<official-title>To authorize the Secretary of Education to establish and maintain a public website tracking the expenditures by States of COVID–19 education relief funds. </official-title>

<section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>School Reopening and Spending Transparency Act </short-title></quote>.</text></section> <section id="id11B1B39B368440528448AFD318095C0A"><enum>2.</enum><header>Tracking COVID–19 education relief funds</header> <subsection id="id5504CF02A43E4B18B47DB410601FE08B"><enum>(a)</enum><header>In general</header><text>The Secretary of Education shall establish and maintain a public website tracking the expenditures by States of COVID–19 education relief funds provided under the following:</text>
<paragraph id="idDDD58B7964834004A57F96981DC99B2C"><enum>(1)</enum><text>The Education Stabilization Fund under title VIII of division B of the CARES Act (<external-xref legal-doc="public-law" parsable-cite="pl/116/136">Public Law 116–136</external-xref>).</text></paragraph> <paragraph id="id7552444262574B668B440B47A01106B7"><enum>(2)</enum><text>The Education Stabilization Fund under title III of the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (<external-xref legal-doc="public-law" parsable-cite="pl/116/260">Public Law 116–260</external-xref>).</text></paragraph>
<paragraph id="id50813875477E4746BEB226245E250B97"><enum>(3)</enum><text>Part 1 of subtitle A of title II of the American Rescue Plan Act of 2021 (<external-xref legal-doc="public-law" parsable-cite="pl/117/2">Public Law 117–2</external-xref>).</text></paragraph></subsection> <subsection id="idA4FA6773793C48DB91D668856AC374E7"><enum>(b)</enum><header>Update</header><text>The Secretary of Education shall update the data on the public website described under subsection (a) monthly.</text></subsection>
<subsection id="id32E7BBE1D5E14EC4A09A063187540FB2"><enum>(c)</enum><header>Report on operating status</header>
<paragraph id="id80CD8453757E4B5EAB75CA10A162E480"><enum>(1)</enum><header>In general</header><text>Each State that receives COVID–19 education relief funds under any of the provisions described in paragraphs (1) through (3) of subsection (a) shall submit a report to the Secretary of Education on a monthly basis that includes the operating status of each public elementary school and secondary school in the State during the 2020–2021 school year, including, for each such school, the following: </text> <subparagraph id="idb80ff2d85b2343eea892427054dcb454"><enum>(A)</enum><text>The number of school days the school did not offer in-person instruction for any students enrolled in the school. </text></subparagraph>
<subparagraph id="id8780aff4c61a45099d39192d6841b893"><enum>(B)</enum><text>The number of days the school offered hybrid learning.</text></subparagraph> <subparagraph id="id6274c446098a475aae1589ec167d696f"><enum>(C)</enum><text>The number of days the school offered full-day, in-person instruction for all students enrolled in the school. </text></subparagraph></paragraph>
<paragraph id="id52bcb8a1623048df8cd954765481ca1a"><enum>(2)</enum><header>Publication</header><text>The Secretary of Education shall publish the information submitted under paragraph (1) on the public website described under subsection (a) and shall update the information monthly. </text></paragraph></subsection></section> </legis-body> </bill>
