Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of Labor to award grants to organizations for the provision of transition assistance to members and former members of the Armed Forces who are separated, retired, or discharged from the Armed Forces, and spouses of such members, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="id5B1E73E15B5B4125A2CC209FD0D3E070"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Helping Unleash Benefits and Services for Veterans Act of 2021</short-title></quote> or the <quote><short-title>HUBS for Veterans Act of 2021</short-title></quote>.</text></section><section commented="no" section-type="subsequent-section" id="HE4E0B1E39A1E4313991A70E5D88FD4B9"><enum>2.</enum><header>Grants for provision of transition assistance to members and former members of the Armed Forces after separation, retirement, or discharge</header><subsection commented="no" id="HB84E9DB88FAF4A13AFF8027C3F1A154B"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Commencing not later than 180 days after the date of the enactment of this Act, the Secretary of Labor shall, in coordination with the Secretary of Veterans Affairs, carry out a program to award grants to eligible organizations for the provision of assistance to covered individuals on the transition of a member or former member of the Armed Forces from service in the Armed Forces to civilian life.</text></subsection><subsection commented="no" id="idBA7A5043228C415EBBCB36F58210E703"><enum>(b)</enum><header>Covered individuals</header><text display-inline="yes-display-inline">For purposes of this section, a covered individual is—</text><paragraph commented="no" id="idBABD0A2EDE3743C0AF4076D57B5EC336"><enum>(1)</enum><text display-inline="yes-display-inline">a member of the Armed Forces who is eligible for preseparation counseling under sections 1142 and 1144 of title 10, United States Code;</text></paragraph><paragraph commented="no" id="idC239157855C94F8D8B001834D46CD4E0"><enum>(2)</enum><text>a former member of the Armed Forces who is transitioning from service in the Armed Forces to civilian life; or</text></paragraph><paragraph commented="no" id="idA6740F3B338E4A61A6AC61E599862B52"><enum>(3)</enum><text>a spouse of a member described in paragraph (1) or a former member described in paragraph (2).</text></paragraph></subsection><subsection id="idE0D1F02F27C04C7B92E8407D82DB7E70"><enum>(c)</enum><header>Duration of program</header><text>The Secretary of Labor shall carry out the program during the five-year period beginning on the date of the commencement of the program.</text></subsection><subsection id="id21ACE8ED788747B8B9E74F6FF3B3AF75"><enum>(d)</enum><header>Grants</header><paragraph id="id53676FCD7FF24164AFD18B267F9E3855"><enum>(1)</enum><header>In general</header><text>The Secretary of Labor shall carry out the program through the award of grants to eligible organizations for the provision of assistance described in subsection (a).</text></paragraph><paragraph id="idf45ab4b3c4b242429e9080bcded413d0"><enum>(2)</enum><header>Matching funds required</header><text>A grant under this section shall be in an amount that does not exceed 50 percent of the amount required by the organization to provide the services described in subsection (g).</text></paragraph></subsection><subsection commented="no" id="H885C38035C8E4B98A3937702CEE1A24F"><enum>(e)</enum><header>Eligible organizations</header><text>For purposes of this section, an eligible organization is any nonprofit organization that the Secretary of Labor determines, in consultation with the Secretary of Veterans Affairs, is suitable for receipt of a grant under the program pursuant to receipt by the Secretary of Labor of an application submitted under subsection (f)(1).</text></subsection><subsection id="id8480594EDA3F40B88B1FC3595E241920"><enum>(f)</enum><header>Selection of grant recipients</header><paragraph id="id283D80A728DC4D8F9D45C16F00BD9040"><enum>(1)</enum><header>Applications</header><text>An organization seeking a grant under the program shall submit to the Secretary of Labor an application therefor at such time, in such manner, and containing such information and assurances as the Secretary, in consultation with the Secretary of Veterans Affairs, may require.</text></paragraph><paragraph id="id4badb3c2b17248a7be41d6826c308efc"><enum>(2)</enum><header>Priority for hubs of services</header><text>In awarding grants under the program, the Secretary of Labor shall give priority to an organization that provides multiple forms of services described in subsection (g).</text></paragraph></subsection><subsection commented="no" id="HBE21800C242245C1A244A0BDD7DBBAC4"><enum>(g)</enum><header>Use of funds</header><text display-inline="yes-display-inline">The recipient of a grant under the program shall use the grant to coordinate for covered individuals the following:</text><paragraph commented="no" id="id588777E86CF7464BAC66CE27966D404B"><enum>(1)</enum><text display-inline="yes-display-inline">Job recruitment training, including résumé assistance and interview training.</text></paragraph><paragraph commented="no" id="idDB587A32570C4D4AA7891FCAE216F935"><enum>(2)</enum><text display-inline="yes-display-inline">Behavioral health services.</text></paragraph><paragraph commented="no" id="id843514F6EBC84D1C91668D9DD96E2198"><enum>(3)</enum><text display-inline="yes-display-inline">Financial services.</text></paragraph><paragraph commented="no" id="id0EB6B9851CF04A5E89DAE4C4E508764C"><enum>(4)</enum><text>Legal assistance.</text></paragraph><paragraph commented="no" id="id01148E0274CD4DA0B3E305C6ED9F33B6"><enum>(5)</enum><text>Educational supportive services.</text></paragraph><paragraph commented="no" id="idA0018A141DF74CA1B57E728157640448"><enum>(6)</enum><text>Assistance with accessing benefits provided under laws administered by the Secretary of Veterans Affairs.</text></paragraph><paragraph commented="no" id="id18A12CACBF094D39A2A79B31B9BBE65F"><enum>(7)</enum><text>Non-clinical case management.</text></paragraph><paragraph commented="no" id="idE0F42D53E71841E59568229AB530D8D9"><enum>(8)</enum><text>Entrepreneurship training.</text></paragraph><paragraph commented="no" id="idAB54F19D5706453A82B57C041DF51873"><enum>(9)</enum><text display-inline="yes-display-inline">Such other services that may be related to the assistance and services set forth in this subsection as the Secretary of Labor determines may lead directly to successful transition to civilian life.</text></paragraph></subsection><subsection commented="no" id="H26DF9D74E8024D5492FEC21F8A0CA41F"><enum>(h)</enum><header>Inclusion in Transition Assistance Program counseling</header><text display-inline="yes-display-inline">The Secretary concerned shall include in the information provided to a member of the Armed Forces during Transition Assistance Program information regarding any recipient of a grant under this section that is located in the community in which that member will reside after separation, retirement, or discharge from the Armed Forces.</text></subsection><subsection commented="no" id="idF00F425DF72940A39EC44039E8B2D7CD"><enum>(i)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated $10,000,000 to carry out this section.</text></subsection><subsection id="H1CA57773CD124F8690056097DC745614"><enum>(j)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text><paragraph commented="no" display-inline="no-display-inline" id="H97B1F184145A4165BDADE270040AEBDE"><enum>(1)</enum><header>Nonprofit organization</header><text>The term <term>nonprofit organization</term> is an organization that is described in <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986 and is exempt from taxation under section 501(a) of such Code.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3AEBEF1B01FF41A491D5ED637A673839"><enum>(2)</enum><header>Secretary concerned</header><text display-inline="yes-display-inline">The term <term>Secretary concerned</term> has the meaning given such term in section 101 of title 10, United States Code.</text></paragraph><paragraph id="HCAD81BCA535A433DBCD6C4D9748A6D71"><enum>(3)</enum><header>Transition Assistance Program</header><text display-inline="yes-display-inline">The term <term>Transition Assistance Program</term> means the Transition Assistance Program under sections 1142 and 1144 of title 10, United States Code.</text></paragraph></subsection></section></legis-body></bill>
