<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 837</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210318">March 18, 2021</action-date><action-desc><sponsor name-id="S229">Mrs. Murray</sponsor> (for herself, <cosponsor name-id="S275">Ms. Cantwell</cosponsor>, <cosponsor name-id="S221">Mrs. Feinstein</cosponsor>, <cosponsor name-id="S413">Mr. Padilla</cosponsor>, <cosponsor name-id="S311">Ms. Klobuchar</cosponsor>, <cosponsor name-id="S394">Ms. Smith</cosponsor>, and <cosponsor name-id="S253">Mr. Durbin</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSBK00">Committee on Banking, Housing, and Urban Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To provide relief to public transportation agencies with projects in the Full Funding Grant Agreement stage of the Capital Investment Grants Program.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Relief for public transportation agencies</header><subsection id="idBCB5AB7CA64748DC880FFDD7B97414C9"><enum>(a)</enum><header>Definitions</header><text>In this section—</text><paragraph id="id715EEC97CE53459589A2B93361917273"><enum>(1)</enum><text>the term <term>Secretary</term> means the Secretary of Transportation; and</text></paragraph><paragraph id="id495B48865D1B4628B5FA3CFB315638C8"><enum>(2)</enum><text>the term <term>total project cost</term>, with respect to a project that receives a grant under section 5309 of title 49, United States Code, means the most recent total project cost stipulated in the full funding grant agreement.</text></paragraph></subsection><subsection id="id375627BC5A9B461887CE93D33A6C6E04"><enum>(b)</enum><header>CIG COVID–19 emergency relief program</header><text>Notwithstanding subsection (k)(2)(C)(ii) or (l)(1)(B)(ii) of section 5309 of title 49, United States Code, at the request of a project sponsor, the Secretary shall provide an additional 30 percent of total project costs for any project under subsection (d) or (e) of section 5309 of title 49, United States Code, that has a full funding grant agreement entered into under such subsection (d) or (e) on or after January 1, 2017.</text></subsection><subsection id="id5df58f3f66b34e41b6c9554c4ca5c1df"><enum>(c)</enum><header>Deferred non-Federal share</header><text>The Secretary shall allow a project sponsor to defer payment of the non-Federal share for any project described in subsection (b).</text></subsection><subsection id="id01ffbfea259f418c8e205a0c253b31b3"><enum>(d)</enum><header>Federal share</header><text>The Federal share of the costs of a project that receives additional funding under this section may not exceed 80 percent.</text></subsection><subsection id="id0349817686854CC3A9E08928F3E39B2D" commented="no"><enum>(e)</enum><header>Authorization of appropriations from general fund</header><text>There is authorized to be appropriated from the general fund of the Treasury such sums as may be necessary to carry out this section.</text></subsection></section></legis-body></bill>
