which was read twice and referred to the <committee-name committee-id="SSEV00">Committee on Environment and Public Works</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title 40, United States Code, to establish a Southern New England Regional Commission, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HE8990DAFFEFE484A816724D22ECD4E57"><section section-type="section-one" id="HC1627B488FFD4B5ABA70954E953E3D59"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Southern New England Regional Commission Act</short-title></quote>.</text></section><section id="H5EA7742A519942F3B95EFC1AD76A108C"><enum>2.</enum><header>Establishment of Southern New England Regional Commission</header><subsection id="HCB9E9B3896C84C579FC98E64AFCB4710"><enum>(a)</enum><header>Establishment</header><text>Section 15301(a) of title 40, United States Code, is amended by adding at the end the following:</text><quoted-block style="OLC" id="H6D17E65E4CA644D988769AA57F650914"><paragraph id="H79FBBD63C91445E287800F61D5E66CCA"><enum>(4)</enum><text>The Southern New England Regional Commission.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H5A87E8A301654537BD3A4B25E09FC4B4"><enum>(b)</enum><header>Purposes for economic and infrastructure development grants</header><text>Section 15501 of title 40, United States Code, is amended by striking subsection (a) and inserting the following:</text><quoted-block style="OLC" id="HFD05CCDD959A4301B664C7F947EE4140"><subsection id="HE69865689B9C41DCAB973FEAA8BC24E3"><enum>(a)</enum><header>In general</header><text>A Commission may make grants to States and local governments, Indian Tribes, and public and nonprofit organizations for projects, approved in accordance with section 15503—</text><paragraph id="HB78D258BE365417C8996C6C2BCBDD2DA"><enum>(1)</enum><text>to develop the transportation infrastructure of the region of the Commission;</text></paragraph><paragraph id="H7DD39006612840DAB037D955FF583D7C"><enum>(2)</enum><text display-inline="yes-display-inline">to develop the basic public infrastructure of the region of the Commission;</text></paragraph><paragraph id="HAC4B4A7B96A04534AD2693430FD374F8"><enum>(3)</enum><text display-inline="yes-display-inline">to develop the telecommunications infrastructure of the region of the Commission;</text></paragraph><paragraph id="H88470E9BF28D4AF2A610C820F0FACB9D"><enum>(4)</enum><text>to assist the region of the Commission in obtaining job skills training, skills development and employment-related education, career pathways, apprenticeship opportunities, entrepreneurship, technology, job coaching to address the cliff effect, work supports (including child care), and business development;</text></paragraph><paragraph id="H79474665AD0E4777ABA43C8B2D241B04"><enum>(5)</enum><text>to provide assistance to severely economically distressed and underdeveloped areas of a region that lack financial resources for improving—</text><subparagraph id="idAC60737AD93A4C259D00D218601311F6"><enum>(A)</enum><text>basic health care;</text></subparagraph><subparagraph id="idC138D8F2FDA243E4837FD23112A15E0C"><enum>(B)</enum><text>two-generational practices that improve school and workforce readiness and success; and </text></subparagraph><subparagraph id="id3FD1382DD61C4B9FBF7E93E7B4173EC4"><enum>(C)</enum><text>other public services, including work supports critical for families seeking employment, which may include quality child care, transportation, health, and housing;</text></subparagraph></paragraph><paragraph id="H3BD89028209A41EEACB7D874D781277C"><enum>(6)</enum><text>to promote resource conservation, tourism, recreation, and preservation of open space in a manner consistent with economic development goals;</text></paragraph><paragraph id="H394DA54BC0F44862AA12DE0EECFFD6B6"><enum>(7)</enum><text>to promote the development of renewable and alternative energy sources;</text></paragraph><paragraph id="H97829D4B03D042E0BAE1004802A01388"><enum>(8)</enum><text>to support the maritime economy, including boat and ship building and repair industries;</text></paragraph><paragraph id="H167A6BDB80C544859DB351E851A7A683"><enum>(9)</enum><text>to assist in developing defense manufacturing industries;</text></paragraph><paragraph id="H0E68333A154044F19B50BB882A3B1932"><enum>(10)</enum><text>to promote the adoption of composite and other innovative materials in public transportation;</text></paragraph><paragraph id="H75A962C0482E4373AA2DEA13DFA5B805"><enum>(11)</enum><text>to grow the capacity for successful community economic development in the region of the Commission;</text></paragraph><paragraph id="HDE4713A9FDD74DE783715B870809558C"><enum>(12)</enum><text>to provide for employment training for populations seeking employment, including parents in poverty, adults in recovery, and reentry adults, in areas with worker shortages; and</text></paragraph><paragraph id="H8DEF8329E4E94DFD842248799A42F32B"><enum>(13)</enum><text>to otherwise achieve the purposes of this subtitle.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H1AE89719E3D2400D80ED58583C592C6F"><enum>(c)</enum><header>Designation of region</header><paragraph id="H4D2002069C45477AA72EB44302B2EBAC"><enum>(1)</enum><header>In general</header><text>Subchapter II of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/40/157">chapter 157</external-xref> of title 40, United States Code, is amended by adding at the end the following:</text><quoted-block style="USC" id="HD42C51EF62204D69993CBC9EF3958EC5"><section id="H2F7A57EFA18C41E0B9B7CC4066C2411D"><enum>15734.</enum><header>Southern New England Regional Commission</header><text display-inline="no-display-inline">The region of the Southern New England Regional Commission shall include the following counties:</text><paragraph id="H796A082A8CD34CCBBD916F93ECF3823B"><enum>(1)</enum><header>Rhode island</header><text>Each county in the State of Rhode Island.</text></paragraph><paragraph id="H62BC08855115429C95E615C6BE060005"><enum>(2)</enum><header>Connecticut</header><text>The counties of Hartford, New Haven, Windham, Tolland, Middlesex, and New London in the State of Connecticut.</text></paragraph><paragraph id="HE59303B9BBFC4D2CA018997D0696D61B"><enum>(3)</enum><header>Massachusetts</header><text display-inline="yes-display-inline">The counties of Hampden, Plymouth, Barnstable, Essex, Worcester, and Bristol in the State of Massachusetts.</text></paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="HED552CDFB5D342819B4AF8FF6DC29795"><enum>(2)</enum><header>Clerical amendment</header><text>The analysis for subchapter II of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/40/157">chapter 157</external-xref> of title 40, United States Code, is amended by adding at the end the following:</text><quoted-block style="USC" display-inline="no-display-inline" id="H0E071A24B5F24AF88D40901D234182F7"><toc regeneration="no-regeneration"><toc-entry level="section">15734.
