which was read twice and referred to the <committee-name committee-id="SSBK00">Committee on Banking, Housing, and Urban Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend section 5303 of title 49, United States Code, to consider housing in metropolitan transportation planning, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Better Planning and Land-Use for Accessible Neighborhoods Act</short-title></quote> or the <quote><short-title>Better PLAN Act</short-title></quote>.</text></section><section id="id1EE72EB3F9B84E24903C117F1A4FEF96"><enum>2.</enum><header>Metropolitan transportation planning</header><text display-inline="no-display-inline">Section 5303 of title 49, United States Code, is amended—</text><paragraph id="idE74048DEB55F4E10B5A0C4BD3DA138BD"><enum>(1)</enum><text>in subsection (a)(1), by inserting <quote>and better connect housing and employment</quote> after <quote>urbanized areas</quote>;</text></paragraph><paragraph id="idF4105A742CD04E62849B8FFF6EADBBB8"><enum>(2)</enum><text>in subsection (g)(3)(A), by inserting <quote>housing,</quote> after <quote>economic development,</quote>;</text></paragraph><paragraph id="id1DB67CB0715541D5B85B6C3A244AD388"><enum>(3)</enum><text>in subsection (h)(1)—</text><subparagraph id="idA72F7B6D139D4FE9969419FE97BFD19F"><enum>(A)</enum><text>in subparagraph (E), by inserting <quote>, housing,</quote> after <quote>growth</quote>;</text></subparagraph><subparagraph id="idC7969B005A7B4719AA95463C39E6078C"><enum>(B)</enum><text>in subparagraph (H), by striking <quote>and</quote> at the end; </text></subparagraph><subparagraph id="id1EEDF47A46AC4A5288C0DCF8D508238A"><enum>(C)</enum><text>in subparagraph (I), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph id="id87BF31BB79364F42B7DCE0F7B3FBF843"><enum>(D)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idA2FE20A32F534F5DA67F7B972421A9C3"><subparagraph id="id9A324DB4A55647B4AC671ACC80773C0B"><enum>(J)</enum><text>enhance the integration and connectivity of the transportation system by better connecting housing to employment.</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id187ECA93E6A44BF4BF2A625B9283090D"><enum>(4)</enum><text>in subsection (i)—</text><subparagraph id="id012B4917785F4B0795F2138CFE151073"><enum>(A)</enum><text>in paragraph (4)(B)—</text><clause id="id62B4E8C6F0FF4DEE840CD2AFF2DA4BBA"><enum>(i)</enum><text>by redesignating clauses (iii) through (vi) as clauses (iv) through (vii), respectively; and</text></clause><clause id="id7140149B648742EA805144AE7906DD76"><enum>(ii)</enum><text>by inserting after clause (ii) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idB37237FBE07D455F8489236CF0286906"><clause id="id37AD9A7829084552BA84FBE509492124"><enum>(iii)</enum><text>assumed distribution of population and housing;</text></clause><after-quoted-block>;</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="id02844D1F524B4D41A0418340095A761F"><enum>(B)</enum><text>in paragraph (5)(A), by inserting <quote>housing,</quote> after <quote>conservation,</quote>; and</text></subparagraph><subparagraph id="idAE04F4D199794B2C8C8B6E63B951F7AF"><enum>(C)</enum><text>in paragraph (6)(A), by inserting <quote>affordable housing organizations,</quote> after <quote>disabled,</quote>; and</text></subparagraph></paragraph><paragraph id="idB55B1D45F2FF442ABF26785709CFF414"><enum>(5)</enum><text>in subsection (k)—</text><subparagraph id="id50A20795CEC9447CA8101A8E2C9A11F5"><enum>(A)</enum><text>by redesignating paragraphs (4) and (5) as paragraphs (5) and (6), respectively; and</text></subparagraph><subparagraph id="id3A104C8C5DF8427CA243070476CEBBAC"><enum>(B)</enum><text>by inserting after paragraph (3) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id14CCC012B96743F3971C97D9E3BB9C09"><paragraph id="id199858EC2CF7488C9421A99CD62D752F"><enum>(4)</enum><header>Housing coordination process</header><subparagraph id="idf03dcd931f044e4b8710f04024e9d89b"><enum>(A)</enum><header>In general</header><text>Within a metropolitan planning area serving a transportation management area, the transportation planning process under this section shall address the integration of housing, transportation, and economic development strategies through a process that provides for effective integration, based on a cooperatively developed and implemented strategy, of new and existing transportation facilities eligible for funding under this chapter and title 23.</text></subparagraph><subparagraph id="id53C065049AC5413CBF5708CF703752D4"><enum>(B)</enum><header>Coordination in integrated planning process</header><text>In carrying out the process described in subparagraph (A), a metropolitan planning organization shall—</text><clause id="id5924152BA9BB4D158477FFEF49DBE47A"><enum>(i)</enum><text>consult with—</text><subclause id="idb03a18168c6540d487349966fa3247f3"><enum>(I)</enum><text>State and local entities responsible for land use, economic development, housing, management of road networks, or public transportation; and</text></subclause><subclause id="idef02c9ebee8a421fa6dc9cc393cc1088"><enum>(II)</enum><text>other appropriate public or private entities; and</text></subclause></clause><clause id="id0ef8c18b9987468387ba3f4eac1395a1"><enum>(ii)</enum><text>coordinate, to the extent practicable, with applicable State and local entities to align the goals of the process with the goals of any comprehensive housing affordability strategies established within the metropolitan planning area pursuant to section 105 of the Cranston-Gonzalez National Affordable Housing Act (<external-xref legal-doc="usc" parsable-cite="usc/12/12705">12 U.S.C. 12705</external-xref>) and plans developed under section 5A of the United States Housing Act of 1937 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437c-1">42 U.S.C. 1437c–1</external-xref>). </text></clause></subparagraph><subparagraph id="id57062f9e04c2493981442c17cdb9b84c"><enum>(C)</enum><header>Schedule</header><text>The Secretary shall establish an appropriate phase-in schedule for compliance with the requirements of this paragraph, but no sooner than—</text><clause id="id60BCE858FA4A4856B101BB8A4AFF5E23"><enum>(i)</enum><text>1 year after the identification of a transportation management area; or</text></clause><clause id="id4A9791FF21664A068BDAAF52A426E6C6"><enum>(ii)</enum><text>with respect to a transportation management area in existence on the day before the date of enactment of this paragraph, 1 year after the date of enactment of this paragraph.</text></clause></subparagraph><subparagraph id="id672825af1c58448bbd4a708f6ad4a973"><enum>(D)</enum><header>Housing coordination plan</header><clause id="id3624E63BE2CD41CEA672DFCAA9D6B3E6"><enum>(i)</enum><header>In general</header><text>A metropolitan planning organization serving a transportation management area may develop a housing coordination plan that includes projects and strategies that will be considered in the metropolitan transportation plan of the metropolitan planning organization.</text></clause><clause id="idDB2054D970E8420F99CD0AC155C065C1"><enum>(ii)</enum><header>Contents</header><text>A plan described in clause (i) may—</text><subclause id="id610058948e0b473fbfaa914e7547bcc3"><enum>(I)</enum><text>develop regional goals for the integration of housing, transportation, and economic development strategies to—</text><item id="idb0b396bc96c049be9a1546ecd3a6af0b"><enum>(aa)</enum><text>better connect housing and employment while mitigating commuting times;</text></item><item id="id5910744a80fb4410a9ed912ea9e31e51"><enum>(bb)</enum><text>align transportation improvements with housing needs, such as housing supply shortages, and proposed housing development;</text></item><item id="id9735fdd20adf4b9c890f95afd592e9a5"><enum>(cc)</enum><text>align planning for housing and transportation to address needs in relationship to household incomes within the metropolitan planning area;</text></item><item id="id1fc9bc56ccbe468c9350b7bd692e03ae"><enum>(dd)</enum><text>expand housing and economic development within the catchment areas of existing transportation facilities and public transportation services when appropriate, including higher-density development, as locally determined;</text></item><item id="idfcb290819c9840bd9d325ca0def5bbc8"><enum>(ee)</enum><text>manage effects of growth of vehicle miles traveled experienced in the metropolitan planning area related to housing development and economic development;</text></item><item id="idf0ffdd6fcacf49aca28a35177e20e716"><enum>(ff)</enum><text>increase share of households with sufficient and affordable access to the transportation networks of the metropolitan planning area;</text></item></subclause><subclause id="id5c3f6e7ad6b4490893311838843ced82"><enum>(II)</enum><text>identify the location of existing and planned housing and employment, and transportation options that connect housing and employment; and</text></subclause><subclause id="id933c1ffaa325448bb55675524c6fb3b0"><enum>(III)</enum><text>include a comparison of transportation plans to land use management plans, including zoning plans, that may affect road use, public transportation ridership and housing development.</text></subclause></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></section></legis-body></bill>
