<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 705</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210311">March 11, 2021</action-date><action-desc><sponsor name-id="S355">Mr. Cruz</sponsor> (for himself, <cosponsor name-id="S287">Mr. Cornyn</cosponsor>, and <cosponsor name-id="S398">Mr. Cramer</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSEV00">Committee on Environment and Public Works</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Intermodal Surface Transportation Efficiency Act of 1991 with respect to future interstate designations, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HD921C629B9614B0E8C4B6BBDC515FED9"><section section-type="section-one" id="H54A93EA2C5104466A9C6C9C5841B27C7"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Ports-to-Plains Highway Act of 2021</short-title></quote>.</text></section><section section-type="subsequent-section" id="H66B7F78E83F4426FA7EBAC7F9F0730B1"><enum>2.</enum><header>Future interstate designation and operation</header><subsection id="H442AE23628094FE49420F3EF6162BB74"><enum>(a)</enum><header>Inclusion of certain route segments on interstate system</header><text display-inline="yes-display-inline">Section 1105(e)(5) of the Intermodal Surface Transportation Efficiency Act of 1991 (<external-xref legal-doc="public-law" parsable-cite="pl/102/240">Public Law 102–240</external-xref>; 109 Stat. 597; 118 Stat. 293; 129 Stat. 1422; 133 Stat. 3018) is amended—</text><paragraph id="H25F103432A394B0F93F15D2475EFE832"><enum>(1)</enum><text>in subparagraph (A), in the first sentence—</text><subparagraph id="HE612E1EF2415491D92E6A4EFE9589D6D"><enum>(A)</enum><text>by inserting <quote>subsection (c)(14)(A)(ii) (relating solely to the portion from Limon to I–76 in the vicinity of Brush),</quote> after <quote>subsection (c)(13),</quote>; and</text></subparagraph><subparagraph id="H0687E16E87784F94A40A4D285DFA5DBD"><enum>(B)</enum><text display-inline="yes-display-inline">by inserting <quote>subsection (c)(38),</quote> after <quote>subsection (c)(37),</quote>; and</text></subparagraph></paragraph><paragraph id="H320157DC89C94619811EC7972B912E88"><enum>(2)</enum><text>in subparagraph (C)(i), by adding at the end the following: <quote>A State having jurisdiction over any segment of the routes referred to in subsection (c)(14)(A)(ii) (relating solely to the portion from Limon to I–76 in the vicinity of Brush) or (c)(38) shall erect signs, as appropriate and approved by the Secretary, identifying such segment as a future addition to the Interstate System.</quote>. </text></paragraph></subsection><subsection id="HE899714708B44BEE8719E2EB17AB58F1"><enum>(b)</enum><header>Vehicle weight limitations</header><text display-inline="yes-display-inline">Section 127 of title 23, United States Code, is amended by adding at the end the following:</text><quoted-block style="USC" display-inline="no-display-inline" id="HFE7C7B1E27CF43B78A35EA1FC68B07B6"><subsection id="H2C505EFD48D54D6DB109A013EAA4A8DC"><enum>(v)</enum><header>Operation of vehicles on certain Texas, Oklahoma, Colorado, and New Mexico highways</header><text display-inline="yes-display-inline">If any segment of the routes referred to in paragraph (14)(A)(ii) (relating solely to the portion from Limon to I–76 in the vicinity of Brush) or paragraph (38) of section 1105(c) of the Intermodal Surface Transportation Efficiency Act of 1991 (<external-xref legal-doc="public-law" parsable-cite="pl/102/240">Public Law 102–240</external-xref>; 105 Stat. 2032; 114 Stat. 2763A–202; 119 Stat. 1210) is designated as a route on the Interstate System, a vehicle that could operate legally on that segment before the date of such designation may continue to operate on that segment, without regard to any requirement under this section.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section></legis-body></bill>
