<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 720</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210311">March 11, 2021</action-date><action-desc><sponsor name-id="S399">Mr. Hawley</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To encourage States to permit members of the Armed Forces who are outside of the State under orders to renew a permit to carry a concealed firearm through the mail, and for other purposes. </official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H755C8033ECF6449DAD8B8FABC2D5293E"><section section-type="section-one" id="H8048F508CFF54A2DA19B7072C2C9649E"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>U.S. Military Right to Carry Act</short-title></quote>.</text></section><section id="H79B0C79E53DA402F9E69A04F52F3C726"><enum>2.</enum><header>Concealed carry renewals by mail for members of the Armed Forces</header><subsection id="HD6B75C3DD732470884068DBB1875458E"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">A State that receives funds under subpart 1 of part E of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10151">34 U.S.C. 10151</external-xref> et seq.) shall have in place—</text><paragraph id="H2A4E18A7966D435693EE1FF68222C56C"><enum>(1)</enum><text>a law or policy that permits a member of the Armed Forces who is a resident of the State and who is outside of the State under orders to renew a permit to carry a concealed firearm through the mail; and</text></paragraph><paragraph id="H3AC72751493C421C94EECC6045F78AEE"><enum>(2)</enum><text display-inline="yes-display-inline">a law or policy that treats a member of the Armed Forces on active duty in the State as a resident of the State for purposes of issuing a permit to carry a concealed firearm in the State. </text></paragraph></subsection><subsection id="HDBC88E88F2A34E9391D863040F36213C"><enum>(b)</enum><header>Reduction in funds</header><text display-inline="yes-display-inline">Beginning in the first fiscal year that begins after the date of enactment of this Act, the Attorney General shall, with respect to the amount that a State would otherwise receive under the grant program described in subsection (a)—</text><paragraph id="HD6B7559B674448C4AC64EF238B336CD0"><enum>(1)</enum><text>reduce such amount by 5 percent in the case of a State that fails to comply with the requirement under subsection (a)(1); and</text></paragraph><paragraph id="HAF6FD485FA3048328E65E09F299AD2F0"><enum>(2)</enum><text>reduce such amount by 5 percent in the case of a State that fails to comply with the requirement under subsection (a)(2). </text></paragraph></subsection><subsection id="H7B7118350B6B4CE89622A74D8BCF231B"><enum>(c)</enum><header>Reallocation</header><text>The Attorney General shall reallocate amounts not awarded to a State pursuant to subsection (b) to States that comply with the requirement under subsection (a).</text></subsection></section></legis-body></bill>
