<congress display="yes">117th CONGRESS</congress><session display="yes">2d Session</session><legis-num display="yes">S. 734</legis-num><current-chamber display="no">IN THE SENATE OF THE UNITED STATES</current-chamber><legis-type display="yes">AN ACT</legis-type><official-title display="yes">To amend the Child Abuse Prevention and Treatment Act to provide for grants in support of training and education to teachers and other school employees, students, and the community about how to prevent, recognize, respond to, and report child sexual abuse among primary and secondary school students.</official-title></form><legis-body id="H3FDB4521C71C44429A003AE39D17B28C" style="OLC" display-enacting-clause="yes-display-enacting-clause"><section id="S1" section-type="section-one" commented="no" display-inline="no-display-inline"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Jenna Quinn Law</short-title></quote>.</text></section><section section-type="subsequent-section" id="idD973DFEC708E4B34B78B5A2001C3F38E" commented="no" display-inline="no-display-inline"><enum>2.</enum><header display-inline="yes-display-inline">Child sexual abuse awareness field initiated grants</header><text display-inline="no-display-inline">(a) <header-in-text style="OLC" level="subsection">In General</header-in-text>.—Section 105(a) of the Child Abuse Prevention and Treatment Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5106">42 U.S.C. 5106(a)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id7EE28F94B5874A13B33E7B9EA43407EC"><paragraph id="idA368E81BA45E4B6792ACF96578837130" commented="no" display-inline="no-display-inline"><enum>(8)</enum><header display-inline="yes-display-inline">Child sexual abuse awareness field-initiated grants</header><text display-inline="yes-display-inline">The Secretary may award grants under this subsection to entities, for periods of up to 5 years, in support of field-initiated innovation projects that advance, establish, or implement comprehensive, innovative, evidence-based or evidence-informed child sexual abuse awareness and prevention programs by—</text><subparagraph id="id8c8b2139da88425e920e9a2eca739682" commented="no" display-inline="no-display-inline"><enum>(A)</enum><text display-inline="yes-display-inline">improving student awareness of child sexual abuse in an age-appropriate manner, including how to recognize, prevent, and safely report child sexual abuse;</text></subparagraph><subparagraph id="id7df264a7251041e2ab555c17febf4c4c" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text display-inline="yes-display-inline">training teachers, school employees, and other mandatory reporters and adults who work with children in a professional or volunteer capacity, including with respect to recognizing child sexual abuse and safely reporting child sexual abuse; or</text></subparagraph><subparagraph id="id1ec41ca6eb804ec1a8eec1c005407931" commented="no" display-inline="no-display-inline"><enum>(C)</enum><text display-inline="yes-display-inline">providing information to parents and guardians of students about child sexual abuse awareness and prevention, including how to prevent, recognize, respond to, and report child sexual abuse and how to discuss child sexual abuse with a child.</text></subparagraph></paragraph><after-quoted-block display="yes">.</after-quoted-block></quoted-block><subsection id="idB26D3ACA9FD54D659E7FBFB9A8C7B5A5"><enum>(b)</enum><header>Report on effectiveness of expenditures</header><text>The Inspector General of the Department of Health and Human Services shall—</text><paragraph id="id7DAE6972F78E4BD38AA9524440CC9F66"><enum>(1)</enum><text>prepare a report that describes the projects for which funds are expended under section 105(a)(8) of the Child Abuse Prevention and Treatment Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5106">42 U.S.C. 5106(a)(8)</external-xref>) and evaluates the effectiveness of those projects; and </text></paragraph><paragraph id="id6075635FE50948AE9C2474C856EF2A5F"><enum>(2)</enum><text>submit the report to the appropriate committees of Congress.</text></paragraph></subsection><subsection id="idBD1A64B4D23C421783439AE182B8AEF7"><enum>(c)</enum><header>Report on duplicative nature of expenditures</header><text>The Inspector General of the Department of Health and Human Services shall—</text><paragraph id="id5FB0A1B141494DBDB3EC5552E0F88513"><enum>(1)</enum><text>prepare a report that examines whether the projects described in subsection (b) are duplicative of other activities supported by Federal funds; and</text></paragraph><paragraph id="id704E42843C344E2C9B5CD537CAC8556A"><enum>(2)</enum><text>submit the report to the appropriate committees of Congress.</text></paragraph></subsection></section></legis-body><attestation><attestation-group><attestation-date date="20220803" chamber="Senate">Passed the Senate August 3, 2022.</attestation-date><attestor display="no"></attestor><role>Secretary</role></attestation-group></attestation><endorsement display="yes"></endorsement></bill>
