d2d53d8dec4e2793eb1155e0d6bfe1"><enum>(C)</enum><text>the Bureau of Land Management;</text></subparagraph>
<subparagraph id="idb44b9f45a27f4da285edfffb6fe51bdc"><enum>(D)</enum><text>the United States Fish and Wildlife Service; </text></subparagraph> <subparagraph id="id43510254fef042a09a85108e16b814a9"><enum>(E)</enum><text>the Forest Service; and</text></subparagraph>
<subparagraph id="id8128DABDFC3A495595640611B788BADB"><enum>(F)</enum><text>the Corps of Engineers.</text></subparagraph></paragraph> <paragraph id="ida2287f0edd2d4c94b5a23e5b2dcd3e33"><enum>(3)</enum><header>Secretaries</header><text>The term <term>Secretaries</term> means— </text>
<subparagraph id="idCC240C8DCBF94C39BABDE48036EE9BFD"><enum>(A)</enum><text>the Secretary of Agriculture;</text></subparagraph> <subparagraph id="id973B34782D1D498088A159328C6200E2"><enum>(B)</enum><text>the Secretary of the Interior; and</text></subparagraph>
<subparagraph id="idB34CBFB4867E4B7FAB43EA21B952238A"><enum>(C)</enum><text>the Secretary of the Army, acting through the Assistant Secretary of the Army for Civil Works.</text></subparagraph></paragraph></section> <section id="id7bbf9713d8454fe285fdcc87b4a1e419"><enum>4.</enum><header>Interagency data standardization</header><text display-inline="no-display-inline">Not later than 18 months after the date of enactment of this Act, the Secretaries shall jointly develop and adopt interagency standards to ensure compatibility and interoperability among applicable Federal databases with respect to the collection and dissemination of outdoor recreation data relating to Federal land.</text></section>
<section id="id7a2fc45cd9e74c55a2a61eae4930f526"><enum>5.</enum><header>Data consolidation, digitization, and publication</header>
<subsection id="id92df1524fa7249cfb7cced624d19ac6f"><enum>(a)</enum><header>In general</header><text>Not later than 3 years after the date of enactment of this Act, each of the Secretaries, to the maximum extent practicable, shall digitize and make publicly available on the website of the Department of the Interior, the Forest Service, and the Corps of Engineers, as applicable, geographic information system mapping data that includes, with respect to the Federal land administered by the relevant Secretary—</text> <paragraph id="id13f507ab609d47518b25f77aea6bcf8c"><enum>(1)</enum><text>all Federal interests, including easements and rights-of-way, in private land—</text>
<subparagraph id="idDBC3E17032EE494FBCF4ECE2012630E9"><enum>(A)</enum><text>to which the Federal Government does not have a fee title interest; and</text></subparagraph> <subparagraph id="idDAE13E9650EC4C1DB826C8D7448AD5D3"><enum>(B)</enum><text>that is used to provide recreational access to the Federal land;</text></subparagraph></paragraph>
<paragraph id="id8e5eadcca5f74a69be13b13c00bab9a3"><enum>(2)</enum><text>status information with respect to whether roads and trails on the Federal land are open or closed;</text></paragraph> <paragraph id="id642863237d22417cbcd0399e334087b9"><enum>(3)</enum><text>the dates on which roads and trails on the Federal land are seasonally opened and closed;</text></paragraph>
<paragraph id="id3532f49c567b4de1a908d84af1bcca11"><enum>(4)</enum><text>the types of vehicles that are allowed on each segment of the roads and trails on the Federal land, including the permissibility of—</text> <subparagraph id="id41FCF8D095694E1E93D20D3E9E0A22E4"><enum>(A)</enum><text>off-highway vehicles;</text></subparagraph>
<subparagraph id="idB30075C647B14EBDB2901F85F2B42608"><enum>(B)</enum><text>motorcycles;</text></subparagraph> <subparagraph id="id296B9AFB58F04826987049DC1AE10992"><enum>(C)</enum><text>bicycles; and </text></subparagraph>
<subparagraph id="idF8F135A0A9CD40F7A57F4B444F0E89E7"><enum>(D)</enum><text>passenger vehicles;</text></subparagraph></paragraph> <paragraph id="id45d61467a94e4d8896df3abeb891b61f"><enum>(5)</enum><text>the boundaries of areas where hunting or recreational shooting is regulated or closed on the Federal land; and</text></paragraph>
<paragraph id="ida73c410941014a1394c5305729ea7e7e"><enum>(6)</enum><text>the boundaries of any portion of a body of water on the Federal land that—</text> <subparagraph id="idE3382B4208754ED1A3F8C16C8E88A5A9"><enum>(A)</enum><text>is closed to entry;</text></subparagraph>
<subparagraph id="id69F5C7CCFC7A4393B0DD99E6FE3BAF1D"><enum>(B)</enum><text>is closed to watercraft; or </text></subparagraph> <subparagraph id="idED899D5D58B84FC7BD932268277BBE50"><enum>(C)</enum><text>has horsepower limitations for wa­ter­craft.</text></subparagraph></paragraph></subsection>
<subsection id="idc92e507915e9497e837e9f109c85e464"><enum>(b)</enum><header>Updates</header>
<paragraph id="idDD89FE214EC54AF1B1D788A1F2A02C5F"><enum>(1)</enum><header>In general</header><text>The Secretaries shall biennially update the data described in subsection (a).</text></paragraph> <paragraph id="id85ee6e9faa124f84a062875475d1580a"><enum>(2)</enum><header>Public evaluation of accuracy</header><text>The Secretaries shall include on each website referred to in subsection (a), as applicable, a point of contact to allow members of the public to confirm or dispute the accuracy of the information described in that subsection.</text></paragraph></subsection></section>
<section id="id5b479ce92a06417e8f16875c6e4d721d"><enum>6.</enum><header>Reports</header><text display-inline="no-display-inline">Not later than October 1 of each year—</text> <paragraph id="id589DCAD0E4CF4D6AB404CEB1E3FB957E"><enum>(1)</enum><text display-inline="yes-display-inline">each of the Secretary of the Interior and the Secretary of Agriculture shall submit to the Committee on Energy and Natural Resources of the Senate and the Committee on Natural Resources of the House of Representatives a report on the progress made by the Secretary of the Interior and the Secretary of Agriculture, respectively, toward meeting the requirements of section 5; and</text></paragraph>
<paragraph id="idC7AA98276E4C4D3680D8E5BBACC5BFC9"><enum>(2)</enum><text>the Secretary of the Army, acting through the Assistant Secretary of the Army for Civil Works, shall submit to the Committee on Environment and Public Works of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives a report on the progress made by the Secretary of the Army, acting through the Assistant Secretary of the Army for Civil Works, toward meeting the requirements of section 5.</text></paragraph></section> <section id="id278ca8777daf4ecb8c08dd7b84fd66e9"><enum>7.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">There are authorized to be appropriated—</text>
<paragraph id="id4F9B3F99316B4EC5999E63A60695E1CC"><enum>(1)</enum><text display-inline="yes-display-inline">to the Secretary of the Interior to carry out this Act—</text> <subparagraph id="id97234EF926A74A8AAECC114C44BC7095"><enum>(A)</enum><text display-inline="yes-display-inline">$2,500,000 for fiscal year 2022; and</text></subparagraph>
<subparagraph id="idB1AA18D42C3E496FB746A53AE224FDAC"><enum>(B)</enum><text>$5,500,000 for each of fiscal years 2023 and 2024;</text></subparagraph></paragraph> <paragraph id="id5EC7DE926EBA4552AFD8E91BB71870C9"><enum>(2)</enum><text>to the Secretary of Agriculture to carry out this Act—</text>
<subparagraph id="id77938BC9C44C4AB6BDF1EBC12ED49601"><enum>(A)</enum><text>$2,500,000 for fiscal year 2022; and</text></subparagraph> <subparagraph id="id1C6111EB355849398AC9DAA728303E79"><enum>(B)</enum><text>$5,500,000 for each of fiscal years 2023 and 2024; and</text></subparagraph></paragraph>
<paragraph id="id1EFF13FF355143379E9B4D8877CF8F74"><enum>(3)</enum><text>to the Secretary of the Army to carry out this Act—</text> <subparagraph id="id28A6BF837A304950AFAB536BFF6CAF50"><enum>(A)</enum><text>$1,500,000 for fiscal year 2022; and</text></subparagraph>
<subparagraph id="id2E8CEEB0008048189C9A6F26F2C0C2AC"><enum>(B)</enum><text>$2,500,000 for each of fiscal years 2023 and 2024.</text></subparagraph></paragraph></section> </legis-body> </bill>
