Finance</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To strengthen American economic resiliency and equitably expand economic opportunity by launching a national competition, promoting State and local strategic planning, encouraging innovation by the public and private sectors, and by substantially investing Federal resources in research and development. </official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Innovation Centers Acceleration Act</short-title></quote>.</text></section><section id="id3B6D4125C4104980B5DA940F53503007"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="idAE6B90B302E64077B802571EC0B52AB2"><enum>(1)</enum><header>Committee</header><text>The term <term>Committee</term> means the Innovation Center Selection Committee established under section 3. </text></paragraph><paragraph id="id02F774DA7A264CE59700337F0D2CFBDF"><enum>(2)</enum><header>Eligible area</header><text>The term <term>eligible area</term> means a metropolitan statistical area that—</text><subparagraph id="idA11F339AEDEB43AFBDDECAE056385E00"><enum>(A)</enum><text>has a population of not less than 500,000; and</text></subparagraph><subparagraph id="id6D45A4C095944ED4A25E0BEAC0D6757F"><enum>(B)</enum><text>is not designated as an established tech hub.</text></subparagraph></paragraph><paragraph id="ide24f54428fcc4e5fa25f319bf3cd7f85"><enum>(3)</enum><header>Established tech hub</header><text>The term <term>established tech hub</term> means the 9 metropolitan statistical areas in the United States with the largest total number of innovation sector jobs in 2019. </text></paragraph><paragraph id="idFA595F31280345E19CFA08F3307E5898"><enum>(4)</enum><header>Hispanic-serving institution</header><text>The term <term>Hispanic-serving institution</term> has the meaning given the term in section 502 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1101a">20 U.S.C. 1101a</external-xref>). </text></paragraph><paragraph id="id8b030b4944bc4ecb92dabad88f4acf8c"><enum>(5)</enum><header>Historically Black college or university</header><text>The term <term>historically Black college or university</term> has the meaning given the term <term>part B institution</term> in section 322 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1061">20 U.S.C. 1061</external-xref>). </text></paragraph><paragraph id="ide28c3681b3434bc9bfa7eb075b907fcf"><enum>(6)</enum><header>Innovation center</header><text>The term <term>innovation center</term> means an eligible area designated by the Committee under section 3(e).</text></paragraph><paragraph id="id5707432A57514428891093E4955EFDC7"><enum>(7)</enum><header>Innovation sector job</header><text>The term <term>innovation sector job</term> means a job in the following research and development sectors, as categorized under the North American Industry Classification System:</text><subparagraph id="idE5D5FE90888E4343B5C0BCDFDB92930C"><enum>(A)</enum><text>Basic chemical manufacturing (3251).</text></subparagraph><subparagraph id="idF78AC3CE0EE64031B4D7F11E1A9BF539"><enum>(B)</enum><text>Pesticide, fertilizer, and other agricultural chemical manufacturing (3253).</text></subparagraph><subparagraph id="idAAB185D872FC4432BAA062B981730827"><enum>(C)</enum><text>Pharmaceutical and medicine manufacturing (3254).</text></subparagraph><subparagraph id="id48FC65A4E475460D92BC78CFB3A84A98"><enum>(D)</enum><text>Computer and peripheral equipment manufacturing (3341).</text></subparagraph><subparagraph id="idC13C5997DBFB4469843B57ED1F5CDB97"><enum>(E)</enum><text>Communications equipment manufacturing (3342).</text></subparagraph><subparagraph id="idADC8E3A16D734A639342EB18C2C2DE57"><enum>(I)</enum><text>Software publishers (5112).</text></subparagraph><subparagraph id="id267DC7A76A834DCF8A8A5B9AFD110CD7"><enum>(J)</enum><text>Satellite telecommunications (5174).</text></subparagraph><subparagraph id="idFA5BAC8CE6864FF69056E4CFD589BE74"><enum>(K)</enum><text>Data processing, hosting, and related services (5182).</text></subparagraph><subparagraph id="id833D929E2E28473F9869F3E23566F9BE"><enum>(L)</enum><text>Other information services (5191).</text></subparagraph><subparagraph id="id440310A4B9A14EA2A9E146BCB7D891BF"><enum>(M)</enum><text>Scientific research and development services (5417). </text></subparagraph></paragraph><paragraph id="idD7F198D376054967B15EBDDF7F9EE939"><enum>(8)</enum><header>STEM</header><text>The term <term>STEM</term> means science, technology, engineering, and mathematics.</text></paragraph></section><section id="idED0EA169F601421EAC674F4993873B76"><enum>3.</enum><header>Innovation Center Selection Committee</header><subsection id="idEEDB739F8ABB49C7ACDFD7C2D24696A4"><enum>(a)</enum><header>Establishment</header><text>There is established the Innovation Center Selection Committee, which shall—</text><paragraph id="id3728414f42b941f4a80aae14e7c0d56d"><enum>(1)</enum><text>establish the global competitive edge of the United States in the 21st century across a range of innovation sectors critical to national and economic security;</text></paragraph><paragraph id="id06548f0940e844cdb0b97b44551acc94"><enum>(2)</enum><text>enable 9 metropolitan statistical areas in the United States to become innovation centers for global innovation leadership and models for inclusive growth, equal opportunity, and rising living standards for disadvantaged populations;</text></paragraph><paragraph id="id528b644afd6646d9a3a5da2c2a9889a4"><enum>(3)</enum><text>inspire, within metropolitan statistical areas in the United States across the country, new and constructive collaboration among local, State, and Federal Government entities, academia, and private industry by issuing a call for innovation center proposals with clear, ambitious objectives;</text></paragraph><paragraph id="id0ac0bb088532424c95a7a59301bfae67"><enum>(4)</enum><text>carry out a transparent, competitive, fair, and rigorous process for selecting innovation centers;</text></paragraph><paragraph id="id2311beefd88c496cbeb3eb30ceb2368c"><enum>(5)</enum><text>ensure the transparent, efficient and effective use of taxpayer funds; and</text></paragraph><paragraph id="id37a6e20268214801bc8f00f9f9d18f59"><enum>(6)</enum><text>empirically evaluate the effectiveness of innovation centers through release of publicly available reports and data.</text></paragraph></subsection><subsection id="id95A381731C4B4BB6B5F8FD6B36ECAF88"><enum>(b)</enum><header>Membership</header><paragraph id="idBBE31D7C76514F3BA627D97A1D376499"><enum>(1)</enum><header>Composition</header><subparagraph id="idEDCF09BFCA314C6F8EB89DD6BA9E2C9C"><enum>(A)</enum><header>Voting members</header><text>The Committee shall be composed of the following voting members:</text><clause id="id715A03B739C940558D341B02425F22E7"><enum>(i)</enum><text>The Secretary of Commerce, who shall serve as chairperson of the Committee.</text></clause><clause id="idFC7913B038364FAB8D5063268DE96406"><enum>(ii)</enum><text>The Administrator of the Small Business Administration.</text></clause><clause id="id229FF66EA4AB4848BCAAB64CABCB65D1"><enum>(iii)</enum><text>The Deputy Secretary for Housing and Urban Development.</text></clause><clause id="id540747E94960450AB33BBF0E133933F7"><enum>(iv)</enum><text>The Director of the Community Development Financial Institution Fund.</text></clause><clause id="idA656A433E28E47989905C4BFF42D85F7"><enum>(v)</enum><text>The Director of the National Science Foundation.</text></clause><clause id="id82CBEE9C2C0C4853B00BDF7D53B49D57"><enum>(vi)</enum><text>The Director of the National Institute of Standards and Technology.</text></clause><clause id="id33C7718BC6E246D9A7282E2A93826F44"><enum>(vii)</enum><text>The Director of the National Economic Council.</text></clause><clause id="id2E48DAAEC1204365B8C770F7260CE833"><enum>(viii)</enum><text>The Assistant Secretary of Commerce for Economic Development. </text></clause><clause id="idA8A4043C5CB4445CA45965BD66372B17"><enum>(ix)</enum><text>The Assistant Secretary for Employment and Training.</text></clause><clause id="id266C3E66D54849E9BBAFEFC1EF1DFEF1"><enum>(x)</enum><text>The Director of the Office of Science and Technology Policy.</text></clause><clause id="idF4854D8D34204620B228940148FA4F11"><enum>(xi)</enum><text>The Under Secretary of Defense for Research and Engineering.</text></clause><clause id="idf9c54af5037f481ca9352a696a3cb1b6"><enum>(xii)</enum><text>The Under Secretary for Science of the Department of Energy. </text></clause><clause id="idcb1eb3d8158548f29b1101f28f713e58"><enum>(xiii)</enum><text>The Director of the National Institutes of Health.</text></clause><clause id="id64d4843fe84a4a1eb67b9534f09f9a5f"><enum>(xiv)</enum><text>The Under Secretary for Science and Technology of the Department of Homeland Security. </text></clause><clause id="id381860079AAB48BD9F4F011333640248"><enum>(xv)</enum><text>The Administrator of the National Aeronautics and Space Administration.</text></clause></subparagraph></paragraph><paragraph id="id13491AAFCAA34EE18900B7CD72F2F6C8"><enum>(2)</enum><header>Nonvoting members</header><subparagraph id="idF6ABC944203D4E7D8249029A7F20434B"><enum>(A)</enum><header>In general</header><text>The Committee shall have 8 nonvoting members, of which, from among leaders of labor organizations or research institutions, or leaders from private industry or professional societies— </text><clause id="idD7A1F98348864649BAB04C2B2F195660"><enum>(i)</enum><text>two shall be appointed by the majority leader of the Senate; </text></clause><clause id="idC8B15912281E45FDAAD6DD055DAC6DE7"><enum>(ii)</enum><text>two shall be appointed by the minority leader of the Senate; </text></clause><clause id="idCDB8D4910181471C8D3648595361A3B0"><enum>(iii)</enum><text>two shall be appointed by the Speaker of the House of Representatives; and</text></clause><clause id="idBCFF914B89BE4231B931718E5CD5D1CB"><enum>(iv)</enum><text>two shall be appointed by the minority leader of the House of Representatives. </text></clause></subparagraph><subparagraph id="id287257634C4A4BE3AD0442941CD26F32"><enum>(B)</enum><header>Term</header><text>The nonvoting members appointed under subparagraph (A)—</text><clause id="idA4BBF7814A0F4108BEA5504DD6A58897"><enum>(i)</enum><text>shall serve for a term of 5 years; and </text></clause><clause id="id869B0B1B960D4700A914B416DB986105"><enum>(ii)</enum><text>may be reappointed to subsequent terms. </text></clause></subparagraph><subparagraph id="id02B21FAC483648C0AD933B336DC0FBD4"><enum>(C)</enum><header>Vacancies</header><text>A vacancy in the nonvoting membership of the Committee shall be filled in the same manner as the original appointment, but the individual appointed to fill the vacancy shall serve only for the unexpired portion of the term for which the individual's predecessor was appointed. </text></subparagraph><subparagraph id="id57E2CFD28B9A49389C611DE4FC445816"><enum>(D)</enum><header>Deadline for appointments</header><text>The nonvoting members of the Committee shall be appointed under this paragraph not later than 30 days after the date of enactment of this Act.</text></subparagraph></paragraph><paragraph id="id61A81295698C415B8DA017D194D10403"><enum>(3)</enum><header>Initial meeting</header><text>Not later than 30 days after the date on which all members of the Committee are appointed, the Committee shall hold its first meeting.</text></paragraph></subsection><subsection id="idDD1BE29F4BD1497CB72F4BABB91B5C52"><enum>(c)</enum><header>Compensation</header><text>A nonvoting member of the Committee appointed under subsection (b)(2) shall be allowed travel expenses, including per diem in lieu of subsistence, at rates authorized for employees of agencies under subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/57">chapter 57</external-xref> of title 5, United States Code, while away from their homes or regular places of business in the performance of services for the Committee.</text></subsection><subsection id="idccba5d41769547f5afeec37a7a99cce4"><enum>(d)</enum><header>Staff</header><paragraph id="idAED8B5F822F14417887C1B54D4A7D61F"><enum>(1)</enum><header>In general</header><text>The Committee may appoint a staff director and other personnel as necessary to carry out the duties of the Committee.</text></paragraph><paragraph id="idB084AF66348B4E27867CB8A5420D827D"><enum>(2)</enum><header>Member agencies</header><text>The Department of Commerce, the Department of Labor, the Department of the Treasury, the Department of Housing and Urban Development, the Department of Defense, the Department of Energy, the Department of Health and Human Services, the Small Business Administration, and the Department of Transportation shall provide necessary staffing support to the Committee, as determined by the Committee.</text></paragraph></subsection><subsection id="id7004232199A044A5B3A776DA8D5D434B"><enum>(e)</enum><header>Selection of innovation centers</header><paragraph id="id7880834F9FCC444E84DC85DBC54860F0"><enum>(1)</enum><header>In general</header><text>The Committee shall select 9 eligible areas to serve as innovation centers and receive the Federal innovation supports described in section 4.</text></paragraph><paragraph id="id9FEA52AE315F40FEA9250E6AB3D3ACFE"><enum>(2)</enum><header>Application</header><subparagraph id="id11810265FA264BD193BBE548458A1FF8"><enum>(A)</enum><header>Request for proposals</header><text>Not later than 3 months after the date of enactment of this Act, the Committee shall issue a request for applications from eligible entities.</text></subparagraph><subparagraph id="idA9EC24DB41A34E60B76BFED73735FBE4"><enum>(B)</enum><header>Submission</header><text>Each eligible area desiring to be selected as an innovation center shall submit to the Committee an application through a proposal committee created by the eligible area, which shall include representation from each State located in the eligible area and each municipal government representing not less than 200,000 individuals located in the eligible area.</text></subparagraph></paragraph><paragraph id="id0E33DD05108B494C9BFFCEB0C3D2B398"><enum>(3)</enum><header>Selection criteria</header><text>In selecting innovation centers under this section, the Committee shall evaluate each applicant based on—</text><subparagraph id="id3DB7ABCFF75A4CDEA6474BA45E39537D"><enum>(A)</enum><text>the performance of the applicant in—</text><clause id="id93012b7f5dc3458dbe7b2f6e869904e4"><enum>(i)</enum><text>STEM spending per capita;</text></clause><clause id="id22f67be96b4a470d80a27fa6e17db08c"><enum>(ii)</enum><text>the number of patents per 100,000 residents;</text></clause><clause id="id98566ed5271d49c280f9e8c047ef36cf"><enum>(iii)</enum><text>the share of the population with a Bachelor of Arts degree or a higher degree; and</text></clause><clause id="id7d4d7839eb1e4c51bee90852f7d591cb"><enum>(iv)</enum><text>the number of STEM university degrees per capita; </text></clause></subparagraph><subparagraph id="id1559eb5edef14266b9b6a1c13980b84e"><enum>(B)</enum><text>a plan to use data-driven strategies to promote innovation-based, advanced sector takeoff, focused on local interplay of university, Federal research institution, and industry core competencies;</text></subparagraph><subparagraph id="idef8b346423ac40449ab5f0e5b922b03e"><enum>(C)</enum><text>a plan to increase innovation readiness, including expanding research and technology development facilities and developing the local STEM workforce, including through partnerships with entities with demonstrated success of administering apprenticeship and other workforce development models;</text></subparagraph><subparagraph id="id98e1d6cacd244bfbb5b925c993d25d8a"><enum>(D)</enum><text>a plan to build or improve areas that attract and support workers and firms;</text></subparagraph><subparagraph id="id3abd62c7ac4449f0ae86e67b8e6a1b93"><enum>(E)</enum><text>a plan to foster racial equity and inclusive growth, including by leveraging minority serving institutions, preventing gentrification, combatting segregation, promoting the inclusion of underrepresented residents, and ensuring affordable housing options;</text></subparagraph><subparagraph id="idbebc55706c834cd483478ae3720fc559"><enum>(F)</enum><text>a plan to invest the financial resources of the applicant; </text></subparagraph><subparagraph id="id57b8cfac494445a88b1be239bbc7166c"><enum>(G)</enum><text>a plan to partner with local workforce development boards to scale up training to meet new workforce demands; </text></subparagraph><subparagraph id="id5B046A9AB03144D9AE7E3DAA80FE4557"><enum>(H)</enum><text>a plan to incorporate and bring growth and opportunity to a broad geographic area beyond the limits of the metropolitan statistical area, including rural areas, through improved transportation, high speed internet access, other investments, and partnerships; and</text></subparagraph><subparagraph id="id152548C7498A4FE180861140B67CB0AE"><enum>(I)</enum><text>the relative potential for the selection of the innovation center to reverse a decline, or accelerate growth, in innovation sector jobs. </text></subparagraph></paragraph><paragraph id="id9560C6AB0C7047FAAA0879FAEA4A36F6"><enum>(4)</enum><header>Geographic diversity</header><text>In selecting innovation centers under this section, the Committee shall ensure a broad geographic representation of the United States.</text></paragraph><paragraph id="idB18AB0290DFF40309D5413BD1DF9593C"><enum>(5)</enum><header>Site visits</header><text>The Committee may conduct site visits to eligible areas that are finalists for selection as an innovation center.</text></paragraph><paragraph id="id9E9DCB06BCEE492382B40686CE84334D"><enum>(6)</enum><header>Timeline for selection</header><text>The Committee shall, by secret ballot, vote to select the 9 innovation centers not later than 12 months after the date of enactment of this Act.</text></paragraph><paragraph id="idC706944981F14080A3AE3A3715ABD7B5"><enum>(7)</enum><header>Evaluation and renewal</header><subparagraph id="id1E9051B0167249BBA3AEA1EFFD801CC4"><enum>(A)</enum><header>In general</header><text>Not later than 1 year after the date of enactment of this Act, the Committee shall establish evaluation and renewal criteria to measure—</text><clause id="idBBA3B412DE3A42AC9316294A9847CE20"><enum>(i)</enum><text>the progress of an innovation center toward becoming a center for technology innovation;</text></clause><clause id="idE6A0EB61A57648A7BABC22B78E2AFE39"><enum>(ii)</enum><text>the effectiveness of an innovation center in translating innovation sector growth into broadly shared economic opportunity within the innovation center; and</text></clause><clause id="id9FA68BA540F04E6582821B842AE1AC13"><enum>(iii)</enum><text>the ethical and efficient use of Federal funds.</text></clause></subparagraph><subparagraph id="id3E611815E3CD489A905C25A416CA2C38"><enum>(B)</enum><header>Report to Congress</header><text>Beginning in the third full year following the date of enactment of this Act, and not less frequently than once every 3 years thereafter, the Committee shall submit to Congress and each agency represented on the Committee, and make publicly available, a report on the progress of each innovation center in meeting the objectives described in paragraph (3).</text></subparagraph><subparagraph id="id4707CA6F42D14775A8909A39BCA0ACA1"><enum>(C)</enum><header>Evaluation</header><clause id="id17D70C58A4504622B2CFADD678C3F3AF"><enum>(i)</enum><header>In general</header><text>During the third year in which an innovation center is in existence, the Committee shall conduct an evaluation based on established benchmarks for achieving the objectives described in paragraph (3) to determine whether the designation as an innovation center shall be renewed for 3 additional years.</text></clause><clause id="idC9D886810F8A4FBBA5A2757F372C724B"><enum>(ii)</enum><header>Failure to meet benchmarks</header><text>An innovation center that fails to meet a majority of the benchmarks established under clause (i) shall not be renewed as an innovation center.</text></clause></subparagraph><subparagraph id="idA4756EF78300433EB77C11429C23CDCB"><enum>(D)</enum><header>Renewal limit</header><text>An innovation center shall be designated as such for a period of 3 years, and the Committee may renew the designation for not more than 2 additional 3-year terms. </text></subparagraph></paragraph></subsection><subsection id="id0AB1DAE77ADD42FEBA0AB6D108F93C44"><enum>(f)</enum><header>Final report</header><text>Not later than 1 year after the date on which all innovation centers have exhausted their designations and renewals as an innovation center, the Committee shall submit to Congress and each agency represented on the Committee, and make publicly available, a final cumulative report on the efficacy of the program.</text></subsection><subsection id="idA519C4BC7C7745EF8955C4151D857101"><enum>(g)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the Committee for travel and administrative expenses related to carrying out the duties of the Committee—</text><paragraph id="idBB4F1BD412EC4DDA9ED73117FA11940A"><enum>(1)</enum><text>$5,000,000 for each of the first 2 fiscal years beginning after the date of enactment of this Act; and</text></paragraph><paragraph id="idF2492883C5EB4451845A3FA64A11A5C9"><enum>(2)</enum><text>$1,000,000 for each of the 8 fiscal years following the 2 fiscal years described in paragraph (1).</text></paragraph></subsection></section><section id="idD93B4174053C4E96B93DF1F09CCE821A"><enum>4.</enum><header>Federal innovation supports</header><subsection id="id84FBCF961B7C4D03BE594E21DCBF1B2F"><enum>(a)</enum><header>In general</header><text>An innovation center shall be eligible for the Federal innovation supports described in this section.</text></subsection><subsection id="id83EECED40CBF42AE9C2E7861F8684DBB"><enum>(b)</enum><header>Direct Federal investment</header><paragraph id="id10D58B0A977847018A81A353F3B92C53"><enum>(1)</enum><header>National Science Foundation research funding</header><subparagraph id="idF9173C7A00954B739D630DAB53894295"><enum>(A)</enum><header>Funding goal</header><text>The Director of the National Science Foundation shall pursue a goal of awarding through a rigorous selection process, for each innovation center that gets its designation renewed continually for 3 terms, a total of $1,250,000,000 in grant funds to entities located in that innovation center by the end of the 9th year of the designation of that innovation center, by proportionally increasing the total amount of the grants awarded over the 9-year period.</text></subparagraph><subparagraph id="id33337793b56e4ed9af38f90c0a45269f"><enum>(B)</enum><header>Additional funding</header><text>In addition to awarding grants in pursuit of the goal described in subparagraph (A), the Director shall award grants—</text><clause id="id0c3b0ccb2cfa49d28b22cab26d3035cd"><enum>(i)</enum><text>with a focus on universities or other research institutions that commit to expanding research and workforce capabilities aligned with industries and technologies and with a preference for universities or institutions that are—</text><subclause Foundation shall track the aggregate amount of grants awarded by the Director to entities in that year, disaggregated by innovation center. </text></subparagraph><subparagraph on undergraduate research opportunities, including—</text><clause id="ide460588dfa6c4dd3bbcbbdcc7b360e42"><enum>(i)</enum><text>research experiences for undergraduates; </text></clause><clause Science Foundation Industry-University Cooperative Research Centers program</header><text>The Director of the National Science Foundation shall consider the location of a university within an innovation center to be a strength for purposes of selection criteria under the Industry-University Cooperative Research Centers program.</text></paragraph><paragraph id="id746D1A996AB542DAB8DE6171BC57E27C"><enum>(4)</enum><header>Small business innovation research</header><text>Section 9(j) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/638">15 U.S.C. 638(j)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id42EBACA6DEFA43A9B9190CDF08F44CE7"><paragraph id="idB964B3B52ED844CDAF2B9CC989F6E4F6"><enum>(5)</enum><header>Modifications relating to innovation centers</header><subparagraph id="idB31F4DAD12EA4FFB8B335C0180AC63CA"><enum>(A)</enum><header>Definition</header><text>In this paragraph, the term <term>innovation center</term> has the meaning given the term in section 2 of the <short-title>Innovation Centers Acceleration Act</short-title>.</text></subparagraph><subparagraph id="idEF8781DD95504C2FB96987B45A6E7DE9"><enum>(B)</enum><header>Requirement</header><text>Not later than 6 months after the date of enactment of the <short-title>Innovation Centers Acceleration Act</short-title>, the Administrator shall modify the policy directives issued pursuant to this subsection—</text><clause id="idE3AC5D9DBC9342C4BD5A960B8F62D623"><enum>(i)</enum><text>to provide that, during the 10-year period beginning on the date of enactment of the <short-title>Innovation Centers Acceleration Act</short-title>, the location of a small business concern within an innovation center shall be considered a strength under the selection criteria for Phase I and Phase II proposals under the SBIR program of a Federal agency; and</text></clause><clause id="id00AD0A46DB51478F83D7413A8F2FA589"><enum>(ii)</enum><text>to require the Administrator to track and publish on an annual basis the total value of SBIR awards made to small business concerns located in innovation centers.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="id317E518937854342A1F8474693C21627"><enum>(5)</enum><header>Manufacturing USA program</header><subparagraph id="id9745BD3488474A50B440F7A133EF2E14"><enum>(A)</enum><header>Definitions</header><text>In this paragraph:</text><clause id="idB1E0573746C242A791EF443A706C2596"><enum>(i)</enum><header>Manufacturing USA Program</header><text>The term <term>Manufacturing USA Program</term> means the program established under section 34(b) of the National Institute of Standards and Technology Act (<external-xref legal-doc="usc" parsable-cite="usc/15/278s">15 U.S.C. 278s(b)</external-xref>).</text></clause><clause id="id03520965EDA841DB9E76F4A4B85D842C"><enum>(ii)</enum><header>Manufacturing USA institute</header><text>The term <term>Manufacturing USA institute</term> means an institute described in section 34(d) of the National Institute of Standards and Technology Act (<external-xref legal-doc="usc" parsable-cite="usc/15/278s">15 U.S.C. 278s(d)</external-xref>).</text></clause></subparagraph><subparagraph id="id0F0D08E01C5442069770FCA0DBBA3C41"><enum>(B)</enum><header>Expansion</header><text>Under section 34(e) of the National Institute of Standards and Technology Act (<external-xref legal-doc="usc" parsable-cite="usc/15/278s">15 U.S.C. 278s(e)</external-xref>), the Secretary shall award financial assistance to assist in the establishment and support of—</text><clause id="id488BD253E21E4D049CA92D91BF0FBE41"><enum>(i)</enum><text>9 new Manufacturing USA institutes; or</text></clause><clause id="idBD6CF409093C4E66B279749CAE5398A1"><enum>(ii)</enum><text>a combination of satellites to existing Manufacturing USA institutes or new Manufacturing USA institutes.</text></clause></subparagraph><subparagraph id="id1E6E469D100D47BDA60CAC2FE40628E0"><enum>(C)</enum><header>Selection</header><clause id="id1720D98DDF9342E1990A422EE5F9ED61"><enum>(i)</enum><header>In general</header><text>Manufacturing USA institutes and satellites shall be identified and funded under subparagraph (B) from among proposals submitted to the Secretary for purposes of this paragraph. </text></clause><clause id="idE398D623F2104E9AA31AAE6A5497C423"><enum>(ii)</enum><header>Proposal elements</header><text>Any proposal submitted to the Secretary in accordance with clause (i) shall include—</text><subclause id="id941928b8ec5a4a29bf7c144b8344efbc"><enum>(I)</enum><text>a plan for the institute or satellite concerned to support or otherwise align with existing Manufacturing USA institutes, including through—</text><item id="idB97ECF813CDB4EAABD27AA3EBA16ABC4"><enum>(aa)</enum><text>membership in, or partnership or formal affiliation with, an existing Manufacturing USA institute; or</text></item><item id="id161CB5F562EF4C10B4E3DBDDD00F37C3"><enum>(bb)</enum><text>a plan to reach a segment, population, or geographic area not already covered by or engaged with existing Manufacturing USA institutes; and </text></item></subclause><subclause id="ide28f5721b1524d568852a5e90b527d43"><enum>(II)</enum><text>a plan for cost-sharing for the activities of the institute or satellite concerned, including the sources of funds and amounts to be contributed.</text></subclause></clause><clause id="idD642441DD60B4DB9AAEEF13988CBFEB9"><enum>(iii)</enum><header>Selection of satellites</header><text>Any selection of a satellite to an existing Manufacturing USA institute under this subparagraph shall be made by the Secretary in consultation with exiting Manufacturing USA institutes.</text></clause><clause id="idBBF9D0734F1D4044BC66C25CE13109A8"><enum>(iv)</enum><header>Priority relating to innovation centers</header><text>In identifying and funding a new Manufacturing USA institute or a combination of satellites to existing or new Manufacturing USA institutes under subparagraph (B), the Secretary shall give priority to proposals for identification and funding of Manufacturing USA institutes in an innovation center, in whole or in substantial part. </text></clause><clause id="id6092729063DC466E88BA7EF2C8E503A9"><enum>(v)</enum><header>Prevention of overlap and redundancy</header><text>In identifying and funding Manufacturing USA institutes or satellites to Manufacturing USA institutes under subparagraph (B), the Secretary shall, to the extent practicable, avoid overlap or redundancy in mission, technology focus, or funding with existing Manufacturing USA institutes.</text></clause></subparagraph><subparagraph id="idDC31B3A6A93448048EE44E15DCCDF130"><enum>(D)</enum><header>Amount of financial assistance</header><clause id="id09132D6295204EC0B5F8124164AD0DFE"><enum>(i)</enum><header>New Manufacturing USA institutes</header><text>For each Manufacturing USA institute identified and funded under subparagraph (B), the Secretary may expend up to $70,000,000 during the period of fiscal years 2021 through 2032.</text></clause><clause id="id3E240E74A2594EFC82B13C4028E1BD2D"><enum>(ii)</enum><header>Manufacturing USA institute satellites</header><text>For each Manufacturing USA institute satellite or expansion supported under subparagraph (B), the Secretary may expend up to $25,000,000 during the period of fiscal years 2021 through 2032.</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1B85D6FDA63F4A1AAC18CE76EF20C2C0"><enum>(E)</enum><header>Allocation</header><text>Not less than 33 percent of the financial assistance provided under subparagraph (B) shall be for identifying and funding Manufacturing USA institutes in innovation centers. </text></subparagraph></paragraph><paragraph id="id6C3EDE7AF1B14DB4A9ABB483EC37C81A"><enum>(6)</enum><header>Manufacturing universities</header><text>The Secretary of Commerce and the Secretary of Defense shall consider the location of a university within an innovation center to be a strength for purposes of selection criteria under the Manufacturing Universities Program.</text></paragraph><paragraph id="idFD658A3A0DFE4EDB8FEAB5DBF7455F30"><enum>(7)</enum><header>Minority Business Development Agency</header><subparagraph id="id9B9729789EED4E67B4134CEC98EDF821"><enum>(A)</enum><header>In general</header><text>The National Director of the Minority Business Development Agency may, acting through the Inner City Innovation Hub program, award not more than 2 grants to eligible entities located within each innovation center.</text></subparagraph><subparagraph id="id47B29B94EF4F4510A9ABB60826B0B450"><enum>(B)</enum><header>Amount of grant</header><text>A grant awarded under subparagraph (A) may not exceed $1,500,000. </text></subparagraph><subparagraph id="id2EA50950AC2F47C293484AF7A542CD4F"><enum>(C)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to the National Director of the Minority Business Development Agency $27,000,000 for each of fiscal years 2022 through 2030. </text></subparagraph></paragraph><paragraph id="id15E90D36E3CB4812B40A8AA9F4A94BCF"><enum>(8)</enum><header>Additional regional innovations strategies grants</header><subparagraph id="idC343B9AA248E446291FE44C15868DF3B"><enum>(A)</enum><header>Definition of innovation center</header><text>Section 4 of the Stevenson-Wydler Technology Innovation Act of 1980 (<external-xref legal-doc="usc" parsable-cite="usc/15/3703">15 U.S.C. 3703</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id1B1D14629969479D835B0E7805BE089A"><paragraph id="idE192FCA3797D4A72AEC4E2F5C5638227"><enum>(12)</enum><text><term>Innovation center</term> has the meaning given the term in section 2 of the <short-title><act-name>Innovation Centers Acceleration Act</act-name></short-title>. </text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph><subparagraph id="id566E430ABA8645B58242A3AEC0657DFD"><enum>(B)</enum><header>Grants</header><text>Section 27 of the Stevenson-Wydler Technology Innovation Act of 1980 (<external-xref legal-doc="usc" parsable-cite="usc/15/3722">15 U.S.C. 3722</external-xref>) is amended—</text><clause id="id806970B4396F4D3981422EB4234AC5BD"><enum>(i)</enum><text>in subsection (c)—</text><subclause id="id84C6E8C2C4AF490684B1985AA6432A5A"><enum>(I)</enum><text>in paragraph (1), by striking <quote>As part of the program</quote> and inserting the following:</text><quoted-block style="OLC" id="id6CB9C9F37A9243A493EFE014B560CA5B"><enum>(A)</enum><header>Youth workforce activities</header><text>Section 129 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3164">29 U.S.C. 3164</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idF82137FFB11747AAA0E2FED93BBDEA1E"><subsection id="idBF1B94A4EF2E4E99B6511444635AAC4F"><enum>(d)</enum><header>Youth workforce activities in consultation with innovation centers</header><paragraph id="id9C8191305D2C49BFAFD1430A83D2A43A"><enum>(1)</enum><header>Funding</header><subparagraph id="id4E2B41D9D9B3473081DB775FAB03948C"><enum>(A)</enum><header>In general</header><text>Using funds made available under section 136(d), the Secretary shall provide a grant to each local area that—</text><clause id="id21B4640C323C4CFEBB05333242E96E3F"><enum>(i)</enum><text>is within the area covered by an innovation center selected under subsection (e) of section 3 of the Innovation Centers Acceleration Act; and</text></clause><clause id="idE1BDE159A46F4081804BCDA0F499D8E6"><enum>(ii)</enum><text>the Innovation Center Selection Committee established under that section 3 certifies is working in partnership with that innovation center. </text></clause></subparagraph><subparagraph id="idE8DF4E84923544CB8E5687D66886BFF1"><enum>(B)</enum><header>Amount</header><text>The amount of the grant for a fiscal year shall be equal to the allocation that the local area receives under section 128(b) for that fiscal year.</text></subparagraph><subparagraph id="id08FEC5519F494981B4C682407F00251C"><enum>(C)</enum><header>Prohibition</header><text>The Secretary may not reduce the amount that any local area receives through an allocation under section 128(b) because local areas described in subparagraph (A) receive grants under this subsection.</text></subparagraph></paragraph><paragraph id="idA582F9BA397E4AB4A30E02E33BB4FF1F"><enum>(2)</enum><header>Use of funds</header><text>The local area shall use the grant funds in accordance with subsection (c), after consultation with the innovation center. </text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph><subparagraph id="idA73E87A9490F464BB03A99C97338CF19"><enum>(B)</enum><header>Adult and dislocated worker employment and training activities</header><text>Section 134 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3174">29 U.S.C. 3174</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id9081B6149496420DAF89D2ED8AF16146"><subsection id="id6C5B6FD42BD14FE48292A24C756614A6"><enum>(e)</enum><header>Adult and dislocated worker employment and training activities in consultation with innovation centers</header><paragraph id="id8951683371BE47EAB8CD03F7D66CBDE9"><enum>(1)</enum><header>Funding</header><subparagraph id="id086BFF1FB1024E469153BADFB337C817"><enum>(A)</enum><header>In general</header><text>Using funds made available under section 136(d), the Secretary shall provide a grant to each local area that—</text><clause id="idDB332F6988EF449CB1E57336195577F0"><enum>(i)</enum><text>is within the area covered by an innovation center selected under subsection (e) of section 3 of the Innovation Centers Acceleration Act; and</text></clause><clause id="id60A85EABD33A49EB9AD0F3BB2D5B9D3B"><enum>(ii)</enum><text>the Innovation Center Selection Committee established under that section 3 certifies is working in partnership with that innovation center.</text></clause></subparagraph><subparagraph id="id9535AEB77B5F4A84991774D7C4673018"><enum>(B)</enum><header>Amount</header><text>The amount of the grant for a fiscal year shall be equal to the sum of the allocations that the local area receives under paragraphs (1) and (2) of section 133(b) for that fiscal year. </text></subparagraph><subparagraph id="id58725FEE847F481CAB1C10723219882D"><enum>(C)</enum><header>Prohibition</header><text>The Secretary may not reduce the amount that any local area receives through an allocation under paragraph (1) or (2) of section 133(b)(3) because local areas described in subparagraph (A) receive grants under this subsection.</text></subparagraph></paragraph><paragraph id="idE23182D2B05946FEAD78BCE56EA00CF6"><enum>(2)</enum><header>Use of funds</header><text>The local area shall use the grant funds in accordance with subsections (b), (c), and (d), after consultation with the innovation center. </text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph><subparagraph id="id21FBD526B8D248F3BF6DE77F6B2B25F6"><enum>(C)</enum><header>Authorization of appropriations</header><text>Section 136 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3181">29 U.S.C. 3181</external-xref>) is amended—</text><clause id="idF9A828E3558A483E8E57174372E926BF"><enum>(i)</enum><text>in subsections (a), (b), and (c), by inserting before the first comma the following: <quote>(except for activities effect.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></clause></subparagraph></paragraph><paragraph id="idE3EAB035645148CDAF3CDE28DBE008A4"><enum>(10)</enum><header>Additional STEM Apprenticeship grants</header><text>Section 28 of the Stevenson-Wydler Technology Innovation Act of 1980 (<external-xref legal-doc="usc" parsable-cite="usc/15/3723">15 U.S.C. 3723</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idF0E9CE0E303F4D3E92E2D0563623DB6E"><subsection id="id3C491DD698B44293A115304436BB2E7F"><enum>(e)</enum><header>Innovation center grants</header><paragraph id="id48A2BCA0FE8A42A5B3D90762F4594180"><enum>(1)</enum><header>Definition of eligible entity</header><text>In this subsection, the term <term>eligible entity</term> means an eligible recipient that is—</text><subparagraph id="id2D0D4386A11D4974A33011DB17259597"><enum>(A)</enum><text>described in subsection (b)(4); and</text></subparagraph><subparagraph id="id4639EFFA684A48A48363D55B03EE15CA"><enum>(B)</enum><text>located within an innovation center.</text></subparagraph></paragraph><paragraph id="id188094B5FA0049F892C170D3DFAA93B2"><enum>(2)</enum><header>Grants authorized</header><text>The Assistant Secretary of Commerce for Economic Development shall provide to not less than 1 eligible entity located in each innovation center a grant to develop infrastructure to expand STEM apprenticeship programs.</text></paragraph><paragraph id="id6BB0BC44291F444F8E38ABA7BBD70AC2"><enum>(3)</enum><header>Amount; renewal</header><subparagraph id="id7D2A223E456F4C3897C308798CF7478F"><enum>(A)</enum><header>Amount</header><text>The amount of a grant under paragraph (2) shall be not more than $5,000,000 for each year over a 3-year period.</text></subparagraph><subparagraph id="id9F9E2051A7954A3BAA342DF32917E995"><enum>(B)</enum><header>Renewal</header><text>The Secretary may provide an eligible entity that receives a grant under paragraph (2) not more than 2 additional grants under that paragraph.</text></subparagraph></paragraph><paragraph id="id888EE81CD83A4A7DA93E0497BE20F8F6"><enum>(4)</enum><header>Preference</header><text>The Assistant Secretary of Commerce for Economic Development shall give preference for a grant under this subsection to an eligible entity with demonstrated success of administering apprenticeship and other workforce development models and that demonstrates a commitment to serving individuals—</text><subparagraph id="id117B9EF9F44141E5858C9A00EACD1CB1"><enum>(A)</enum><text>from underrepresented populations; or</text></subparagraph><subparagraph id="id0689CD17ECC64510964D766DA81C79BA"><enum>(B)</enum><text>who face barriers to employment, including—</text><clause id="idCAA4F4F2B66A4F848CFC1C0EF1A2D1F0"><enum>(i)</enum><text>long-term unemployment;</text></clause><clause id="idA1D316B161034E20B265B71B6E5B367D"><enum>(ii)</enum><text>past incarceration; or</text></clause><clause id="id7ABB8F0A77914FA9AFA5B3FC5E1B04B8"><enum>(iii)</enum><text>veteran or disability status.</text></clause></subparagraph></paragraph></subsection><subsection id="id748234AFABF4499A9C14E199B89963A8"><enum>(f)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to carry out this section $50,000,000 for each of fiscal years 2022 through 2030.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="idDA76C0B5D34B495D86DF21D1B3C2B9F6"><enum>(11)</enum><header>National Institutes of Health research funding</header><subparagraph id="idA80AA08EB75D493CA116975172B4F11A"><enum>(A)</enum><header>Funding goal</header><text>The Director of the National Institutes of Health shall pursue a goal of awarding through a rigorous selection process and subject to peer review, for each innovation center that gets its designation renewed continually for 3 terms, a total of $1,250,000,000 in meritorious research awards in priority areas of biomedical science to entities located in that innovation center by the end of the 9th year of the designation of that innovation center, by proportionally increasing the total amount of the grants, contracts, or other transactions awarded in each innovation center each year over the 9-year period.</text></subparagraph><subparagraph id="idB4346541BEFF4EB1AF8C5E0D6F40BAA9"><enum>(B)</enum><header>Additional funding</header><text>In addition to awarding grants, contracts, or other transactions in pursuit of the goal described in subparagraph (A), the Director of the National Institutes of Health shall award grants—</text><clause id="id656669D33DED4CFE8D8FE7A9CCD7E3F7"><enum>(i)</enum><text>with a focus on universities or other research institutions that commit to expanding research capabilities aligned with industries and technologies and with a preference for universities or institutions that are—</text><subclause id="id206BB6DF705E4A18A61774ADE5A59406"><enum>(I)</enum><text>concentrated in an innovation center; or</text></subclause><subclause id="idAC283E967C044AA3BB94A073034DB306"><enum>(II)</enum><text>key to national challenges; or</text></subclause></clause><clause id="idB633F82BC667403191F8D01E6CB62819"><enum>(ii)</enum><text>that include industry-university research partnership programs.</text></clause></subparagraph><subparagraph id="id04493C2AF1EA4F6B94CAC0722EDBE95E"><enum>(C)</enum><header>Tracking</header><text>In each year, the Director of the National Institutes of Health shall track the aggregate amount of grants, contracts, or other transactions awarded by the Director to entities in that year, disaggregated by innovation center. </text></subparagraph><subparagraph id="id1FCACC3FCF2E478EACBA263A1A82D522"><enum>(D)</enum><header>Authorization of additional appropriations</header><text>There are authorized to be appropriated to carry out this paragraph, in addition to amounts that would otherwise be appropriated in a year for the National Institutes of Health, amounts as follows:</text><clause id="id71B1B2ECBA0F452AAF74EBCD237950A3"><enum>(i)</enum><text>For fiscal year 2021, $0.</text></clause><clause id="id4BAEEC22B94C47F59B9A1DD9CE4261C1"><enum>(ii)</enum><text>For fiscal year 2022, $140,000,000.</text></clause><clause id="id813E314A43A94D29AE672A6849E8C77C"><enum>(iii)</enum><text>For fiscal year 2023, $280,000,000.</text></clause><clause id="id5CB074A409F84EAEB673257C01A61CB8"><enum>(iv)</enum><text>For fiscal year 2024, $420,000,000.</text></clause><clause id="idC4D870EEE5EF413BA2520DCB80C8A85B"><enum>(v)</enum><text>For fiscal year </text></clause></subparagraph></paragraph></subsection><subsection id="idCF69B902719C44C991BD77B9A61150A6"><enum>(c)</enum><header>Tax incentives</header><paragraph id="idA98201D8637541A2B8330AFC0A32E4C7"><enum>(1)</enum><header>New markets tax credit allocations</header><text>Subsection (f) of <external-xref legal-doc="usc" parsable-cite="usc/26/45D">section 45D</external-xref> of the Internal Revenue Code of 1986 is amended by adding at the end the following new paragraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idABC0BAA8EE34470EA8EF3408F42E9911"><paragraph id="id42CA546E02E247F886FF837CFD17FF5E"><enum>(4)</enum><header>Special allocation for innovation centers</header><text>In the case of any calendar year beginning after 2021—</text><subparagraph id="id01EFBA3912A84E4EBE36F2FDCF10F06F"><enum>(A)</enum><text>the limitation under paragraph (1) (including in calendar years for which the limitation under paragraph (1) is zero) shall be increased by $50,000,000 for each metropolitan statistical area which is designated as an innovation center under section 3(e) of the <short-title>Innovation Centers Acceleration Act</short-title> for such calendar year, and</text></subparagraph><subparagraph id="id73ECCBDF9CF647DD8D4BE4CDC3584303"><enum>(B)</enum><text>the additional limitation under subparagraph (A) shall be divided equally among such innovation centers and allocated (as provided in paragraph (2)) among qualified community development entities in such innovation centers.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="id85093CA55FAF4883B1D9AA8437B7A5B6"><enum>(2)</enum><header>Research credit</header><subparagraph id="idBCC821D66FCB4421B84A2077EB6C8205"><enum>(A)</enum><header>In general</header><text>Section 41 of such Code is amended by adding at the end the following new subsection:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idBBC293F7F0D74D21A4D53A9B76964AA3"><subsection id="idD2E320A25DA04F6DB50980D32167FD07"><enum>(i)</enum><header>Special rules relating to innovation centers</header><paragraph id="id387901378AED4595AD2A6ADE05598CCF"><enum>(1)</enum><header>In general</header><text>In the case of—</text><subparagraph id="id2D3995602707404887F0998D1A74D7E7"><enum>(A)</enum><text>any qualified research expenses paid or incurred for qualified services or qualified research,</text></subparagraph><subparagraph id="idBB297048942F4FA9AB8A3400596D45DA"><enum>(B)</enum><text>any basic research payments for basic research, and</text></subparagraph><subparagraph id="id3CE314DEA25746BF9F6A7DF58099D030"><enum>(C)</enum><text>amounts paid or incurred by the taxpayer in carrying on any trade or business of the taxpayer (including as contributions) to an energy research consortium for energy research,</text></subparagraph><continuation-text continuation-text-level="paragraph">during the taxable year at a location in a metropolitan statistical area which is an innovation center for such taxable year, this section shall be applied as provided in paragraphs (2) and (3).</continuation-text></paragraph><paragraph id="id32EDD0DAF8C24FF9811EAF8B86C2CCC9"><enum>(2)</enum><header>Credit rate</header><text>Subsection (a) shall be applied by substituting <quote>30 percent</quote> for <quote>20 percent</quote> each place it appears.</text></paragraph><paragraph id="id7012991210984A92A28ED3F3D3B8EFA4"><enum>(3)</enum><header>Alternative simplified credit</header><text>Subsection (c)(4) shall be applied—</text><subparagraph id="id8B45244B34794FEF9A09BC2401496A18"><enum>(A)</enum><text>by substituting <quote>21 percent</quote> for <quote>14 percent</quote> in subparagraph (A), and</text></subparagraph><subparagraph id="id93C0C22F55C14AC685003C730BFE3A87"><enum>(B)</enum><text>by substituting <quote>9 percent</quote> for <quote>6 percent</quote> in subparagraph (B)(ii).</text></subparagraph></paragraph><paragraph id="id1478222D844A4E1C9A33DA0CB76881AC"><enum>(4)</enum><header>Credit for qualified small businesses</header><text>In the case of a trade or business located primarily within a metropolitan statistical area which is an innovation center for the taxable year, subsection (h) shall be applied—</text><subparagraph id="idDEE894F203E94D7E88F6BDDBF15DF64E"><enum>(A)</enum><text>by substituting <quote>$15,000,000</quote> for <quote>$5,000,000</quote> in paragraph (3)(A)(i)(I),</text></subparagraph><subparagraph id="id21059CC480C94192AB6E83C934947DD9"><enum>(B)</enum><text>by substituting <quote>8-taxable-year</quote> for <quote>5-taxable-year</quote> in paragraph (3)(A)(i)(II), and</text></subparagraph><subparagraph id="id765DB9E2DD5640EAAC8D856B567B2055"><enum>(C)</enum><text>by substituting <quote>$500,000</quote> for <quote>$250,000</quote> both places it appears in paragraphs (4)(B)(i) and (5)(B)(ii).</text></subparagraph></paragraph><paragraph id="idD9CAA7F3E83C449B87F51D4348C30317"><enum>(5)</enum><header>Innovation center</header><text>For purposes of this subsection, for any taxable year, the term <term>innovation center</term> means a metropolitan statistical area with a designation as an innovation center under section 3(e) of the <short-title>Innovation Centers Acceleration Act</short-title> in effect for calendar years beginning in such year.</text></paragraph><paragraph id="id374C7A98C58248E8A945F6B23DC778B9"><enum>(6)</enum><header>Termination</header><text>This subsection shall not apply to expenses paid or incurred after December 31, 2030.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph><subparagraph id="id1D5A83FCEC414A4C9A2D66A10A401821"><enum>(B)</enum><header>Training included as research expenses</header><clause id="id76FB2E1252734E5DA2503A0A7C85F938"><enum>(i)</enum><header>In general</header><text>Paragraph (1) of section 41(b) of such Code is amended—</text><subclause id="id62C6085490124B13B89628589D8207B6"><enum>(I)</enum><text>by striking <quote>and</quote> at the end of subparagraph (A);</text></subclause><subclause id="id8FA28A7DAFCB4BBE9CFC3FFC06BB5547"><enum>(II)</enum><text>by striking the period at the end of subparagraph (B) and inserting <quote>, and</quote>; and</text></subclause><subclause id="idB16A0208143D4FC28C0DF48FC4740ED2"><enum>(III)</enum><text>by adding at the end the following new subparagraph:</text><quoted-block style="OLC" act-name="" id="id3DEA9F8B0B084CC09B1474D56898DC59"><subparagraph id="idA1C721386E6F4A59910EFED9F0DBA926"><enum>(C)</enum><text>employee training expenses.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subclause></clause><clause id="idE162E283FE794706BBD77E95C01D0053"><enum>(ii)</enum><header>Employee training expenses</header><text>Subsection (b) of section 41 of such Code is amended—</text><subclause id="id6AE4AF91323245FBA673B9C48EB60EC2"><enum>(I)</enum><text>by redesignating paragraph (4) as paragraph (5); and</text></subclause><subclause id="id4AE743D478E24AB18EB85889CE8A9033"><enum>(II)</enum><text>by inserting after paragraph (3) the following new paragraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id5EC2C18345AC456C8FEACEDA7625015B" act-name=""><paragraph id="id52E533FE8F644BE69504EB62251A5BB0"><enum>(4)</enum><header>Employee training expenses</header><subparagraph id="id2679BC7CD6E34F01946FDCBD2CE5527A"><enum>(A)</enum><header>In general</header><text>The term <term>employee training expenses</term> means any wages paid or incurred to an employee in connection with training for the employee to perform qualified services described in clause (i) or (ii) of paragraph (2)(B). Such term does not include wages paid or incurred in connection with general employer training which does not specifically pertain to such qualified services.</text></subparagraph><subparagraph id="idA6F1E816370542BC9401CD8BCE1D689B"><enum>(B)</enum><header>Wages, etc</header><text>For purposes of this paragraph—</text><clause id="idBAFD6DABDCCB40E79B24C010BCF18351"><enum>(i)</enum><header>In general</header><text>The term <term>wages</term> shall not include any amount taken into account under paragraph (2)(A)(i).</text></clause><clause commented="no" display-inline="no-display-inline" id="id935B9C83A64040F6B080C144712CBCB5"><enum>(ii)</enum><header>Rules</header><text>The rules of paragraph (2)(D) shall apply.</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6480CE93D32345248AD56A72B40940C1"><enum>(C)</enum><header>Termination</header><text>The term <term>employee training expenses</term> does not include any wages paid or incurred after December 31, 2030.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subclause></clause></subparagraph><subparagraph id="idD64287E906A943B7B160B11663137C91"><enum>(C)</enum><header>Effective date</header><text>The amendments made by this paragraph shall apply to taxable years beginning after December 31, 2021.</text></subparagraph></paragraph></subsection><subsection id="id97EED2C44F884E83ADBEBEA589FD6B1B"><enum>(d)</enum><header>Regulatory modernization</header><paragraph id="id1C0390CE05B64FBDA0496C7339D9E3DC"><enum>(1)</enum><header>Definition</header><text>In this paragraph, the term <term>startup</term> means a small business concern (as defined in section 3(a) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632(a)</external-xref>)) that— </text><subparagraph id="id486BCD9453624E56B5CDC4D7E1FE6080"><enum>(A)</enum><text>has been in existence for less than 3 years; and</text></subparagraph><subparagraph id="id52540869362A4E3191A01FBF82B6991D"><enum>(B)</enum><text>has annual average gross receipts of less than $3,000,000.</text></subparagraph></paragraph><paragraph id="id9AF6E66DBA0241439B33351EB82C5A8E"><enum>(2)</enum><header>Requirement</header><text>Notwithstanding any other provision of law, in the case of a startup that is operating within an innovation center, any requirement related to a Federal grant that prohibits the use of university laboratory or other research assets purchased or supposed by the grant from being used for commercial purposes for an initial time period shall be waived.</text></paragraph></subsection><subsection id="idE18E11C185F94E0AB8A0AE7B0DB06EE1"><enum>(e)</enum><header>Business access to capital</header><paragraph id="id64E0C73D0AF54602B0578E81B47A1767"><enum>(1)</enum><header>Innovation center debentures</header><subparagraph id="idfaffecc3e45a4bb4b5b4d4dd7ea0c582"><enum>(A)</enum><header>In general</header><text>Section 303 of the Small Business Investment Act of 1958 (<external-xref legal-doc="usc" parsable-cite="usc/15/683">15 U.S.C. 683</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idd16e0ec942ab401e946c031c56795187"><subsection id="idd128383228204d9ea60c68ec31c507bc"><enum>(l)</enum><header>Innovation center debentures</header><text display-inline="yes-display-inline">In addition to any other authority under this Act, on and after the first day of the first fiscal year beginning after the date of enactment of this subsection, a small business investment company may issue innovation center debentures.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph><subparagraph id="idaa220ea7789a45f28fa413d773dac515"><enum>(B)</enum><header>Definitions</header><text>Section 103 of the Small Business Investment Act of 1958 (<external-xref legal-doc="usc" parsable-cite="usc/15/662">15 U.S.C. 662</external-xref>) is amended—</text><clause id="idabcd2389c4b04871a1626e3968415222"><enum>(i)</enum><text>in paragraph (19), by striking <quote>and</quote> at the end;</text></clause><clause id="id4a2e0d079ec54bd892c7f49c71cdc9ba"><enum>(ii)</enum><text>in paragraph (20), by striking the period at the end and inserting a semicolon; and</text></clause><clause id="idc9967c9c95d248a9ba7a631e7d418dbe"><enum>(iii)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id949be59f7f3b4fef98078a1370a48407"><paragraph id="id2e2a8feb25b941eea4f330d360264bcd"><enum>(21)</enum><text>the term <term>innovation center debenture</term> means a deferred interest debenture that—</text><subparagraph id="id2cbbf6d422a04a6184bb46c1a0e101b7"><enum>(A)</enum><text>is issued at a discount;</text></subparagraph><subparagraph id="id3e29c97b713d4814b12aa4530c0953da"><enum>(B)</enum><text>has a 5-year maturity or a 10-year maturity;</text></subparagraph><subparagraph id="idd8bad360342f40adb1a909936da8eebf"><enum>(C)</enum><text>requires no interest payment or annual charge for the first 5 years;</text></subparagraph><subparagraph id="id06f8b1cf74e640938b413393502276e4"><enum>(D)</enum><text>is restricted to companies located within an innovation center, as defined in section 2 of the <short-title>Innovation Centers Acceleration Act</short-title>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9a7797d0d6ea42688579de87ba8e42df"><enum>(E)</enum><text>is issued at no cost (as defined in section 502 of the Credit Reform Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/2/661a">2 U.S.C. 661a</external-xref>)) with respect to purchasing and guaranteeing the debenture; and</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5295A6D6BDF24149A7DEB11F40A5300C"><enum>(22)</enum><text>the term <term>innovation center startup</term> means any company that—</text><subparagraph commented="no" display-inline="no-display-inline" id="id6815F88F544E4EBBB5A4172543E9A61B"><enum>(A)</enum><text>is primarily located within an innovation center (as defined in section 2 of the <short-title>Innovation Centers Acceleration Act</short-title>);</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id36767C6672E34C3982397718225CB955"><enum>(B)</enum><text>is innovation- or technology-oriented; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id57207F769FD5412280FF8947A62DF123"><enum>(C)</enum><text>has been in existence for less than 5 years.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="id143AC72A8EBE45499E1C6ACC4277ED12"><enum>(C)</enum><header>Exemption from capital requirements</header><text>Section 301(c) of the Small Business Investment Act of 1958 (<external-xref legal-doc="usc" parsable-cite="usc/15/681">15 U.S.C. 681(c)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id60EE76D0F3764F2D98AFD2AD4C2C18C7"><paragraph id="idAFC485E474FB4FC5A159056D8F69AF0A"><enum>(5)</enum><header>Exception for applications located in innovation centers</header><text>An applicant that is located in an innovation center (as defined in section 2 of the <short-title>Innovation Centers Acceleration Act</short-title>) and that does not satisfy the requirements of section 302(a) shall be limited to 1 tier of leverage available under section 302(b) until the applicant meets the requirements of section 302(a).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="idDA4D37898ECB4868B6211C30E9D9B7F8"><enum>(2)</enum><header><enum-in-header>7(a)</enum-in-header> loan financing for innovation center startups</header><subparagraph id="id3FCB60F21A304C85AA4D7AC0BF1DABDE"><enum>(A)</enum><header>Loan guarantee percentage</header><text display-inline="yes-display-inline">Section 7(a)(2) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(a)(2)</external-xref>) is amended—</text><clause id="idFD17C6BE13154E958F409D410DE995E7"><enum>(i)</enum><text>in subparagraph (A), in the matter preceding clause (i), by striking <quote>and (F)</quote> and inserting <quote>(F), and (G)</quote>; and</text></clause><clause id="id765ED096AD4E43968F0DFBDFE75B5829"><enum>(ii)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id3FA9A8EA21D3469290DB0FA2A2D5C524"><subparagraph id="idE9281E3599C94C68913B213D64CBFED2"><enum>(G)</enum><header>Participation for innovation center startups</header><clause id="id1070E645342D406A8BAE38F27B75BAFA"><enum>(i)</enum><header>Definition</header><text>In this subparagraph, the term <term>innovation center startup</term> means any small business concern that—</text><subclause commented="no" display-inline="no-display-inline" id="idD43BF3658ED043CB901921617486C65F"><enum>(I)</enum><text>is primarily located within an innovation center (as defined in section 2 of the <short-title>Innovation Centers Acceleration Act</short-title>);</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id9287946ABEB14141BE17E5206615852E"><enum>(II)</enum><text>is innovation- or technology-oriented; and</text></subclause><subclause commented="no" display-inline="no-display-inline" id="idC17A5F3A609A4EC1AE0767E45C421132"><enum>(III)</enum><text>has been in existence for less than 5 years. </text></subclause></clause><clause id="idFFC905190CF047B793986EFEBAC40A89"><enum>(ii)</enum><header>Participation</header><text>In an agreement to participate in a loan on a deferred basis under this subsection for an innovation center startup, the participation by the Administration shall be 90 percent.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="idA67E8218927F40C38A0847DCC751CB2C"><enum>(B)</enum><header>Guarantee fee reduction</header><text>Section 7(a)(18) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(a)(18)</external-xref>) is amended—</text><clause id="id6D216758EDB9480E8520347E82B41B95"><enum>(i)</enum><text>in subparagraph (A), by striking <quote>With respect</quote> and inserting <quote>Except as provided in subparagraph (C), with respect</quote>; and</text></clause><clause id="id5EC36019B1B540309122C09D7F38ADCC"><enum>(ii)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id1013D28A113E4678A5F0EF00556DA929"><subparagraph id="id4A115BEA72FF49C8A3BF90540B704ACC"><enum>(C)</enum><header>Innovation center startups</header><text>With respect to a loan guaranteed under this subsection for a small business concern described in paragraph (2)(G)(i)—</text><clause id="idE6DE17DE848C42828DF0362813EF67F0"><enum>(i)</enum><text>the Administration may not collect a guarantee fee under this paragraph for a loan of not more than $350,000; and</text></clause><clause id="id9BDD1CE030A7426AB8FD1AA99DA74386"><enum>(ii)</enum><text>for a loan of more than $350,000, the Administration shall collect a guarantee fee under this paragraph equal to 50 percent of the guarantee fee that the Administration would otherwise collect for the loan.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></clause></subparagraph></paragraph><paragraph id="id40604C20DA474F50A0139D57785A727C"><enum>(3)</enum><header>Certified development company loans for innovation center startups</header><subparagraph id="id234E72CABA8F48C2985DD4B51D80BB8D"><enum>(A)</enum><header>Maximum loan amount</header><text>Section 502(2)(A) of the Small Business Investment Act of 1958 (<external-xref legal-doc="usc" parsable-cite="usc/15/696">15 U.S.C. 696(2)(A)</external-xref>) is amended—</text><clause id="idEDAD51E0040F4627BD2C346CF651A8CD"><enum>(i)</enum><text>in clause (iv), by striking <quote>and</quote> at the end;</text></clause><clause id="id4AF63C509AA94CEBAA61D6623F1DF6A9"><enum>(ii)</enum><text>in clause (v), by striking the period at the end and inserting <quote>; and</quote>; and</text></clause><clause id="idB57D705A6FB647A8A87EF2A7397598AC"><enum>(iii)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id4213476AD8664B50BF3D8AB3B0878708"><clause id="idCC4E88D0211B44A3ABE241F81C08C30D"><enum>(vi)</enum><text>$10,000,000 for each project of an innovation center startup.</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="id984fa9d999254378ba431f8ef732b5a2"><enum>(B)</enum><header>Contribution requirement</header><text>Section 502(3)(C) of the Small Business Investment Act of 1958 (<external-xref legal-doc="usc" parsable-cite="usc/15/696">15 U.S.C. 696(3)(C)</external-xref>) is amended—</text><clause id="id0399AFFB551B45F9BD915CBD92197A0A"><enum>(i)</enum><text>in clause (iii), by striking <quote>or</quote> at the end;</text></clause><clause id="id43BF629290AE46959EF9474AA22AE862"><enum>(ii)</enum><text>by redesignating clause (iv) as clause (v); and</text></clause><clause commented="no" display-inline="no-display-inline" id="id95EB5ECF90E645E8B447B2AE75C06869"><enum>(iii)</enum><text>by inserting after clause (iii) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id294E27754DEA426AB6A3D40C729134AB"><clause commented="no" display-inline="no-display-inline" id="idC39FBA3FCF914A60BC6CD23299B34900"><enum>(iv)</enum><text>for an innovation startup—</text><subclause id="IDC45DD9136396488DADEE0E7C89051CAB"><enum>(I)</enum><text>at least 5 percent of the total cost of the project financed, if the innovation startup has been in operation for a period of 2 years or less; and</text></subclause><subclause id="IDCCE6FFFE33DF4C42A3F3DCFB5565396A"><enum>(II)</enum><text>at least 5 percent of the total cost of the project financed if the project involves the construction of a limited or single purpose building or structure.</text></subclause></clause><after-quoted-block>.</after-quoted-block></quoted-block></clause></subparagraph></paragraph><paragraph id="idAE4E1ED03F2F4E889B9FF73031504E9F"><enum>(4)</enum><header>SBA resources</header><subparagraph id="id4531BD1704904EF2B187ED3F62AADF65"><enum>(A)</enum><header>In general</header><text>The Small Business Administration shall provide innovation center startups (as defined in section 7(a)(2)(G) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(a)(2)(G)</external-xref>)) access to financing resources of the Administration and assist those startups in navigating the application process.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idF7D8000A70A94F53A150C35651CE9B95"><enum>(B)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the Small Business Administration $2,500,000 for fiscal year 2021 and every fiscal year thereafter to carry out subparagraph (A). </text></subparagraph></paragraph></subsection><subsection id="id215E0CD568664898BD6579693B2B6CD7"><enum>(f)</enum><header>Neighborhood, property, and infrastructure modernization</header><paragraph id="id54D4BA2A30D24E439A21F71FABD61B10"><enum>(1)</enum><header>Community Development Block Grant funding</header><subparagraph id="idE0C9B67F78604DBBA3F4EB9680D0EC3E"><enum>(A)</enum><header>Definitions</header><text>In this paragraph—</text><clause id="id0895CD31469141918B264B98E4A8E333"><enum>(i)</enum><text>the term <term>eligible entity</term> means a unit of general local government or Indian tribe that receives assistance under title I of the Housing and Community Development Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/42/5301">42 U.S.C. 5301</external-xref> et seq.);</text></clause><clause id="idD5BD7BF8AE65410FA7822CB9976DFAFD"><enum>(ii)</enum><text>the terms <term>Indian tribe</term> and <term>unit of general local government</term> have the meanings given those terms in section 102 of the Housing and Community Development Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/42/5302">42 U.S.C. 5302</external-xref>);</text></clause><clause id="id1BD654C065524F86AD9BC051C464BBE1"><enum>(iii)</enum><text>the term <term>qualified affordable housing</term> means a housing development that consists of 5 or more dwelling units of which 20 percent or more are made available—</text><subclause id="id434c42e0d6d6435e96e39032501d48fc"><enum>(I)</enum><text>for rental only by a low-income family (as defined in section 3(b) of the United States Housing Act of 1937 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437a">42 U.S.C. 1437a(b)</external-xref>));</text></subclause><subclause id="id9290784b594d41a1a42825c07e0cd1a0"><enum>(II)</enum><text>at a monthly rent amount that does not exceed 30 percent of the monthly adjusted income (as defined in such section 3(b)) of the tenant low-income family; and</text></subclause><subclause id="id525cf39eb91f4029b4bf06fcaf516c11"><enum>(III)</enum><text>maintains affordability for residents who are low-income families for a period of not less than 30 years; and</text></subclause></clause><clause id="idCF9C6C003B32416196884BA88D1380E3"><enum>(iv)</enum><text>the term <term>Secretary</term> means the Secretary of Housing and Urban Development.</text></clause></subparagraph><subparagraph id="idFD610ED373CD4BD7A9B33452D822D9AD"><enum>(B)</enum><header>Funding</header><clause id="id2D3B2AD826244BAEB54E1C6911D2AE51"><enum>(i)</enum><header>In general</header><text>The Secretary shall provide a grant to each eligible entity that—</text><subclause id="id32B16A319F55483DA243044A4BF07FF4"><enum>(I)</enum><text>is within the area covered by an innovation center; and</text></subclause><subclause id="id4762CECEE093416986EA8458F23B7138"><enum>(II)</enum><text>the Committee certifies is working in partnership with that innovation center.</text></subclause></clause><clause id="idEBDEC0152BF84A4E816883E96110B121"><enum>(ii)</enum><header>Amount</header><text>The amount of a grant provided to an eligible entity under clause (i) for a fiscal year shall be equal to the allocation that the eligible entity receives under title I of the Housing and Community Development Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/42/5301">42 U.S.C. 5301</external-xref> et seq.) for that fiscal year.</text></clause><clause id="id27E0EAEEF82A4994808DAB7EC8B77093"><enum>(iii)</enum><header>Prohibition</header><text>The Secretary may not reduce the amount that any eligible entity receives under title I of the Housing and Community Development Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/42/5301">42 U.S.C. 5301</external-xref> et seq.) because eligible entities receive grants under this subparagraph.</text></clause></subparagraph><subparagraph id="idEF0FF3F3F54A48C69EE5135CAB7E3A6F"><enum>(C)</enum><header>Use of funds</header><text>An eligible entity shall use grant funds provided under subparagraph (B) for the development and preservation of qualified affordable housing, including the construction of such housing, within the area covered by an innovation center, in accordance with title I of the Housing and Community Development Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/42/5301">42 U.S.C. 5301</external-xref> et seq.) and after consultation with the innovation center.</text></subparagraph><subparagraph id="id494AB9981C6940689D23A33F925864EC"><enum>(D)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated such sums as may be necessary to carry out this paragraph for each fiscal year in which an innovation center designation is in effect.</text></subparagraph></paragraph><paragraph id="id4FB35A973B8E416291705C7099949D55"><enum>(2)</enum><header>Infrastructure financing</header><subparagraph id="id13EB2065FF5342DD8671B88395CCEE66"><enum>(A)</enum><header>BUILD grants</header><clause id="id8A21D1B0D5BB44CC80BC7F654C218D75"><enum>(i)</enum><header>Definition of BUILD program</header><text>In this subparagraph, the term <term>BUILD program</term> means the program for national infrastructure investments (commonly known as the <quote>Better Utilizing Investments to Leverage Development (BUILD) discretionary grant program</quote>) of the Department of Transportation.</text></clause><clause id="idD9C7BA4AB5944E8DBBBEB2084F5BF640"><enum>(ii)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the Secretary of Transportation $300,000,000 for each of fiscal years 2022 through 2032 to carry out projects under the BUILD program in innovation centers.</text></clause><clause id="idA950D3F81BA949BFAB521707BC6A82B0"><enum>(iii)</enum><header>Supplement, not supplant</header><text>Amounts authorized to be appropriated under clause (ii) shall supplement and not supplant any other amounts authorized to be appropriated for the BUILD program. </text></clause></subparagraph><subparagraph id="id9B0B4570ED334F55AC3308CA27FD4B50"><enum>(B)</enum><header>INFRA grants</header><clause id="idAC8BDFFA64B0453C8AB90322FCA746FB"><enum>(i)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the Secretary of Transportation $300,000,000 for each of fiscal years 2022 through 2032 to carry out projects under the nationally significant freight and highway projects program under section 117 of title 23, United States Code, in innovation centers. </text></clause><clause id="id01DD443BA4BA452394069EA2A087330C"><enum>(ii)</enum><header>Supplement, not supplant</header><text>Amounts authorized to be appropriated under clause (i) shall supplement and not supplant any other amounts authorized to be appropriated for the nationally significant freight and highway projects program under section 117 of title 23, United States Code. </text></clause></subparagraph><subparagraph id="idD04AC3D5A8154805A36A9A2154155C70"><enum>(C)</enum><header>TIFIA program</header><clause id="id38FDEB4BD9E74761AC5FADBFB8FEFFC0"><enum>(i)</enum><header>Lines of credit</header><text>Section 604(b)(2) of title 23, United States Code, is amended—</text><subclause id="id00B91E8AEB174BD09DCC320033B9BF8D"><enum>(I)</enum><text>by striking <quote>The total</quote> and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id722FF0B2B14C4E83BB682FBAB777C5E6"><subparagraph id="idF8BED828D2F54052896CF3CA91ACA157"><enum>(A)</enum><header>In general</header><text>Except as provided in subparagraph (B), the total</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subclause><subclause id="id6BDC86A5665A4067B27DAFB29C7CB8A5"><enum>(II)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id516D071D999C4CE497C3C150F5FB7465"><subparagraph id="idAB64487CC43E41F89950D43A5501D8F8"><enum>(B)</enum><header>Projects in innovation centers</header><text>In the case of a project in an innovation center (as defined in section 2 of the <short-title>Innovation Centers Acceleration Act</short-title>), the total amount of a line of credit under this section shall not exceed 49 percent of the reasonably anticipated eligible project costs.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subclause></clause><clause id="idE394533CD7424D8394FD1030E9B1B8A3"><enum>(ii)</enum><header>Fee waiver</header><text>Section 605 of title 23, United States Code, is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id98721DCF2E7C43FEA3356A631A62A746"><subsection id="id94B99630B6A74BBCBAD038AD7EEB47E2"><enum>(g)</enum><header>Projects in innovation centers</header><text>Notwithstanding any other provision of this chapter, in the case of a project in an innovation center (as defined in section 2 of the <short-title>Innovation Centers Acceleration Act</short-title>), the Secretary shall not require the payment of any fees under section 603(b)(7), section 604(b)(9), or subsection (b).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></clause></subparagraph></paragraph></subsection></section></legis-body></bill>
